First Reading of Ordinance No. 013, 2011, Appropriating Unanticipated Grant Revenue and Transferring Prior Year
Reserves in the Northern Colorado Drug Task Force Reserve to the General Fund for the Northern Colorado Drug
Task Force.
EXECUTIVE SUMMARY
This Ordinance appropriates grant funds and money from the Northern Colorado Drug Task Force seizure reserve.
Fort Collins Police Services has received two grants from the Office of National Drug Control Policy and U.S.
Department of Justice on behalf of the Northern Colorado Drug Task Force (NCDTF) to help fund the investigation
of illegal narcotics activities in Larimer County. These two grant awards will be used in conjunction with NCDTF
reserves to pay for Task Force operating expenses in 2011. Combined, these three items equal an appropriation of
$348,649.
BACKGROUND / DISCUSSION
The Northern Colorado Drug Task Force is a critical component of law enforcement in the community. The NCDTF
is made up of fifteen sworn and non-sworn members tasked with identifying, addressing, and impacting drug crimes
and criminals in Larimer County and is staffed by officers from Fort Collins Police Services and the Loveland Police
Department. The NCDTF is committed in reducing the production, manufacture, transportation, distribution, and
chronic use of illegal drugs.
FINANCIAL/ ECONOMIC IMPACTS
This appropriation is not a request to identify new dollars for the Police Services 2011 budget. This action appropriates
$94,323 from the Office of National Drug Control Policy, plus$93,129 in new federal grant money and authorizes the
transfer of$161,197 from the forfeiture reserve. There is no financial impact to the City of Fort Collins as there are
no matching funds required.
STAFF RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
ORDINANCE NO. 013, 2011
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE AND
TRANSFERRING PRIOR YEAR RESERVES IN THE
NORTHERN COLORADO DRUG TASK FORCE RESERVE TO THE
GENERAL FUND FOR THE NORTHERN COLORADO DRUG TASK FORCE
WHEREAS, the Office of National Drug Control Policy has awarded Fort Collins Police'
Services ("FCPS") a grant of federal money in the amount of$187,452; and
WHEREAS,there are $161,197 in prior year reserves in the Northern Colorado Drug Task
Force (the "Task Force") Reserve in the General Fund; and
WHEREAS, the grant and prior reserve funds will be used by the Task Force to help fund
the investigation of illegal narcotics activities and the 2011 annual operating budget of the Task
Force; and
WHEREAS,the Task Force consists of representatives from FCPS and the Loveland Police
Department; and
WHEREAS, the City and FCPS will administer the grant for the Task Force; and
WHEREAS, Article V, Section 9, of the City Charter permits the City Council to make
supplemental appropriations by ordinance at any time during the fiscal year,provided that the total
amount of such supplemental appropriations, in combination with all previous appropriations for
that fiscal year, does not exceed the current estimate of actual and anticipated revenues to be
received during the fiscal year; and
WHEREAS,Article V,Section 9,of the City Charter permits the City Council to appropriate
by ordinance at any time during the fiscal year such funds for expenditure as may be available from
reserves accumulated in prior years, notwithstanding that such reserves were not previously
appropriated; and
WHEREAS, City staff has determined that the appropriation of the grant funds as described
herein will not cause the total amount appropriated in the General Fund to exceed the current
estimate of actual and anticipated revenues to be received in that fund during the fiscal year; and
WHEREAS, it is the desire of the City Council to appropriate unanticipated revenue and
prior year reserves in the Task Force Reserve for transfer to the General Fund for appropriation
therein for Police Services for the Task Force.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:

Section 1. That there is hereby appropriated from unanticipated grant revenue in the
General Fund the sum of ONE HUNDRED EIGHTY-SEVEN THOUSAND FOUR HUNDRED
FIFTY-TWO DOLLARS ($187,452)for expenditure, upon receipt, in the General Fund for Police
Services for the Northern Colorado Drug Task Force.
Section 2. That there is hereby appropriated from prior year reserves in the Northern
Colorado Drug Task Force Reserve the sum of ONE HUNDRED SIXTY-ONE THOUSAND ONE
HUNDRED NINETY-SEVEN DOLLARS ($161,197) for transfer to the General Fund, and
appropriated therein, for Police Services for the Northern Colorado Drug Task Force.
Introduced, considered favorably on first reading, and ordered published this 15th day of
February, A.D. 2011, and to be presented for final passage on the 1st day of March, A.D. 2011.
