First Reading of Ordinance No. 104, 2010, Appropriating Unanticipated Grant Revenue in the General Fund for the
East Building Roof Rehabilitation of the Paramount Cottage Camp, 1544 West Oak Street.
EXECUTIVE SUMMARY
This Ordinance appropriates unanticipated revenue in the amount of$67,100 for the east building roof rehabilitation
of the Paramount Cottage Camp, 1544 West Oak Street. A grant in the amount of $33,550 is provided by the
Colorado Historical Society's State Historical Fund. The building's owners, Maureen Plotnicki and Stephen Weber
are providing matching funds. The State Historical Fund grant is in addition to the previous grant the City received
in early 2010 for this property. The City will not be responsible for any monetary contribution, but will only be
responsible for administering the grant and the cash match funds.
BACKGROUND / DISCUSSION
The historic Paramount Cottage Camp was built in the 1920s as tourist accommodations, and is comprised of two,
parallel, one-story buildings, each containing eight apartments. During the 1920s, tourist camps, such as the
Paramount Cottage Camp, sprang up across the country providing a place for travelers to stay for the night. The
Paramount Cottage Camp will be restored and rehabilitated as Fort Collins' last remaining 1929 auto tourist cottage
camp.
FINANCIAL / ECONOMIC IMPACTS ;
The City of Fort Collins will not be responsible for any monetary contribution, but will only be responsible for receiving
and administering the funds. The grant management will be administered by consultant Carol Tunner, whose fees
will be paid for by the grant. The Paramount Cottage Camp rehabilitation will have additional positive financial effects
on the local economy, as local craftsmen will work on restoring the property. Additionally, the project will generate
sales tax revenue from materials and services purchased locally, and increase property taxes, due to the property's
higher assessed value.
ENVIRONMENTAL IMPACTS
The project supports the City's goal of sustainability. As with all historic preservation projects,this project maximizes
the use of existing materials and infrastructure,and reduces waste in landfills from demolition costs. Historic buildings
were traditionally designed to be energy efficient, with many sustainable features that respond to climate and site.
When effectively restored and reused, these features can bring about substantial energy savings. Finally, the
Paramount Cottage Camp rehabilitation provides quality housing stock along with preserving an important and
interesting aspect of Fort Collins history.
STAFF RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
ORDINANCE NO. 104, 2010
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE
GENERAL FUND FOR THE EAST BUILDING ROOF REHABILITATION
OF THE PARAMOUNT COTTAGE CAMP, 1544 WEST OAK STREET
WHEREAS, the City has been awarded a grant in the amount of $33,550 from the,
Colorado Historical Society's State Historical Fund; and
WHEREAS, the grant will be used to rehabilitate the roof of the Paramount Cottage
Camp's east building located at 1544 West Oak Street; and
WHEREAS, the building's owners will provide the required grant matching funds in the-
amount of$33,550, and they will be contracting with sole source vendors for the work; and
WHEREAS, the City will administer the grant and cash match funds and be responsible for
the distribution of the grant and cash match funds; and
WHEREAS, Article V, Section 9, of the City Charter permits the City Council to make
supplemental appropriations by ordinance at any time during the fiscal year, provided that the total
amount of such supplemental appropriations, in combination with all previous appropriations for
that fiscal year, does not exceed the current estimate of actual and anticipated revenues to be
received during the fiscal year; and
WHEREAS, City staff has determined that the appropriation of grant funds and the private
matching funds totaling $67,100 will not cause the total amount appropriated in the General Fund
to exceed the current estimate of actual and anticipated revenues to be received during the fiscal
year.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated for expenditure from unanticipated grant revenue and
private cash matching funds in the General Fund the sum of SIXTY SEVEN THOUSAND ONE
HUNDRED DOLLARS ($67,100) for the East Building Roof Rehabilitation Project at 1544 West
Oak Street.
Introduced, considered favorably on first reading, and ordered published this 5th day of
October, A.D. 2010, and to be presented for final passage on the 19th day of October, A.D. 2010.
