SUBJECT:
Resolution 2002-1 14 Approving Expenditures from the Art in Public Places Reserve Account in the
Cultural Services and Facilities Fund to Commission an Artist to Create a Site-specific Art Piece for
the Traffic Operations Facility.
RECOMMENDATION:
Staff and the Art in Public Places Board recommend adoption of the Resolution.
FINANCIAL IMPACT:
The funds for this item have been appropriated in the Art in Public Places Reserve Account in the
Cultural Services and Facilities Fund. The Art in Public Places program has a maintenance fund for
the long-term care of this sculpture. Staff will use$16,914 of the Traffic Operation Facility Project art
budget for design, fabrication, installation and contingency for this project.
EXECUTIVE SUMMARY:
This Resolution would approve expenditures of$16,914 for commission of the artist to create and
install the artwork, contingency and maintenance of the piece. The artist, James Haire, will create a
bronze sculpture depicting a turn of the century traffic officer.
BACKGROUND:
Section 23-303 of the Code, which was added in 1995, established the Art in Public Places Reserve
Account, and designated it for use in acquiring or leasing works of art,maintenance,repair or display
of works of art,and administrative expenses related to the Art in Public Places Program,in accordance
with the Art in Public Places Guidelines adopted by Council in 1995. The Council permanently adopted
the Art in Public Places Program, and reenacted City Code Chapter 23, Article IX, with certain
modifications in 1998.
The Selection Committee chose the artist using the City's competitive bid process. This Committee was
comprised of seven APP Board members, two members from the project team, and a Purchasing
Department representative. The Selection Committee reviewed submissions from eight artists who
wished to be considered for this project. After the Committee ranking, the APP Board voted
unanimously to select artist James Haire at the Board's regular meeting on July 17, 2002.

The artist worked with a team of city staff from the Traffic Operations Department to create a design
concept appropriate to the site. This design concept was reviewed and recommended by the Traffic
Operations Project Team. The APP Board reviewed and approved the final design at its regular board
meeting on September 18, 2002.
The art piece is a sculptural representation of a traffic signal operator before today's modem traffic light
system was in place. The artist conducted research on local historic traffic operations and uniforms in
order to create an accurate rendition of this historic figure.
A written description and drawings of the proposed work of art are attached as Exhibit"A". The final
piece may vary from this description.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES RESERVE
ACCOUNT IN THE CULTURAL SERVICES AND FACILITIES FUND
TO COMMISSION AN ARTIST TO CREATE A SITE-SPECIFIC ART PIECE
FOR THE TRAFFIC OPERATIONS FACILITY
WHEREAS, the City has recently completed construction of a new Traffic Operations
Facility (the "Facility"); and
WHEREAS, pursuant to Section 23-304 of the City Code, one percent of the funds
appropriated for the Facility was required to be set aside in the Art in Public Places reserve account
in the Cultural Services and Facilities Fund, for use in the acquisition or leasing of works of art;
maintenance, repair or display of works of art; and administrative expenses related to the Art in
Public Places Program, in accordance with the Art in Public Places Guidelines adopted by Council
in Ordinance No. 47, 1998 (the"Guidelines"); and
WHEREAS,the Art in Public Places Board(the`Board"), at its regular meeting on July 17,
2002 unanimously voted to select artist James Haire (the "Artist") to create a design concept
appropriate to the Facility site; and
WHEREAS,the Board evaluated the Artist's final design at its regular meeting on September
18, 2002, pursuant to the Guidelines; and
WHEREAS,based on that evaluation, the Board voted to recommend the Artist's proposal
for an art piece consisting of a sculptural representation of a traffic signal operator prior to modern
traffic light systems (the "Art Project"); and
WHEREAS,the estimated cost to create the Art Project,including commission of the Artist,
fabrication, installation and contingency for the Art Project, is $16,914; and
WHEREAS, those funds are available in the Art in Public Places reserve account in the
Cultural Services and Facilities Fund,and will be appropriated as part of the 2002 budget,to provide
for the artist design fees, fabrication, installation and contingency for the Art Project; and
WHEREAS, Section 23-308 of the City Code requires that the Board's selection of the
recommended art be presented for Council review and approval,because the cost of the art exceeds
$10,000.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the Council hereby authorizes the expenditure of up to SIXTEEN THOUSAND
NINE HUNDRED FOURTEEN DOLLARS($16,914)from the Art in Public Places reserve account
in the Cultural Services and Facilities Fund for the Art Project consisting of a sculptural
. representation of a traffic signal operator, to enhance the Traffic Operations Facility, proposed by
artist James Haire,the conceptual design of which was reviewed and approved by the Art in Public
Places Board on September 18, 2002.
Passed and adopted at a regular meeting of the City Council held this 17th day of December,
A.D. 2002.

I propose to sculpt a life-size bronze figure representing a traffic officer using a stop and
go standard of the early 1900's. He would have been seen on the corners around town
directing horse, buggy, and emerging auto traffic. This sculpture will depict the early roots
of traffic control.
The sculpture will be approximately 6' tall and stand on a pedestal made of materials to
match those used to construct the Traffic Operations Facility building. The base of the
pedestal will be about 48" x 30" with a height to be determined. This figure will be
dressed in a high collared tunic similar to the jackets worn by New York City police
officers, jodhpur pants, riding style boots with laces, and a hat like those worn by
firefighters in dress uniform.
This dress will reflect uniforms similar in style to those worn in the early 1900's. The
patina will be multi-hued using the traditional chemicals of sulfated potash and ferric
nitrate. The tunic, hat, and hair will be dark gray or black; the pants will be tan; the boots
will be reddish brown; and the buttons and insignia will be bare bronze. The sculpture will
• relate the building to the early history of traffic control.
