RECOMMENDATION: Staff recommends adoption of the Ordinance on Second Reading. EXECUTIVE SUMMARY: With the development of the Fossil Creek Community Park, arterial street improvements are planned for Lemay Avenue adjacent to the Park property. The Paragon Point Development south of the Southridge Greens Golf Course previously established a cash escrow for the widening of Lemay Avenue adjacent to their property. These projects have been combined to improve Lemay Avenue to a four lane arterial from the Fossil Creek bridge south to Trilby Road. In conjunction with this project, traffic signals will be installed at Lemay/Trilby, Lemay/Fossil Creek Blvd, and Lemay/Southridge Greens Blvd. In addition, the pedestrian underpass for the Fossil Creek Trail under Lemay Avenue will be constructed with this project. The Stormwater Utility has identified upgrades to the existing drainage crossing at Lemay and Stonegate Drive to be constructed with this project. These improvements will complete the arterial widening of Lemay Avenue to Trilby Road. Except for these Stormwater upgrades and the pedestrian underpass, the project will be funded through developer contributions and the Street Oversizing Program. This Ordinance was unanimously adopted on First Reading on January 21, 2003 by a 5-0 vote (Mayor Martinez and Councilmember Bertschy were absent). CKGROUND: Over the past two years, Street Oversizing and Parks staff have completed the design of Lemay Avenue adjacent to the Fossil Creek Community Park site. Lemay Avenue was originally DATE: ITEM NUMBER: curve at t is locatioi void the Portner Reservoir. However, with the elimination of the reservoir, the road will be realigned to reduce the severity of the existing curve. A pedestrian underpass will be installed between the Park site and the Southridge Greens Golf Course for the Fossil Creek Recreation Trail. The Street Oversizing Program has previously collected contributions from the Paragon Point Development to widen Lemay Avenue adjacent to its site. Combining the Park improvements with these development improvements will allow a more efficient construction project, realize cost savings due to economies of scale, reduce the disruption to the traveling public by only having one construction project, and complete a significant section of arterial roadway The improvements will widen Lemay Avenue to a four lane arterial including curbs, gutter, sidewalks, parkways, bike lanes and, landscaped-medians, t Traffic signals will be installed at Lemay/Trilby and Lemay/Fossil Creek Boulevardtwith`lhis`project, and an additional signal at Lemay/Southridge Greens Boulevard will be insialledby Cityt raffic Operations to complete the planned signal system in this area. There will be a realignment of Lemay Avenue between Muirfield Way and Fossil Creek Boulevard to lessen the severity of the curved roadway. The original roadway design was curved to avoid cutting into the dam of the old Portner Reservoir. With the eventual elimination of the reservoir on the park site, there was an opportunity to straighten Lemay Avenue. Parks, Engineering and Golf Course staff worked together to develop options for Lemay that would work with the adjacent uses. Several public meetings and presentations to area HOA's solicited public input. Half of the comments received opted for,a straight alignment for safety. The other half opted for a curved alignment to !slow traffic dowh'-for safety. Staff finally reached consensus with a realignment that lessens the.curve to a safer design speed, evening out the curvature to avoid awkward vehicle movements, and regrading to improve sight distances over the top of the hill. This was not the most inexpensive alternative, but increased safety while reducing impacts to the park site and providing a little extra room for the golf course to provide landscape buffers to contain errant golf balls. Included in the project is a pedestrian underpass for Fossil Creek Trail. This trail segment runs through the Park and will cross under Lemay Avenue near the southern boundary of the park. The underpass is 12 feet wide and 9 feet tall, and includes a skylight to increase natural light levels in the daytime as well as traditional electric lights for nighttime use in accordance with the City's new underpass guidelines.-R+i ng w is MNI proaches to the underpass were IN 0 stepped back to provide a more wide open feel g decorative touches such as form liner imprints and portions ofcolored bock all Roaazapet walls will be traditional, with brick inlays matching the existing struc ure fn the he installation of the underpass structure requires so much room and such a deep excavation, that a full road closure of Lemay Avenue will be necessary. The Stormwater Utility has looked at the existing drainage culvert on Lemay Avenue at Stonegate Drive, and feels additional improvements are necessary. As a result of the recent changes to the rainfall criteria, additional capacity will be added to the culvert to avoid overtopping the road during a major storm event. These improvements will be funded by Stormwater, through its Capital projects fund. The project is planned to begin construction in the March of 2003. A full road closure of Lemay Avenue for two to three months is expected beginning in April, with construction and landscaping to be completed by September 2003.
