RECOMMENDATION:

EXECUTIVE SUMMARY:
FINANCIAL IMPACT:
The City of Fort Collins has received additional federal funding from the Colorado Department of
Transportation (CDOT) for the Mason Transporta�,on Corridorr(MTC) Bicycle/Pedestrian Trail
project.
This additional funding is $292,000, which is being funded from the Federal Highway
Administration (FHWA) Congestion Mitigation & Air Quality (CMAQ) program:

B. First Reading of Ordinance No. 009, 2003, Appropriating Unanticipated Revenue in the
Building Community Choices Capital Projects Fund,Mason Transportation Corridor Project,
to be used for Design and Construction of Improvements to the Mason Transportation
Corridor Project South of Harmony Road to the Future Fossil Creek Trail.
The City has received a funding letter from Colorado Department of Transportation (CDOT) that
will allow work to proceed on the design and initial construction for the bicycle and pedestrian trail
for the Mason Transportation Corridor, south of Harmony Road to the future Fossil Creek regional
trail. This will be the first design and construction phase for the Mason Corridor's bicycle and
pedestrian system. This funding letter is in addition to the$330,000 in Congestion Mitigation&Air
Quality(CMAQ)funding that the Cityreceived last yeaz frorn'the CDOT,bringing the total CMAQ
funding for the MTC project to $622,000.

BACKGROUND:
Current Project Status
The City of Fort Collins is proceeding with implementation of the Council-approved Mason
Transportation Corridor (MTC) Master Plan, beginning with the Preliminary Engineering &
Environmental Analysis phase (PE/EA) of the project as presented at the Council study session in
November. This work effort is being done in accordance with CDOT and the Federal Transit
Administration (FTA) project requirements:
Over the next year,the agencies will be working on tde design fo$''the bicycle/pedestrian trail as well
as the Bus Rapid Transit (BRT)'system from Cherry Street to south of Harmony Road. Staff will
be working closely with the Burlington Northern Santa Fe (BNSF) railroad, Colorado State
University, and other property/business owners adjacent to the corridor as design alternatives are
developed for the corridor. Staff welcome suggestions and comments from the community
throughout this process.There is a public Open House event scheduled for Wednesday,January 21
from 4-7 p.m. at the Lincoln Center.

bicycle/pedestrian trail system in�jat�20 3 u�hrough 4. In mid-2004, construction on
the bicycle/pedestrian trail will begin south of Harmony Road,with a connection to the future City
Fossil Creek Trail, and will continue northward to Prospect Road. The entire MTC
bicycle/pedestrian trail system will be completed in 2005-2006. Construction of the BRT system
along the MTC will be done in accordance with FTA federal funding levels and schedules.
In October 2000, the City Council approved the overall Master Plan for the Mason Transportation
Corridor, including the Bus Rapid Transit alternative and the bicycle/pedestrian improvements.
The MTC is a 5.5-mile north-south byway within the city of Fort Collins which extends from Cherry
Street on the north to approximately 1/2 mile south of Harmony Road. The majority of the length
of the MTC is situated within the BNSF ROW and is centered along the railway tracks,located a few
hundred feet west of College Avenue (US287).

ITEM NUMBER:
The MTC is envisioned as a transportation corridor that will enhance opportunities for pedestrians,
bicyclists, and transit riders. It will also encourage infill development and provide economic
opportunities.
The MTC Project is funded in part by the City's Building Community Choices 1/4 cent sales tax.
In addition,the MTC project has received grant funding from CDOT CMAQ funds. The total funds
available for this PE/EA work effort as well as final design and construction of the pedestrian/bicycle
trail system along the MTC is$7.7 million. The City of Fort Collins is also seeking Federal Transit
Administration "New Starts Program"grant funds to cover the costs associated with the Bus Rapid
Transit component of the MTC project.
