SUBJECT:
First Reading of Ordinance No. 089, 2003, Appropriating Unanticipated Revenue and Prior Year
Reserves in the General Fund for the Purchase of a Computer Aided Dispatch System, Records
Management System, a Corrections Management System and an Automatic Vehicle Locating
System.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on First Reading.
FINANCIAL IMPACT:
The City and Latimer County plan to cooperatively replace the existing computer aided dispatch
("CAD") system, the police records management ("PRM") system, and the corrections
management system ("CMS") and to implement an automatic vehicle locating system. The City
will provide two-thirds and the County one-third of the funding for the purchase of these
systems. The City's portion, $2,167,116, is available from General Fund prior year reserves
designated for Police equipment replacement. This Ordinance appropriates revenue from these
prior year reserves as well as funds that will be received from Latimer County for the purchase
of these systems.
EXECUTIVE SUMMARY:
This Ordinance appropriates funds to purchase and jointly operate with Latimer County an
Emergency Services dispatch, records and correction system that will serve Fort Collins Police
Services, the Latimer County Sheriffs Office, Poudre Fire Authority, Poudre Valley Health
Care Ambulances, CSU Police Department, Estes Park Police Department and Berthoud Police
Department. The City and Larimer County currently have an intergovernmental agreement
dated April 7, 2003 defining the structure of the purchase agreement which involves the City
paying two-thirds of the purchase price and Latimer County paying one-third. This payment
structure is predicated on system use and the joint purchase of a CAD/RMS/CMS system by the
City and Latimer County is financially beneficial for both agencies. The City and County may
also allow additional Emergency Services agencies access to the system at a later date.
The City budgeted to replace its current CAD/RMS system approximately two years ago due to
the age and unreliability of the support for the current system. A vendor has now been selected
and, pending final price negotiations, the final cost will be between $3.0 and$3.5 million. In the
interim, Larimer County agreed to update its CAD/RMS/JMS systems and has budgeted
$1,500,000 as its portion of the project.

ORDINANCE NO. 089, 2003
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE AND PRIOR YEAR
RESERVES IN THE GENERAL FUND FOR THE PURCHASE OF A COMPUTER
AIDED DISPATCH SYSTEM,A RECORDS MANAGEMENT SYSTEM,
A CORRECTIONS MANAGEMENT SYSTEM AND AN AUTOMATIC
VEHICLE LOCATING SYSTEM
WHEREAS, Fort Collins Police Services and the Larimer County Sheriff's Office
("LCSO") plan to cooperatively replace the existing computer aided dispatch system, the police
records management system, and the corrections management system and to implement an
automatic vehicle locating system (the "Systems"); and
WHEREAS, pursuant to Resolution 12, 2003, the City of Fort Collins entered into an
intergovernmental agreement regarding joint implementation, operation and use of a computer
aided dispatch system, police records management system and corrections management system,
to be purchased by the City and Larimer County; and
WHEREAS, the City and County are combining their resources to purchase the Systems,
which will be jointly owned and operated, in order to provide improved communication and
information sharing between a number of emergency services agencies in Larimer County; and
WHEREAS, the City will provide two-thirds and the County one-third of the funding for
the Systems, which will be purchased through the City's purchasing process; and
WHEREAS, funds for the City's portion of the Systems, in the amount of $2,167,116,
are currently available in General Fund reserves designated for Police Equipment Replacement;
and
WHEREAS, the City will receive a sum not to exceed $1,500,000 from the LCSO for
Latimer County's share of the Systems; and
WHEREAS, the City will receive $604,797 from Larimer Emergency Telephone
Authority ("LETA") for LETA's share of the Systems; and
WHEREAS, these funds need to be appropriated to complete the purchase of the Systems
this year; and
WHEREAS, Article V, Section 9, of the Charter permits the City Council to appropriate
by ordinance at any time during the fiscal year such funds for expenditure as may be available
from reserves accumulated in prior years, notwithstanding that such reserves were not previously
appropriated; and
. WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins permits the
City Council to make supplemental appropriations by ordinance at any time during the fiscal
year, provided that the total amount of such supplemental appropriations, in combination with all
previous appropriations for that fiscal year, does not exceed the then current estimate of actual
and anticipated revenues to be received during the fiscal year; and
WHEREAS, City staff has determined that the appropriation of the funds from Larimer
County and ZETA, as described herein, will not cause the total amount appropriated in the
General Fund to exceed the current estimate of actual and anticipated revenues to be received in
that fund during 2003.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
FORT COLLINS as follows:
Section 1. That there is hereby appropriated for expenditure from prior year reserves
in the General Fund the sum of TWO MILLION ONE HUNDRED SIXTY-SEVEN
THOUSAND ONE HUNDRED SIXTEEN DOLLARS ($2,167,116) for the purchase of a
computer aided dispatch system, a police records management system, and a corrections
management system and to implement an automatic vehicle locating system.
Section 2. That there is hereby appropriated from unanticipated revenue in the
General Fund the sum of TWO MILLION ONE HUNDRED FOUR THOUSAND SEVEN
HUNDRED NINETY-SEVEN DOLLARS ($2,104,797), upon receipt from LCSO and ZETA,
for expenditure in the General Fund for the purchase of a computer aided dispatch system, a
police records management system, and a corrections management system and to implement an
automatic vehicle locating system.
Introduced, considered favorably on first reading, and ordered published this 3rd day of
June, A.D. 2003, and to be presented for final passage on the 17th day of June, A.D. 2003.
