RECOMMENDATION: Staff recommends adoption of the Ordinance on First Reading. FINANCIAL IMPACT: The City of Fort Collins, Advance Planning Department has received a Certified Local Government grant in the amount of $23,000 from the Colorado Historical Society. Matching funds are not required; therefore there will be no financial impact to the City of Fort Collins. EXECUTIVE SUMMARY: Accepting this grant will enable the City of Fort Collins, Advance Planning Department, in cooperation with the Poudre School District, to: • Conduct an intensive survey of Poudre School District-owned properties; • Prepare up to three National Register of Historic Places and/or Fort Collins Landmark nominations for the designation of significant buildings and structures; and • Prepare a comprehensive historic school context, documenting historical and architectural trends in education from the 1860s to 2000 within Fort Collins and the District's boundaries. An important outcome of this project will be the development of an intergovernmental agreement between the City and the District, addressing development issues. This agreement will address such historic preservation concerns as the designation of additional significant properties; the role of City staff and the Landmark Preservation Commission in design and development review; and will present the opportunity to develop standards and guidelines addressing historically appropriate designs, materials, and methods consistent with the Secretary of the Interior's Standards. ORDINANCE NO. 087, 2003 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE GENERAL FUND FOR A POUDRE SCHOOL DISTRICT BUILDING SURVEY AND HISTORIC SCHOOLS CONTEXT WHEREAS,the City of Fort Collins has received Certified Local Government grant funds in the amount of$23,000 from the State of Colorado Historical Society; and WHEREAS, the money is to be used for a Poudre School District Building Survey and Historic Schools Context; and WHEREAS, an important outcome of this project will be the development of an intergovernmental agreement between the City of Fort Collins and Poudre School District, addressing development issues; and WHEREAS,Article V,Section 9,of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations, in combination with all previous appropriations for that fiscal year,does not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS, City staff has determined that the appropriation of the State of Colorado Historical Society grant funds, as described herein, will not cause the total amount appropriated in the General Fund to exceed the current estimate of actual and anticipated revenues to be received in that fund during the fiscal year. NOW,THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated from unanticipated grant revenue in the General Fund the sum of TWENTY-THREE THOUSAND DOLLARS($23,000)for expenditure in the General Fund for a Poudre School District Building Survey and Historic Schools Context. Introduced, considered favorably on first reading, and ordered published this 3rd day of June, A.D. 2003, and to be presented for final passage on the 17th day of June, A.D. 2003.
