RECOMMENDATION: Staff recommends adoption of the Ordinance on First Reading. FINANCIAL IMPACT: The City has been awarded a grant from the Colorado Historical Society's State Historical Fund in the amount of $5,150 for the purpose of completing a Historic Structure Assessment of the Armstrong/Mountain Empire Hotel at 249-261 South College Avenue. The owner of the building will provide matching funds in the amount of$5,150. EXECUTIVE SUMMARY: This Ordinance appropriates unanticipated revenue in the amount of $10,300 to complete a Historic Structure Assessment of the Armstrong/Mountain Empire Hotel at 249-261 South College Avenue. The City of Fort Collins has been awarded a grant by the Colorado Historical Society. The purpose of the grant is to complete a Historic Structure Assessment of the Armstrong/Mountain Empire Hotel. The assessment will determine the exterior and interior physical condition of the historic building with recommendations for rehabilitation. State Historical Fund grants are available to public entities for the historic preservation of public buildings. A Historic Structure Assessment is completed as a logical "first step" before a general development grant is pursued. Though an assessment does not guarantee subsequent State Historical Fund support, it will improve funding opportunities for the owner of the building, and the resulting document will serve as a useful tool for assisting the owner with maintenance and future rehabilitation efforts. The City's role is to: (1) be the grant applicant for the project; (2) contract with the state to receive and administer the grant funds; (3) enter into a purchase order for the assessment; and (4) be responsible for the distribution of the grant and cash match funds. The Advance Planning Department will administer the grant management. The owner's cash match for the grant will cover the cost of this administration. ORDINANCE NO. 012, 2003 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED GRANT REVENUE AND MATCHING FUNDS IN THE GENERAL FUND FOR A HISTORIC STRUCTURE ASSESSMENT OF THE HISTORIC ARMSTRONG/MOUNTAIN EMPIRE HOTEL WHEREAS,the City of Fort Collins has been awarded a grant in the amount of$5,150 from the Colorado Historical Society's State Historical Fund (the "Grant"); and WHEREAS, the Grant will be used to complete a Historic Structure Assessment of the Armstrong/Mountain Empire Hotel at 249-261 South College Avenue in Fort Collins; and WHEREAS,the assessment will determine the exterior and interior physical condition of the historic building with recommendations for rehabilitation; and WHEREAS,the building's owner will provide matching funds in the amount of$5,150;and WHEREAS,The City will administer the grant and cash match funds and be responsible for the distribution of those funds; and WHEREAS, Article V,Section 9,of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year,does not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS, City staff has determined that the appropriation of the unanticipated grant revenue from the Colorado Historical Society as described herein will not cause the total amount appropriated in the General Fund to exceed the current estimate of actual and anticipated revenues to be received during the fiscal year; and NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that, upon receipt, there is hereby appropriated from unanticipated revenue the sum of TEN THOUSAND THREE HUNDRED DOLLARS($10,300),for expenditure in the General Fund for a Historic Structure Assessment of the Armstrong/Mountain Empire Hotel at 249-261 South College Avenue.
