RECOMMENDATION: Staff recommends adoption of the Ordinances on Second Reading. EXECUTIVE SUMMARY: A. Second Reading of Ordinance No. 005, 2003, Appropriating Unanticipated Grant Revenue in the General Fund for the Police Services Victim Services Team. The Fort Collins Police Services Victim Services Team has been awarded a one-year grant in the amount of$19,000 for the period of January 1 to December 31, 2003, by the Eighth Judicial District V.A.L.E.Board to help fund services. Ordinance No.005,2003,which was unanimously adopted by a 5-0 vote (Councilmembers Bertschy and Tharp absent) on First Reading on January 7, 2003, appropriates the funds for this program. B. Second Reading of Ordinance No. 006, 2003, Appropriating Unanticipated Grant Revenue in the General Fund for the Police Services/Rape Aggression Defense Self-Defense Program. The Fort Collins Police Services Victim Services Team has been given$4,000 from a private donor to be used exclusively for the Rape Aggression Defense (R.A.D.) Self-Defense program. The Victim Services Team received funds from this same donor in 2002 and, as a result, it was able to provide training for over 50 women. Funds cover the cost to compensate three certified instructors per class, room rental, and materials needed for the students. Ordinance No. 006, 2003, which was unanimously adopted by a 5-0 vote (Councilmembers Bertschy and Tharp absent) on First Reading on January 7, 2003, appropriates the funds for this program. ORDINANCE NO. 005, 2003 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE GENERAL FUND FOR THE POLICE SERVICES VICTIM SERVICES TEAM WHEREAS,the City of Fort Collins Police Services has been awarded a grant in the amount of $19,000 from the Eighth Judicial District Victims and Law Enforcement (V.A.L.E.) Board to support the Police Services Victim Services Team (the "Grant'); and WHEREAS, the Victim Services Team provides crisis intervention, resource and referral services to victims of violent crime, as well as in other traumatic situations; and WHEREAS, the Grant will be used to compensate a part-time paid victim advocate as well as to pay for some of the operational expenses of the Victim Services office; and WHEREAS,Article V,Section 9,of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year,does not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS, City staff has determined that the appropriation of the grant funds from the V.A.L.E. Board to support the Police Services Victim Services Team as described herein will not cause the total amount appropriated in the relevant funds to exceed the current estimate of actual and anticipated revenues to be received in that fund during any fiscal year. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated from unanticipated grant revenue in the General Fund the sum of NINETEEN THOUSAND DOLLARS($19,000)for expenditure in the General Fund for the Police Services Victim Services Team. Introduced and considered favorably on first reading and ordered published this 7th day of January, A.D. 2003, and to be presented for final passage on the 21st day of January, A.D. 2003. Mayor ATTEST: City Clerk ORDINANCE NO. 006, 2003 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE GENERAL FUND FOR THE POLICE SERVICES/RAPE AGGRESSION DEFENSE SELF-DEFENSE PROGRAM WHEREAS, the City of Fort Collins Police Services received$4,000 from a private donor to be used exclusively for the Rape Aggression Defense (R.A.D.) Self-Defense program; and WHEREAS,this money will be used to pay for room rentals,student materials and certified instruction related to the provision of self-defense classes; and WHEREAS,Article V,Section 9,of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year,does not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS, City staff has determined that the appropriation of the funds donated for the R.A.D.Self-Defense program as described herein will not cause the total amount appropriated in the relevant funds to exceed the current estimate of actual and anticipated revenues to be received in that fund during any fiscal year. Board Grant: The Fort Collins Police Services Victim Services Team has been awarded a one-year grant in the amount of$19,000 for the period of January 1 to December 31, 2003, by the Eighth Judicial District V.A.L.E. Board to help fund services provided by this team. These funds will be used to compensate a part-time paid victim advocate who provides crisis intervention services during weekday hours and is housed in the Victim Services office, as well as to pay for some of the operational expenses required for the provision of services to victims of crime in the community.
