Second Reading of Ordinance No. 004, 2003, Appropriating Unanticipated Revenue in the
General Fund for Police Services for the Larimer County Multi-Jurisdictional Drug Task Force.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY:
In November 2002, the LCDTF received a grant for the purchase a mobile lab trailer to use in
the surveillance and cleanup of methamphetamine labs. The current grant, for$15,816, provides
for supplies and equipment to be used in conjunction with the trailer. Ordinance No. 004, 2003,
lip which was unanimously adopted by a 5-0 vote (Councilmembers Bertschy and Tharp absent) on
First Reading on January 7, 2003, appropriates unanticipated revenue for the Larimer County
Multi-Jurisdictional Drug Task Force.
ORDINANCE NO. 004, 2003
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE GENERAL FUND
FOR POLICE SERVICES FOR THE LARIMER COUNTY
MULTI-JURISDICTIONAL DRUG TASK FORCE
WHEREAS, intelligence gathered by the Latimer County Drug Task Force(the"LCDTF')
indicates that as many as 777 instances of distribution of methamphetamines and 313 instances of
manufacturing of methamphetamines occurred between May 2001 to May 2002; and
WHEREAS, during this same time period, 45 arrests were made and 52 labs were
dismantled; and
WHEREAS, during the first nine months of 2002, sixteen methamphetamine labs were
dismantled; and
WHEREAS, pursuant to Ordinance No. 170, 2002, Fort Collins Police Services received
funding for the purchase of a mobile lab trailer to be used in responding to methamphetamine labs;
and
WHEREAS,the City of Fort Collins Police Services has received a grant from the Colorado
Department of Public Safety Division of Criminal Justice, in the amount of $15,816, for the
LCDTF; and
WHEREAS, the funds will be used to purchase six self-contained breathing apparatus and
36 pairs of Sarnex coveralls to be used in conjunction with the mobile lab trailer for the clean up of
methamphetamine laboratories; and
WHEREAS,Article V,Section 9,of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
provided that the total amount of such supplemental appropriations,in combination with all previous
appropriations for that fiscal year,does not exceed the then current estimate of actual and anticipated
revenues to be received during the fiscal year; and
WHEREAS,City staff has determined that the appropriation of the Colorado Department of
Public Safety Division of Criminal Justice Grant funds as described herein will not cause the total
amount appropriated in the General Fund to exceed the current estimate of actual and anticipated
revenues to be received in that fund during the fiscal year.
NOW, THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated from unanticipated grant revenue in the General Fund
the sum of FIFTEEN THOUSAND EIGHT HUNDRED SIXTEEN DOLLARS ($15,816) for
expenditure in the General Fund for Police Services for the Latimer County Drug Task Force.
Introduced, considered favorably on first reading, and ordered published this 7th day of
January, A.D. 2003, and to be presented for final passage on the 21 st day of January, A.D. 2003.

The City has received a grant for the Larimer County Drug Task Force in the amount of$15,816
from the Colorado Division of Criminal Justice for the purchase of supplies and equipment to be
used in the clean up and enforcement of methamphetamines-labs. No matching funds are
required.
