RECOMMENDATION: Staff recommends adoption of this Ordinance on Second Reading. EXECUTIVE SUMMARY: This Ordinance, which was unanimously adopted on First Reading on May 20, 2003, appropriates a total of$36,500 in the General Fund—Natural Resources Department. The funding source is the 410 Utilities' Customer Service and Administration Fund. ORDINANCE NO. 078, 2003 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE GENERAL FUND FOR CLIMATE PROTECTION EDUCATION AND OUTREACH WHEREAS, the City of Fort Collins is a member city in an international Cities for Climate Protection campaign; and WHEREAS, as a member city,Fort Collins adopted a Local Action Plan which establishes a number of voluntary strategies that the City and business community can undertake to help prevent global climate change; and WHEREAS, in order to advance the Utility objective of assisting Utility customers in the efficient use and conservation of energy, the Utility participates actively in the City's energy conservation policies and programs, and in the Cities for Climate Protection campaign; and WHEREAS, the Climate Protection Education and Outreach Program is a part of the City's participation in the Cities for Climate Protection campaign,and will use energy audits and education as a primary tool to influence energy consumption and related global climate change in Fort Collins and among Utility customers specifically; and WHEREAS,a half-time position has been created as part of a Climate Protection Education and Outreach project to assist businesses and citizens in applying these strategies; and WHEREAS,the Climate Protection position is part of the joint Climate Protection Education and Outreach project between Fort Collins Utilities Services and the Natural Resources Department; and WHEREAS, the Utility Customer Service and Administration Fund included $36,500, in their 2003 budget, for transfer to the General Fund Natural Resources Department for the Climate Protection Education and Outreach project; and WHEREAS, Article V,Section 9,of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year,does not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS,City staff has determined that the appropriation of the funds as described herein will not cause the total amount appropriated in the relevant funds to exceed the current estimate of actual and anticipated revenues to be received in that fund during any fiscal year. NOW,THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated from unanticipated revenue in the General Fund the sum of THIRTY-SIX THOUSAND FIVE HUNDRED DOLLARS ($36,500) for expenditure in the General Fund for the Climate Protection Education and Outreach project, as described herein. EXECUTIVE SUMMARY: In the 2002-2003 budget,the Utilities Department provided$36,500 for 2002 and$36,500 for 2003 to fund an Environmental Education and Public Involvement Coordinator position in support of the City's Climate Protection Pro m"E'itn ei seed"ton�tict outreach to local businesses on implementation measures at preven gree o ee as erntssions. Staff recommends that the 2003 amount of$36,500 be ap rop priated�in the enteral Fund Natural Resources Department. .+' BACKGROUND: As a member city in an international Cities for Climate Protection campaign, Fort Collins adopted a Local Action Plan establishing a number of voluntary strategies for the City and business community to take that help prevent global climate change. A half-time position was created for an Environmental Business Outreach Coordinator to assist businesses and citizens in applying these strategies. The climate protection position represents a joint project between the Utilities Department (which has allocated $36,500 per year for 2002 and 2003 in fees revenues) and the Natural Resources Department where the coordinator is housed and supervised. On May 7, 2002, Council adopted Ordinance No. 068, 2002, appropriating $36,500 for 2002. This Ordinance will appropriate the 16 DATE: ay ITEM NUMBER: $36,500 for 2003.
