RECOMMENDATION: Staff recommends adoption of the Ordinance on Second Reading. EXECUTIVE SUMMARY: This Ordinance, which was unanimously adopted on First Reading on May 20, 2003, appropriates funds provided to Fort Collins Police Services by the Office of Transportation 41, Safety, Colorado Department of Transportation. ORDINANCE NO. 075, 2003 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE GENERAL FUND FOR POLICE SERVICES DUI SOBRIETY CHECKPOINTS WHEREAS,the City of Fort Collins Police Services has received federal funds in the amount of$24,900 from the Office of Transportation Safety, Colorado Department of Transportation; and WHEREAS,the money is to be used to provide DUI sobriety checkpoints between Memorial Day and Labor Day this year; and WHEREAS, Fort Collins Police Services will use the money to compensate officers for overtime worked to staff three DUI sobriety checkpoints during this period; and WHEREAS, Article V,Section 9,of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year,does not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS, City staff has determined that the appropriation of the funds received for the • DUI sobriety checkpoints as described herein will not cause the total amount appropriated in the General Fund to exceed the current estimate of actual and anticipated revenues to be received in that fund during 2003. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated from unanticipated revenue in the General Fund the sum of TWENTY-FOUR THOUSAND NINE HUNDRED DOLLARS ($24,900)for expenditure in the General Fund for the Police Services DUI sobriety checkpoints between Memorial Day and Labor Day. FINANCIAL IMPACT: This Ordinance appropriates funds provided to Fort Collins Police Services by the Office of Transportation Safety, Colorado Department of Transportation, in the amount of$24,900. 10 COP EXECUTIVE SUMMARY: The Office of Transportation Safety, Colorado Department of Transportation, has received funding from the Federal government for DUI sobriet checkpoints throughout the state between Memorial Day and Labor Day Is ye' - Fort Collins Police Services been asked p icipate b _holding three checkpoints during this period. Off-duty officers wor 'ng overtime pai by these unds, will staff the checkpoints. Any funds not used for the checkpoints will be used to augment regular DUI enforcement during the summer through the use of off-duty officers.
