First Reading of Ordinance No. 023, 2003, Designating the William and Eva Stroud House and
Garage, 717 West Olive Street, Fort Collins, Colorado, as a Fort Collins Landmark Pursuant to
Chapter 14 of the Code of the City of Fort Collins.
RECOMMENDATION:
The Landmark Preservation Commission and staff recommend adoption of the Ordinance on
First Reading. At a public hearing held on January 8, 2003, the Landmark Preservation
Commission voted unanimously to recommend designation of this property as a landmark for its
architectural importance to Fort Collins.
EXECUTIVE SUMMARY:
The owners of the property, Fred Snyder and Cindy Jarvie, are initiating this request for Fort
Collins Landmark designation for the William and Eva Stroud House and Garage. The property
qualifies for designation under Fort Collins Landmark Standard 14-5 (C), Architectural
Significance. The property also qualifies for designation on the National and State Registers of
Historic Places. The residence exemplifies the Hipped Roof Box variant of early 20' century
vernacular residential architecture, with good integrity. The detached historic garage, which
dates from the period of significance, contributes to the historic and architectural character of the
property. A second, non-historic garage structure, located adjacent to the historic garage, does
not contribute to the property's significance and is not a part of the designation.
HISTORY
This one-story house, built c.1908, represents the Hipped Roof Box type of architecture which
was popular in the early 20th century. Hipped Roof Box houses are small, simple, and
functional. Distinguishing characteristics, in addition to a hipped roof form and boxy,
unarticulated shape, include a symmetrically located hipped roof open porch, supported by
spindle posts. Hipped Roof Box houses often feature a gable dormer on the front elevation,
commonly with decorative fishscale shingles. The home at 717 West Olive displays these
characteristics and also features a canted bay window, a three-over-three light window in the
front gable, and one-over-one double hung windows. Constructed with a wood frame, the home
is covered with narrow lapped board siding and sits on a sandstone foundation.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
DESIGNATING THE WII i IAM AND EVA STROUD HOUSE AND GARAGE, 717 WEST
OLIVE STREET, FORT COLLINS, COLORADO, AS A FORT COLLINS LANDMARK
PURSUANT TO CHAPTER 14 OF THE CODE OF THE CITY OF FORT COLLINS
WHEREAS, pursuant to Section 14-2 of the City Code, the City Council has established a
public policy encouraging the protection, enhancement and perpetuation of landmarks within the
City; and
WHEREAS, by Resolution dated January 8,2003 the Landmark Preservation Commission
(the "Commission") has determined that the William and Eva Stroud House and Garage have
architectural importance to the City,as good examples of the Hipped Roof Box variant of early 20th
century vernacular residential architecture, with good integrity; the house exhibits a high level of
stylistic detail, while the detached garage dates from the period of significance and contributes
significantly to the historic and architectural character of the property; and
WHEREAS, the Commission has further determined that said property meets the criteria of
a landmark as set forth in Section 14-5 of the Code and is eligible for designation as a landmark,and
has recommended to the City Council that said property be designated by the City Council as a
landmark; and
WHEREAS, the owners of the property have consented to such landmark designation; and
WHEREAS, such landmark designation will preserve the property's significance to the
community; and
WHEREAS, the City Council has reviewed the recommendation of the Commission and
desires to approve such recommendation and designate said property as a Fort Collins landmark.
NOW,THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the property historically known as the William and Eva Stroud House
and Garage, located on lands in the City of Fort Collins, Latimer County, Colorado, described as
follows, to wit:
Lot 17, Block 287, Loomis Addition
also known as 717 West Olive Street
is hereby designated as a Fort Collins landmark pursuant to Chapter 14 of the Code of the City of
Fort Collins.
Section 2. That the Secretary of the Interior's standards and guidelines for the treatment
of historic properties will serve as the standards by which alterations, additions and other changes
to the buildings and structures located upon the above described property will be reviewed for
compliance with Chapter 14, Article III, of the Code of the City of Fort Collins.
Introduced, considered favorably on first reading, and ordered published this 4th day of
February, A.D. 2003, and to be presented for final passage on the 18th day of February,A.D. 2003.

RECOMMENDING LANDMARK DESIGNATION OF THE
WILLIAM AND EVA STROUD HOUSE AND GARAGE
717 WEST OLIVE STREET,FORT COLLINS, COLORADO
WHEREAS, it is a matter of public policy that the protection, enhancement and perpetuation of
sites,structures, and districts of historical,architectural or geographic significance,located within the
city, are a public necessity and are required in the interest of the prosperity,civic pride and general
welfare of the people; and
WHEREAS, it is the opinion of the City Council that the economic, cultural and aesthetic
standing of this city cannot be maintained or enhanced by disregarding the historical, architectural
and geographical heritage of the city and by ignoring the destruction or defacement of such cultural
assets; and
• WHEREAS, the William and Eva Stroud House and Garage have architectural significance to
Fort Collins as good examples of Hipped Box architecture, with good integrity; and
WHEREAS,the Landmark Preservation Commission has determined that the William and Eva
Stroud House and Garage meet the criteria of a landmark as set forth in Section 14-5 of the code and
are eligible for designation as a Fort Collins Landmark; and
WHEREAS, the owners of the property,Fred Snyder and Cindy Jarvie,have consented to such
landmark designation.
NOW, THEREFORE, be it resolved by the Landmark Preservation Commission of the City of
Fort Collins as follows:
Section 1. That the Landmark Preservation Commission recommends to the Council of the City
of Fort Collins that the building and structure known as the William and Eva Stroud House and
Garage, located on the lands in the City of Fort Collins, Larimer County, Colorado, described as
follows, to wit:

BACKGROUND: Staff presents for your consideration the landmark designation of the
William and Eva Stroud House and Garage, 717 West Olive Street. The Stroud House and
Garage merit consideration for designation as a Fort Collins Landmark for the property's
architectural significance relative to Standard 14-5 (2) "Architectural Importance." The home,
dating from the early 20th century, embodies the distinctive characteristics of the Hipped Roof
Box architectural type. Because the home displays both architectural significance and good
physical integrity, it may be regarded as individually eligible for local landmark designation.
. The property would also qualify as a contributing property in a National Register district.
History—This one-story house, built c.1908, represents the Hipped Roof Box type of
architecture which was popular in the early 20`h century. Hipped Roof Box houses are small,
simple, and functional. Distinguishing characteristics, in addition to a hipped roof form and
boxy, unarticulated shape, include a symmetrically located hipped roof open porch, supported by
spindle posts. Hipped Roof Box houses often feature a gable dormer on the front elevation,
commonly with decorative fishscale shingles. The home at 717 W. Olive displays these
characteristics and also features a canted bay window, a three-over-three light window in the
front gable, and one-over-one double hung windows. Constructed with a wood frame;the home
is covered with narrow lapped board siding and sits on a sandstone foundation.
Minor alterations to the property include non-original porch support posts, lattice skirting, and a
handrail on the front porch; modifications to the back mud porch to increase living space; a non-
original garage beside the home's original garage; and a small, non-original gable hood
decoration added to the original garage.
RECOMMENDATION: Staff recommends approving this request for Fort Collins Landmark
designation of the William and Eva Stroud House and Garage, 717 West Olive Street, Fort
Collins, Colorado, for its architectural significance. Significant historic buildings include the

HISTORICAL INFORMATION

Further Comments: Many people have resided at 717 W. Olive throughout the years. According
to the City Directories,the home at 717 W. Olive was built circa 1908. President and manager of
Mountain Avenue Livery, William Stroud and his wife Eva are listed as the home's first residents in
1909; they resided there until approximately 1911. In 1925, Rolla and Anna Showalter and their
three children, Donald, Jean, and Virginia, moved into the residence. The Colorado Printing
Company employed Mr. Showalter; in 1931, Donald also became employed by the company. The
family lived in the home until approximately 1934. Dale and Dorothy Bushnell, a mechanic for the
Great Western Sugar Company and a school librarian respectively, and their son Jack lived in the
home for eleven years, from 1948 to 1959. During the 1960s and 70s, several different homeowners
resided at 717 W. Olive, few for more than a one or two years. Larry Whittington resided in the
house from 1979 to 1989. In 1990, the current homeowners, Cynthia L. Jarvie and Frederick C.
Snyder, moved into the home.
