First Reading of Ordinance No. 022, 2003, Designating the William and Clara Blair House and
Garage, 716 West Oak Street, Fort Collins, Colorado, as a Fort Collins Landmark Pursuant to
Chapter 14 of the Code of the City of Fort Collins.
RECOMMENDATION:
The Landmark Preservation Commission and staff recommend adoption of the Ordinance on
First Reading. At a public hearing held on January 8, 2003, the Landmark Preservation
Commission voted unanimously to recommend designation of this property as a landmark for its
architectural importance to Fort Collins.
EXECUTIVE SUMMARY:
The owners of the property, John and Barbara Lueck, are initiating this request for Fort Collins
Landmark designation for the William and Clara Blair House and Garage. The property
qualifies for designation under Fort Collins Landmark Standard 14-5 (C), Architectural
Significance. The property would also likely qualify for individual designation on the National
and State Registers of Historic Places. The residence exemplifies the Craftsman Bungalow
architectural style of the early 1930s, with excellent integrity. The detached garage, which dates
from the period of significance, exhibits good integrity with a high level of Craftsman stylistic
detail, and contributes significantly to the historic and architectural character of the property.
HISTORY
The house, as well as its detached garage, was built in 1932 for William Blair, a local farmer,
and his wife Clara. The house exhibits a high level of Craftsman stylistic detail. It has narrow
lapped board siding and sits upon a high concrete foundation. A pattern of square and narrow
rectangular shingles in the gable ends emphasizes the horizontal lines of this front gabled
bungalow. Long, pointed exposed rafter tails are visible as well as exposed purlin and ridge
poles. The front porch has wire-cut red brick half walls and paired porch column supports. The
home features a box window inset under the gable roof on the east elevation, another distinctive
Craftsman element.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
DESIGNATING THE WILLIAM AND CLARA BLAIR
HOUSE AND GARAGE, 716 WEST OAK STREET,
FORT COLLINS, COLORADO, AS A FORT COLLINS
LANDMARK PURSUANT TO CHAPTER 14 OF
THE CODE OF THE CITY OF FORT COLLINS
WHEREAS, pursuant to Section 14-2 of the City Code, the City Council has established a
public policy encouraging the protection, enhancement and perpetuation of landmarks within the
City; and
WHEREAS,by Resolution dated January 8, 2003 the Landmark Preservation Commission
(the "Commission") has determined that the William and Clara Blair House and Garage have
architectural importance to the City,as great examples of the Craftsman Bungalow architectural style
of the early 1930s; the house exhibits a high level of Craftsman stylistic detail, with excellent
integrity,while the detached garage dates from the period of significance and exhibits good integrity
with many Craftsman stylistic details, and contributes significantly to the historic and architectural
character of the property; and
WHEREAS,the Commission has further determined that said property meets the criteria of
a landmark as set forth in Section 14-5 of the Code and is eligible for designation as a landmark,and
• has recommended to the City Council that said property be designated by the City Council as a
landmark; and
WHEREAS, the owners of the property have consented to such landmark designation; and
WHEREAS, such landmark designation will preserve the property's significance to the
community; and
WHEREAS, the City Council has reviewed the recommendation of the Commission and
desires to approve such recommendation and designate said property as a Fort Collins landmark.
NOW,THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the property historically known as the William and Clara Blair House and
Garage,located on lands in the City of Fort Collins,Larimer County,Colorado,described as follows,
to wit:
Lot 23, Block 280,Loomis Addition
also known as 716 West Oak Street
is hereby designated as a Fort Collins landmark pursuant to Chapter 14 of the Code of the City of
• Fort Collins.
Section 2. That the Secretary of the Interior's standards and guidelines for the treatment of
historic properties will serve as the standards by which alterations, additions and other changes to
the buildings and structures located upon the above described property will be reviewed for
compliance with Chapter 14, Article III, of the Code of the City of Fort Collins.
Introduced, considered favorably on first reading, and ordered published this 4th day of
February, A.D. 2003, and to be presented for final passage on the 18th day of February,A.D. 2003.

RECOMMENDING LANDMARK DESIGNATION OF THE
WILLIAM AND CLARA BLAIR HOUSE AND GARAGE
716 WEST OAK STREET, FORT COLLINS, COLORADO
WHEREAS, it is a matter of public policy that the protection, enhancement and perpetuation of
sites,structures,and districts of historical,architectural or geographic significance,located within the
city, are a public necessity and are required in the interest of the prosperity, civic pride and general
welfare of the people; and
WHEREAS, it is the opinion of the City Council that the economic, cultural and aesthetic
standing of this city cannot be maintained or enhanced by disregarding the historical, architectural
and geographical heritage of the city and by ignoring the destruction or defacement of such cultural
assets; and
• WHEREAS, the William and Clara Blair House and Garage have architectural significance to
Fort Collins as good examples of Craftsman Bungalow architecture, with excellent integrity; and
WHEREAS,the Landmark Preservation Commission has determined that the William and Clara
Blair House and Garage meet the criteria of a landmark as set forth in Section 14-5 of the code and is
eligible for designation as a Fort Collins Landmark; and
WHEREAS, the owners of the property, John and Barbara Lueck, have consented to such
landmark designation.
NOW, THEREFORE, be it resolved by the Landmark Preservation Commission of the City of
Fort Collins as follows:
Section 1. That the Landmark Preservation Commission recommends to the Council of the City
of Fort Collins that the building and structure known as the William and Clara Blair House and
Garage, located on the lands in the City of Fort Collins, Larimer County, Colorado, described as
follows, to wit:

REQUESTS: Fort Collins Landmark Designation of the William and Clara Blair House and
Garage, 716 West Oak Street, Fort Collins, Colorado

BACKGROUND: Staff presents for your consideration the landmark designation of the
William and Clara Blair House and Garage, 716 West Oak Street. The Blair House warrants
consideration for its architectural under City of Fort Collins Landmark Preservation standard 14-
5 (2) "Architectural Importance" and would additionally qualify for designation under National
Register Criterion C. The residence exemplifies the Craftsman Bungalow of the early 1930s and
merits landmark designation due to its excellent integrity. The detached garage, which dates
from the period of significance, also exhibits good integrity with a high level of Craftsman
stylistic detail and contributes significantly to the historic and architectural character of the
property.
History —The house, as well as its detached garage, was built in 1932 for William Blair, a local
farmer, and his wife Clara. By 1954, the residence had become the home of Alec and Mary
Kindsfater. Mr. Kindsfater was a local cattle feeder. In the early 1960s James and Ruth McBeth
bought the house. Mr. McBeth was an insurance agent as well as a mechanic and burner man at
Ideal Cement. The McBeths made their home at the residence until 1980, when John and
Barbara Lueck bought the house. The Luecks are the current owners and residents of the house.
The house has narrow lapped board siding and sits upon a high concrete foundation. A pattern of
square and narrow rectangular shingles in the gable ends emphasize the horizontal lines of this
front gabled bungalow. Long, pointed exposed rafter tails are visible as well as exposed purlin
and ridge poles. The front porch has wire-cut red brick half walls and paired porch column
