EXECUTIVE SUMMARY Resolution 2011-004 approves expenditures of$18,000 for design,materials,installation and contingency for a project with the artist Robert Tully to create four art elements integrated into the College and Harmony Intersection Improvement Project. BACKGROUND / DISCUSSION Section 23-303 of the City Code,which was added in 1995,established the Art in Public Places Reserve Account,and designated it for use in acquiring or leasing works of art, maintenance, repair or display of works of art, and administrative expenses related to the Art in Public Places Program, in accordance with the Art in Public Places Guidelines adopted by the Council in Ordinance No. 20, 1995. The Council permanently adopted the Art in Public Places Program, and reenacted City Code Chapter 23, Article IX, with certain modifications in 1998. The Art in Public Places Board moved to select an artist for this project from the APP Design Consultant Resource List. Artist Robert Tully was selected to work with the project team. The artist worked with the project team to develop design concepts integrated into the site and meet the goals of the project. This design concept was reviewed and recommended by the project team and the APP Board. The APP Board reviewed the design for this project at the August 18, 2010 Board meeting. The artist will design, fabricate, and install four artworks for this site. The proposed artworks are reflected light sculptures suspended inside columns located at the intersection of Harmony Road and College Avenue. The project team designed the 15-foot tall columns for each of the four corners of the intersection to enhance the pedestrian lighting, mark this district,and to serve as monuments highlighting this major intersection in Fort Collins.The artistwill use these predesigned columns as the support structure for the interior light-reflective artworks. The semi-transparent stainless steel mesh and aluminum shapes will be formed into different sculptural shapes within each column. Textured acrylic panels will surround the four sides of each column. LED lights will be hidden in the ceiling and floor of the column. The lights will change and illuminate different parts of the sculpture. These materials will have a brushed finish to glow under direct sun in the day and under changing LED white lights at night. The artist worked with the team to integrate the artwork into the streetscape and complement the overall project design. Robert Tully's designs have been reviewed by the Engineering Department and approved by Colorado Department of Transportation to be placed in the State Highway 287 (College Avenue) right-of-way. FINANCIAL / ECONOMIC IMPACTS The funds for this item have been appropriated in the Art in Public Places Reserve Account in the Cultural Services and Facilities Fund. The Art in Public Places program has a maintenance fund for the long-term care of the APP art collection. The College and Harmony Intersection Improvements Project art budget is$18,000 to be used for design, materials, installation, and contingency for this project. January 18, 2011 -2- ITEM 15 ENVIRONMENTAL IMPACTS The APP artist has been working with the project team in collaboration on this project. The columns which are the support structures for the artworks were designed by the project. The illuminated artworks within the columns will not be a distraction to vehicle traffic, but will aid in the pedestrian lighting. STAFF RECOMMENDATION Staff recommends adoption of the Resolution. BOARD / COMMISSION RECOMMENDATION The design concepts were reviewed and recommended by the Art in Public Places Board at its August 18, 2010 meeting. ATTACHMENTS 1. College and Harmony Design Review: Dean Kfingner,of Engineering, and artist Robert Tully were in attendance to discuss the project.Mr. Klingner gave an overview of the project.The artist explained his sculptural elements that will be installed in the columns of the streetscape design. The shape and design of the interior metal mesh and spheres sculptures will be different in each of the four columns.White LED fights will be placed in the top and bottom of the columns.The artwork is designed to blend into the streetscape instead of standing out,so as not to create a visual hazard for drivers.The Board gave suggestions on how to deter vandalism The project team wants a district feel to this intersection,an area that will have a different feel than the Mason corridor.The Board expressed the desire to see all the area pieces coordinate: College/Harmony intersection,Mason corridor,and the potential APP Project near Harmony and Shields. Maintenance of the artwork was discussed.APP will only-pay for the sculptural aspects of the columns. Ms Sommer moved to accept the proposed design and take it to City Council. Ms Sommer e the motion. ously approved RESOLUTION 2011-004 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES RESERVE ACCOUNT IN THE CULTURAL SERVICES AND FACILITIES FUND FOR THE PURPOSE OF COMMISSIONING AN ARTIST TO CREATE ART FOR THE COLLEGE AND HARMONY INTERSECTION IMPROVEMENTS PROJECT WHEREAS,the City recently completed improvements to the intersection of College Avenue and Harmony Road (the "Project"); and WHEREAS, pursuant to Sections 23-303 and 23-304 of the City Code, one percent of the funds appropriated for the Project was set aside in the Art in Public Places reserve account in the Cultural Services and Facilities Fund for use in the acquisition or leasing of works of art, the maintenance, repair or display of works of art, and administrative expenses related to the Art in Public Places Program, in accordance with the Art in Public Places Guidelines adopted by the City Council in Ordinance No. 047, 1998 (the "Guidelines"); and WHEREAS, the Art in Public Places Board (the "Board") has selected an artist for the Project from the APP Design Consultant Resource List; and WHEREAS, Robert Tulley (the "Artist") was selected to work with the Project Team to create design concepts appropriate to the Project site; and WHEREAS, the Board evaluated the Artist's designs at its regular meeting on August 18, 2010, pursuant to the Guidelines; and WHEREAS, based on that evaluation,the Board is recommending the Artist's proposal for artwork consisting of four light-reflective sculptures, one inside each of four 15-foot tall columns, to be installed at each corner of the intersection (the "Art Project"); and WHEREAS, the estimated cost to create the Art Project, including design, materials, installation and contingency for the Art Project, is $18,000; and WHEREAS, those funds are available in the Art in Public Places reserve account in the Cultural Services and Facilities Fund,and are appropriated as part of the 2011 budget,to provide for the Artist's design fees, materials, installation and contingency for the Art Project; and WHEREAS, Section 23-308 of the City Code requires that the Board's selection of the recommended art be presented for Council review and approval because the cost of the art exceeds $10,000. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the City Council hereby authorizes the expenditure of up to EIGHTEEN THOUSAND DOLLARS ($18,000) from the Art in Public Places reserve account in the Cultural Services and Facilities Fund for the Art Project proposed by Robert Tulley, the conceptual designs for which were reviewed and approved by the Art in Public Places Board on August 18, 2010.
