EXECUTIVE SUMMARY This Ordinance, unanimously adopted on First Reading on January 4, 2011, amends Section 2-168 of the City Code regarding the functions of the Women's Commission. Specifically, this change clarifies the role of the Women's Commission as it relates to reviewing legislation and making recommendations to City Council. STAFF RECOMMENDATION Staff recommends adoption of the Ordinance on Second Reading. ATTACHMENTS 1. U LJ BACKGROUND / DISCUSSION The role of the Women's Commission is to advise City Council on issues and concerns that impact women in Fort Collins. The description of the Women's Commission includes responsibilities for reviewing legislation which may affectwomen in the community and recommending legislation,policy changes and other actions which would enhance the status ofwomen in the City to City Council,City Manager and other public and private organizations,upon request. The recommended changes clarify this.respgqnsibility: P STAFF RECOMMENDATION Staff recommends adoption of the Ordinance on First Reading. BOARD / COMMISSION RECOMMENDATION At its November 17,2010 meeting,the Women's Commission reviewed this proposed change which clarifies the role of the Commission as it pertains to its ability to initiate activities and/or respond to requests and voted unanimously to recommend adoption of the Ordina nce' opy-of,the,app1rove%minuttes/reflecting this support is attached. Women's Commission minutes, November 17, 2010 ORDINANCE NO. 001, 2011 OF THE COUNCIL OF THE CITY OF FORT COLLINS AMENDING SECTION 2-168 OF THE CODE OF THE CITY OF FORT COLLINS REGARDING THE FUNCTIONS OF THE WOMEN'S COMMISSION WHEREAS,the Women's Commission,.formerly known as the Commission on the Status of Women,("the Commission")was created by OrdinanceNo. 158, 1986,in November of 1986;and WHEREAS,the Commission was created to advise City Council on issues and concerns that impact women in Fort Collins; and WHEREAS,Section 2-168 of the City Code sets forth the functions of the Commission;and WHEREAS, the current wording of Section 2-168 of the City Code can be interpreted as authorizing the Commission to independently take positions on proposed federal or state legislation; and WHEREAS,taking positions on proposed federal or state legislation entails a policy decision and Article II, Section 5 of the City Charter states that all matters of City policy are to be determined by the City Council; and WHEREAS,Section 2-168 needs to be amended to clarify the role of the Commission in that regard. NOW, THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that Section 2-168 of the Code of the City of Fort Collins is hereby amended to read as follows: See. 2-168. Functions. The Commission is created for the purpose of enhancing the status of.and opportunities for all women in the City. The Commission shall have the ability to: (1) Document issues of importance to the status of women in the City; (2) Conduct educational programs in the Fort Collins community to increase public awareness and sensitivity to the needs and capabilities of all women; (3) Cooperate with other organizations and individuals interested in . issues affecting women in the Fort Collins area; (4) Review proposed legislation, policy changes or other governmental action at the federal, state or local level that would enhance or otherwise affect the status of women in the City and make recommendations to the City Council regarding the same. (5) Recommend to the City Council the adoption of local legislation or policies that would enhance the status of women in the City.
