Resolution 2003-028 Establishing Guidelines for the Participation of City Board and Commission
Members in City Council Study Sessions.
RECOMMENDATION:
Staff recommends adoption of the Resolution.
EXECUTIVE SUMMARY:
The Resolution provides guidelines for receiving input from City boards and commissions at Council
study sessions.
BACKGROUND:

At a recent study session, there was considerable uncertainty about the protocol for allowing input
from City board and commission members at study sessions, and the City Attorney was directed to
draft a resolution establishing guidelines for receiving such input. Approval of the resolution will
adopt the proposed guidelines. The substance of the guidelines is based upon suggestions received
from various Councilmembers.
Essentially, the guidelines would be as follows:
• Members of a City board or commission, or persons directly affiliated with a City
board or commission,may be invited to participate in an upcoming study session by
the Leadership Planning Team.
• During a study session, any Councilmember may ask for input from a board or
commission member,or a person directly affiliated with a board or commission,who
is in attendance at the study session, even though such person may have not been
formally invited to participate in the study session.
• Presentations to the Council by all such persons would be limited to comments that
are relevant to the subject matter under discussion at the study session, and to a
maximum of five minutes except as otherwise allowed by the Mayor,Mayor Pro Tem
or other chair of the study session.
Once each speaker has completed his or her presentation and has responded to any
Council questions, he or she should leave the Council table.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
ESTABLISHING GUIDELINES FOR THE PARTICIPATION OF CITY BOARD AND
COMMISSION MEMBERS IN CITY COUNCIL STUDY SESSIONS
WHEREAS,the City Council regularly holds study sessions to consider various items of City
business that are being prepared for formal Council consideration; and
WHEREAS,the general purposes of such study sessions are to receive information from City
staff, to allow for the discussion of such items among Councilmembers, and to provide direction to
staff; and
WHEREAS,occasionally,it is helpful for the Council to receive input at study sessions from
members of its boards and commissions or persons directly affiliated with boards and commissions,
in addition to the information provided by City staff; and
WHEREAS, the Council wishes to establish guidelines for receiving such input at study
sessions.
NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
• Section 1. That the following guidelines for receiving input at Council study sessions
from members of City boards and commissions and members of the public are hereby adopted by
the Council:
A. Members of a City board or commission, or persons directly affiliated with a City
board or commission,may be invited to participate in an upcoming study session by
the Leadership Planning Team.
B. During a study session, any Councilmember may ask for input from a board or
commission member,or a person directly affiliated with a board or commission,who
is in attendance at the study session, even though such person may have not been
formally invited to participate in the study session.
C. Presentations to the Council by all such persons shall be limited to a maximum of
five (5) minutes except that additional time may be allowed as necessary for the
speaker to respond to Council questions. The Mayor,Mayor Pro Tern,or other chair
of the study session shall ensure that the comments of the speaker are relevant to the
appointed topic. Any Councilmember may interrupt the speaker by asking the Mayor
to evaluate whether the speaker's comments are relevant and within the permissible
time limits. The decision of the Mayor,Mayor Pro Tern,or other chair shall be final.
D. Once each speaker has completed his or her presentation and has responded to any
Council questions, he or she should leave the Council table.
Section 2. Nothing herein shall be construed to prohibit or limit presentations by City
consultants or other persons whose input is provided to the Council as part of a City staff
presentation.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins held this
