SUBJECT:
First Reading of Ordinance No. 091, 2003, Appropriating Unanticipated Revenue in the General
Fund and Authorizing the Transfer of Appropriated Amounts Between Accounts and Projects for
the Multi-Jurisdictional Drug Task Force.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on First Reading.
FINANCIAL IMPACT:
The City has received a grant for the Drug Task Force from the Colorado Division of Criminal
Justice in the amount of$271,081. The funding cycle for this grant is July 1, 2003, through June
30, 2004. The requested local match of $43,664 is already appropriated and available in the
Police Services budget. As administrator of the grant, the City of Fort Collins will also receive
$3,600 from Colorado State University for its share of training costs.
EXECUTIVE SUMMARY:
Fort Collins Police Services and Loveland Police, Larimer County Sheriff's Department, Drug
Enforcement Administration (DEA), and the Colorado State University Police Department are
members of the Latimer County Drug Task Force (LCDTF). For the past 16 years, Fort Collins
Police Services, as administrator of the LCDTF has applied to the Colorado Division of Criminal
Justice for Federal Byrne Grant monies to help fund the investigation of illegal narcotics
activities. The City has recently received notification of the grant award in the amount of
$271,081. The participating agencies must provide matching funds in the amount of $426,658.
Fort Collins' portion of the match is $43,664. This match is met via the budgeted salary and
fringe benefits of existing Fort Collins Police Services personnel currently assigned to the Drug
Task Force. In addition, the City will receive $3,600 from CSU, to fund their portion of training
costs.
The participating agencies will benefit from grant funds in the areas of overtime, confidential
funds, salaries, training, and lease expenses associated with the off-site facility. This
appropriation is not a request to identify new dollars for Police Services 2003-2004 budget. This
action appropriates the $271,081 in new Federal grant money and the $3,600 from Colorado
State University.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE IN THE GENERAL FUND
AND AUTHORIZING THE TRANSFER OF APPROPRIATED AMOUNTS
BETWEEN ACCOUNTS AND PROJECTS FOR THE
MULTI-JURISDICTIONAL DRUG TASK FORCE
WHEREAS,Fort Collins Police Services has been awarded a grant of federal money in the
amount of$271,081 through the Colorado Division of Criminal Justice; and
WHEREAS,this grant is to be used by the Larimer County Drug Task Force to help fund the
investigation of illegal narcotics activities; and
WHEREAS,the City of Fort Collins will administer the grant for the Larimer County Drug
Task Force which includes the Fort Collins Police Department, Loveland Police Department,
Larimer County Sheriff's Department,Drug Enforcement Agency,and the Colorado State University
Police Department; and
WHEREAS, the members of the Larimer County Drug Task Force will provide grant
matching funds in the amount of$426,658; and
WHEREAS,Fort Collins' portion of the matching funds is$43,664 which is included in the
2003 Police Services budget for this purpose and is available for transfer to the Multi jurisdictional
Drug Task Force Grant Project; and
WHEREAS,the City of Fort Collins will also receive$3,600 from Colorado State University
to fund their portion of training costs; and
WHEREAS,Article V,Section 9,of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
provided that the total amount of such supplemental appropriations,in combination with all previous
appropriations for that fiscal year,does not exceed the then current estimate of actual and anticipated
revenues to be received during the fiscal year; and
WHEREAS,Article V,Section 10,of the Charter authorizes the City Council to transfer by
ordinance any unexpended and unencumbered amount or portion thereof from one fund or project
to another fund or project, provided that the purpose for which the transferred funds are to be
expended remains unchanged.
NOW, THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That there is hereby appropriated from unanticipated grant revenue in the General
Fund the sum of TWO HUNDRED SEVENTY-ONE THOUSAND EIGHTY-ONE DOLLARS
($271,081) for expenditure, upon receipt, in the General Fund for Police Services for the Multi-
jurisdictional Drug Task Force Grant Project.
Section2. That the unexpended appropriated amount of FORTY-THREE THOUSAND SIX
HUNDRED SIXTY-FOUR DOLLARS ($43,664)is hereby authorized for transfer from the Police
Services operating budget in the General Fund to the Multi jurisdictional Drug Task Force Grant
Project.
Section 3. That there is hereby appropriated from unanticipated revenue in the General Fund
the sum of THREE THOUSAND SIX HUNDRED DOLLARS ($3,600) for expenditure, upon
receipt from Colorado State University, in the General Fund for Police Services for the Multi-
jurisdictional Drug Task Force Grant Project.
Introduced and considered favorably on first reading and ordered published this 17th day of
June, A.D. 2003, and to be presented for final passage on the 1st day of July, A.D. 2003.
