RECOMMENDATION: Staff recommends adoption of the Ordinance on Second Reading. EXECUTIVE SUMMARY: This Ordinance, which was unanimously adopted on First Reading on June 3, 2003, appropriates funds to purchase and jointly operate with Larimer County an Emergency Services dispatch, records and correction system that will serve Fort Collins Police Services, the Larimer County Sheriff's Office, Poudre Fire Authority, Poudre Valley Health Care Ambulances, CSU Police Department,Estes Park Police Department and Berthoud Police Department. t r AGENDA ITEM SUMMARY ITEM NUMBER: 15 DATE: June 3, 2003 FORT COLLINS CITY COUNCIL STAFF: hairy Vail SUBJECT: First Reading of Ordinance No. 089, 2003, Appropriating Unanticipated Revenue and Prior Year Reserves in the General Fund for the Purchase of a Computer Aided Dispatch System, Records Management System, a Corrections Management System and an Automatic Vehicle Locating System. RECOMMENDATION: Staff recommends adoption o e Ordin ce o i t Readin FINANCIAL IMPACT: The City and Larimer County plan to cooperatively replace the existing computer aided dispatch ("CAD") system, the police records management ("PRM") system, and the corrections management system ("CMS") a - m tPOrdinampropriates 'c ve ' le locating system. The City will provide two-thirds and a Co one iheng for the purchase of these systems. The City's portion 2,167, 6, is roeral Fund prior year reserves designated for Police equipme 13ce revenue from these prior year reserves as well as funds that will be received from Latimer County for the purchase of these systems. EXECUTIVE SUMMARY: This Ordinance appropriates funds to purchase and jointly operate with Latimer County an Emergency Services dispatch, records and correction system that will serve Fort Collins Police Services, the Larimer Count he f i u thority, Poudre Valley Health Care Ambulances, CSU Poli Dep nt, E s oli epartment and Berthoud Police Department. The City and me unt u ntly hav an intergovernmental agreement dated April 7, 2003 defining the structure o the purchase agreement which involves the City paying two-thirds of the purchase price and Latimer County paying one-third. This payment structure is predicated on system use and the joint purchase of a CAD/RMS/CMS system by the City and Latimer County is financially beneficial for both agencies. The City and County may also allow additional Emergency Services agencies access to the system at a later date. The City budgeted to replace its current CAD/RMS system approximately two years ago due to the age and unreliability of the support for the current system. A vendor has now been selected and, pending final price negotiations, the final cost will be between $3.0 and$3.5 million. In the interim, Latimer County agreed to update its CAD/RMS/JMS systems and has budgeted $1,500,000 as its portion of the project.
