RECOMMENDATION:
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY:
Ordinance No. 088, 2003, which was unanimously adopted on First Reading on June 3, 2003,
appropriates unanticipated revenue in the Capital Projects Fund Building Community Choices -
Community Horticulture Center Capital Project to be Used for Design and Construction of the
Education Room.

EXECUTIVE SUMMARY:
In 1997, the voters approved Ordinance No. 29, 1997, which provided funding for the
establishment of the Communit • icu r Cen o eferrr to as the Gardens on Spring
Creek), as part of the Buildi Co it C i -s c it provement program. A private
501(C)(3) fundraising group, 'ends o the G d n Spri Creek, was established to assist
110 City staff with membership de prifen ri fundr ' g. Their efforts were successful
in raising$80,000 in private donations, to be used for the design and construction of a 900 square
foot Education Room. This room is currently being designed, and will be completed as part of
the first phase of construction for the Gardens on Spring Creek, scheduled to open in late fall this
year.
The Education Room will significantly expand the programming capabilities of the Gardens on
Spring Creek, allowing for a broad spectrum of classes, meetings and activities for people of all
ages. It will be a very attractive, functional and environmentally-designed room, to complement
the rest of the building includ s p he tFin

The $80,000 was raised thr h 1 nati s , 100, -ne $5,000 donation and a very
generous donation of $60,000 from Francis Cl az , memory of his wife, Evelyn Clark. The
Education Room will be named in Evelyn Clark's honor.
