EXECUTIVE SUMMARY The City is applying for a Great Outdoors Colorado Local Parks and Outdoor Recreation Grant. Staff is preparing an application for the Disc Golf Course at Hughes Stadium project for the spring grant cycle. Great Outdoors Colorado (GOCO) requires this resolution to be submitted as part of the grant package. BACKGROUND / DISCUSSION Great Outdoors Colorado requires a resolution indicating the City's support for the project; that matching funds are appropriated;the City's legal interest in the land for the project;the projectwill be maintained in a high quality condition; and that the City has completed similar grant sponsored projects. Great Outdoors Colorado provides grant opportunities for eligible government agencies. In the past,the City has been successful in obtaining numerous park,trail,and open space grants. Great Outdoors Colorado presently has available a Local Parks and Outdoor Recreation Grant. This grant is for construction projects with the grant amount being up to 70 percent of the total construction cost. The need for anotherdisc golf course in Fort Collins was well documented during the Parks and Recreation Policy Plan update adopted by Council in 2009. The popularity of disc golf has grown over the years and the course at Edora Park is overused, causing safety concerns for other park users and resource damage to trees and turf. Colorado State University has been working with the City to develop a course at Hughes Stadium. The University is committed to the course being developed in and around the stormwater detention pond near Overland Trail Road. (Please see attached location map.) The course design has been integrated into an improvement project CSU is doing in 2011 on the grounds around Hughes Stadium. This partnership allows for efficiencies and cost savings related to the design effort and for construction costs on such items as the irrigation water delivery system, earthwork and landscaping. The design of the course has reached the preliminary phase with construction planned for 2011. FINANCIAL/ ECONOMIC IMPACTS The project continues the City's mutually beneficial partnerships with Colorado State University. Capital funding for the construction of the project,estimated at$135,000, is budgeted in the Conservation Trust Fund. If awarded this grant, the amount of Conservation Trust funds needed for the project could be reduced by up to 70%; which is GOCO's maximum grant amount for project construction cost. Operation and maintenance funding for the project will be about$2,500 per year. This O&M cost funding is in the 2011 Parks Maintenance budget. The disc golf community may be willing to help with routine maintenance of the site through the Adopt-A-Park program and thus reduce O&M costs. Disc Golf is a very popular sport and staff anticipates this course will draw disc golfers from outside the City. Many of these visitors will shop, dine and stay in Fort Collins. February 15, 2011 -2- ITEM 15 ENVIRONMENTAL IMPACTS Trees at the course will be watered by drip irrigation to reduce water usage and waste. Fairways will be identified using gravel paths rather than irrigated turf saving additional water usage. Use at the new course will reduce the over-use of the Edora Park course and help eliminate turf and tree damage at the park. STAFF RECOMMENDATION Staff recommends adoption of the Resolution. BOARD / COMMISSION RECOMMENDATION At its January 26, 2011 meeting, the Parks and Recreation Board voted to recommend that City Council support applying for the grant for the disc golf course at Hughes Stadium. PUBLIC OUTREACH During the recent Parks and Recreation Policy Plan public process, the need for more disc golf courses to serve the community was identified as a priority. The new course is supported by the Fort Collins Disc Golf Club, CSU Administration and the newly formed CSU Disc Golf Club. The new course is being designed with the help of local resident Bill Wright, who is active in the disc golf community and has designed numerous courses. ATTACHMENTS 1. Location Map 2. We are working with the contractor to construct Waters Way in 2011 and Registry Ridge will go out to bid in January for construction in 2011. • Transportation money($368,375)will help to fund some of the Mulberry Trail project. • CSU has started the design phase for the new Disc Golf Course to be located at Hughes Stadium. We are applying for a GOCO grant to help fund this project. GOCO requires a recommendation from City Council, so we need to have a recommendation from the P&R Board to Council for the February 15 Council meeting. Parks&Recreation Board Meeting—January 26,2011 Page 6 of 18 RESOLUTION 2011-012 OF THE COUNCIL OF THE CITY OF FORT COLLINS SUPPORTING THE GRANT APPLICATION FOR A LOCAL PARKS AND OUTDOOR RECREATION GRANT FROM THE STATE BOARD OF THE GREAT OUTDOORS COLORADO TRUST FUND FOR THE DISC GOLF COURSE AT HUGHES STADIUM WHEREAS, the City's Park Planning and Development Department is applying for a Local Parks and Outdoor Recreation Grant from the State Board of the Great Outdoors Colorado Trust Fund (GOCO) to fund the construction of a disc golf course on Colorado State University (CSU) property at Hughes Stadium (the "Project"); and WHEREAS, if the grant request is approved, the amount of the grant could be up to 70% of the total construction cost of the Project, which is estimated at $135,000; and WHEREAS, as part of its grant application process, GOCO requires that the governing body of any entity applying for grant funds approve of and show its support for the grant application through a resolution of the governing body; and WHEREAS, such resolution is to include a statement of support for the proposed project; a recognition of the need to provide matching funds; verification that the real property necessary for the Project will be under the control of the applicant or a project partner for at least 25 years; a commitment to maintain the Project in the future; an estimate of annual maintenance costs; and examples of how the applicant has demonstrated its ability to complete similar projects; and WHEREAS, matching funds for the Project are already budgeted in the Conservation Trust Fund and are available for expenditure on the Project; and WHEREAS, the Project is to be built on property owned by CSU, which is partnering with the City on the Project, pursuant to a proposed lease agreement between the City and CSU, and it is expected that said property will be under the control of the City or CSU for at least 25 years; and WHEREAS, the City has an experienced Park Planning staff with the ability to complete the Project and has demonstrated this ability through the development and construction of similar recreation projects, including the Old Fort Collins Heritage Park Improvements, the Water Feature Improvements at City Park Pool and the Edora Skate Park; and WHEREAS, should the City receive a GOCO grant for the Project and complete the Project as planned, the City intends to maintain the Project in high quality condition, subject to the annual appropriation by the City Council of funds sufficient and intended for such purpose, in its discretion; and WHEREAS, the annual maintenance cost for the Project is estimated to be $2,500; and l WHEREAS, the Project has the support of the Fort Collins and CSU disc golf communities; and WHEREAS, should the City receive a GOCO grant for the Project, staff will ask the City Council, by a separate resolution, to authorize the City to enter into a Grant Agreement with GOCO. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS, that in light of the forgoing, the City Council hereby supports the City's application for a GOCO Local Parks and Outdoor Recreation Grant for a disc golf course at Hughes Stadium.
