RECOMMENDATION: Staff recommends adoption of the Resolution. EXECUTIVE SUMMARY: A vacancy currently exists on the Planning and Zoning Board due to the resignation of Daniel Bemth. Applications were solicited and Councilmembers Weitkunat and Hamrick interviewed the 41) applicants. Councilmembers Weitkunat and Hamrick did not reach an agreement for the vacancy on the Planning and Zoning Board. The Council interview team wishes to submit two names for Council's consideration for that position. Applications are attached for the two applicants being considered. J RESOLUTION 2003-077 OF THE COUNCIL OF THE CITY OF FORT COLLINS MAKING AN APPOINTMENT TO THE PLANNING AND ZONING BOARD WHEREAS, vacancies currently exist on the Planning and Zoning Board of the City due to the resignation of Daniel Bernth; and WHEREAS, the City Council desires to make an appointment to fill said vacancy. To offer my professional and personal experience to the City of Fort Collins in addressing planning and growth issues, including 8 years on the City of Loveland Planning Commission. Briefly explain what you believe are the three most important issues facing this board or commission,and how do you believe this board or commission should address each issue? 1) Implementing City Council policy on planning, growth and sustainability issues. Particular issues may relate to growth boundaries, the I-25 corridor and update to City Plan. 2) Encouraging a balanced development approval process, enforcing the City's standards and ordinances and respecting private property rights and special site or project conditions. I have a good working relationship with CSU, and can assist the City in promoting good cooperation in development issues. 3) Encouraging the development of affordable housing by recognizing the barriers faced in creating affordable housing, and finding mans through the development process to remove the barriers to cost effective development. This can be aided by my experience in designing affordable housing, including serving on the Board of Directors for Project Self-Sufficiency and Funding Partners for Housing Solutions. I highly recommend Dave for the position as he is a highly creative and skilled person who is committed to quality development and the continued quality of life in the North.Front Range. Dave was on the Loveland City Planning Commission for 8 years, 5 of which he was the Chairperson. He discontinued his service to Loveland due to our commission term limits. During the time Dave served on the Loveland commission, he contributed significantly to the quality of the development that was approved during that period. Dave brings a very special gift to the planning aspect in that he can visualize the proposed developments from the architectural perspective. Dave brought creative ideas and knowledgeable interpretation of the proposals that he reviewed, and above all, was committed to quality development in every sense of the word. His record of voting in support of quality vs quantity is well known in the Loveland community. Many people are concerned with the appointment of people associated with development being appointed to the Planning Commission. I have to say, after being a part of the administration assigned with the health and well-being of the Loveland community, that I think there is a real advantage to working with people that are knowledgeable about what makes a quality development,the intricate knowledge of zoning and community standards, and the integrity and commitment to consider the best interest of the community above any individual gain. I believe Dave Lingle is that type of person and would support his reappointment to our commission in a heart-beat should he ever call Loveland his home again.
