First Reading of Ordinance No. 019, 2003, Designating the Temple House, 817 Peterson Street,
Fort Collins, Colorado, as a Fort Collins Landmark Pursuant to Chapter 14 of the Code of the
City of Fort Collins.
RECOMMENDATION:
The Landmark Preservation Commission and staff recommend adoption of the Ordinance on
First Reading. At a public hearing held on January 8, 2003, the Landmark Preservation
Commission voted unanimously to recommend designation of this property as a landmark for its
architectural importance to Fort Collins.
EXECUTIVE SUMMARY:
The owners of the property, Robert Liebler and Linda Hamilton, are initiating this request for
Fort Collins Landmark designation for the Temple House. The property qualifies for
designation under Fort Collins Landmark Standard 14-5 (C), Architectural Significance. The
property is currently designated on the National and State Registers of Historic Places, as an
element of the Laurel School National Register District. The residence is a distinctive and
locally unusual example of the Colonial Revival style of architecture, with good integrity.
HISTORY
The Temple House is a locally rare and unusual example of the Colonial Revival architectural
style in Fort Collins. This beautiful 2 story home, built c. 1918, embodies many distinctive
stylistic features. Of note is the locally rare gambrel roof, with widely overhanging eaves and
rakes, and exposed rafters. The home features a symmetrical fagade with a central entry set in a
massive surround with arched lintel. The entry is flanked by triple sets of 6-light windows. On
the fagade, the gambrel roof is pierced by twin dormers, each with tandem 4-light windows. The
windows are described as inward swinging float glass windows, with functional shutters. An
unusual feature is the historic wooden pergola extending off the south side of the house over the
driveway. The historic cladding material is wide profile lapped siding, with corner boards. A
single story shed roof addition, dating to 1954, runs the full length of the rear elevation, but is
subordinate to the historic home and is not readily visible from the street. In circa 1980, a
passive solar water heater was affixed to the south elevation near the peak of the roof.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
DESIGNATING THE TEMPLE HOUSE, 817 PETERSON STREET, FORT COLLINS,
COLORADO, AS A FORT COLLINS LANDMARK PURSUANT TO CHAPTER 14 OF THE
CODE OF THE CITY OF FORT COLLINS
WHEREAS, pursuant to Section 14-2 of the City Code, the City Council has established a
public policy encouraging the protection, enhancement and perpetuation of landmarks within the
City; and
WHEREAS, by Resolution dated January 8,2003 the Landmark Preservation Commission
(the"Commission")has determined that the Temple House has architectural importance to the City,
as a distinctive and locally rare example of the Colonial Revival style of architecture; and
WHEREAS,the Commission has further determined that said property meets the criteria of
a landmark as set forth in Section 14-5 of the Code and is eligible for designation as a landmark,and
has recommended to the City Council that said property be designated by the City Council as a
landmark; and
WHEREAS, the owners of the property have consented to such landmark designation; and
WHEREAS, such landmark designation will preserve the property's significance to the
• community; and
WHEREAS, the City Council has reviewed the recommendation of the Commission and
desires to approve such recommendation and designate said property as a Fort Collins landmark.
NOW,THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the property historically known as the Temple House, located on lands in
the City of Fort Collins, Larimer County, Colorado, described as follows, to wit:
Lot 4, Block 148,Fort Collins,
also known as 817 Peterson Street
is hereby designated as a Fort Collins landmark pursuant to Chapter 14 of the Code of the City of
Fort Collins.
Section 2. That the Secretary of the Interior's standards and guidelines for the treatment of
historic properties will serve as the standards by which alterations, additions and other changes to
the buildings and structures located upon the above described property will be reviewed for
compliance with Chapter 14, Article III, of the Code of the City of Fort Collins.
Introduced, considered favorably on first reading, and ordered published this 4th day of

RECOMMENDING LANDMARK DESIGNATION OF THE
TEMPLE HOUSE
817 PETERSON STREET,FORT COLLINS, COLORADO
WHEREAS, it is a matter of public policy that the protection, enhancement and perpetuation of
sites,structures,and districts of historical,architectural or geographic significance,located within the
city, are a public necessity and are required in the interest of the prosperity, civic pride and general
welfare of the people; and
WHEREAS, it is the opinion of the City Council that the economic, cultural and aesthetic
standing of this city cannot be maintained or enhanced by disregarding the historical, architectural
and geographical heritage of the city and by ignoring the destruction or defacement of such cultural
assets; and '
WHEREAS,the Temple House has architectural significance to Fort Collins as a locally unusual
gambrel-roofed variant of the Colonial Revival style of architecture, with good integrity; and
WHEREAS, the Landmark Preservation Commission has determined that the Temple House
meets the criteria of a landmark as set forth in Section 14-5 of the code and is eligible for designation
as a Fort Collins Landmark; and

NOW, THEREFORE, be it resolved by the Landmark Preservation Commission of the City of
Fort Collins as follows:

BACKGROUND: Staff presents for your consideration the landmark designation of the Temple
House at 817 Peterson Street. This house merits consideration for Fort Collins Landmark
designation for its architectural significance, as defined by the City of Fort Collins Landmark
Preservation Standard 14-5 (2),"Architectural Importance." The property is currently designated
on the National and State Registers of Historic Properties, as a contributing element of the Laurel
School National Register District. The house is a locally unusual example of the Colonial
Revival architectural style in Fort Collins, with good integrity. Distinctive features of the home
include its significant gambrel roof, a variant of this architectural style rarely found in Fort
. Collins; its notable central entry set in a massive surround with arched lintel, flanked by triple
sets of 6-light windows; and the historic pergola extending off the south side of the house.

A detached, front gable,wood frame garage is located on the property. This single bay garage dates to
the period of significance. However it has been altered by the addition of a non-historic people door and
window,an approximately 8-foot addition to the rear, and a modern overhead garage door. Additionally,
solar collector panels have been attached to the garage's south elevation. In 2002, a non-historic pergola
was added to the garage, complementing the house's historic pergola. The garage is not a part of these
designation proceedings.
RECOMMENDATION: Staff recommends approving this request for Fort Collins Landmark
designation of the Temple House, 817 Peterson Street,Fort Collins, Colorado, for its.architectural

designated on the National and State Registers of Historic Properties, as a contributing element of
the Laurel School National Register District. The house is a locally unusual example of the Colonial
Revival architectural style in Fort Collins,with good integrity. Distinctive features of the home
include its significant gambrel roof, a variant of this architectural style rarely found in Fort Collins;

HISTORICAL INFORMATION

Further Comments: The Temple House at 817 Peterson Street was built circa 1918 for Lawrence
R. Temple and his wife Ethel. Lawrence Temple was vice-president of Poudre Valley Sales and an
attorney of some note in Fort Collins,practicing in this city for many years. By 1925, the Temples
had moved to an even more impressive home at 120 Buckeye Street, selling this property to Howard
W. and Opal McGinnis. The McGinnises were sheep ranchers and farmers. They lived in the home
for only a few years. By 1933, the property was occupied by the George W. and Myrtle E. Finn
family. George Finn's occupation is listed as "motorman"in the city directory of that year. In 1936,
Rachel Simonds, a student at the college, briefly resided here, before the house was purchased in
c.1937 by the Bryant E. Foster family. For the next thirty years, Mr. Foster, his wife Lucy C., and
their daughter Kaye (Kathrin), remained in the home. For much of his career, Mr. Foster worked as
an appraiser, at one time for the Federal Land Bank program. He later become an investment broker
before his retirement. In 1973, the home was purchased by Robert A. Liebler. Today, nearly thirty
years later, Dr. Liebler, a professor of mathematics at Colorado State University, and his wife, Linda
Hamilton, an environmental interpreter, continue to make the Temple Home their home.
