First Reading of Ordinance No. 018, 2003, Designating the Wiggins House and Garage, 1009
West Mountain Avenue, Fort Collins, Colorado, as a Fort Collins Landmark Pursuant to Chapter
14 of the Code of the City of Fort Collins.
RECOMMENDATION:
The Landmark Preservation Commission and staff recommend adoption of the Ordinance on
First Reading. At a public hearing held on January 8, 2003, the Landmark Preservation
Commission voted unanimously to recommend designation of this property as a landmark for its
architectural importance to Fort Collins.
EXECUTIVE SUMMARY:
The owner of the property, Patricia Taylor, is initiating this request for Fort Collins Landmark
designation for the Wiggins House and Garage. The property qualifies for designation under
Fort Collins Landmark Standard 14-5 (C), Architectural Significance. The property also
qualifies for designation on the National and State Registers of Historic Places. The residence
exemplifies the Craftsman architectural style, with excellent integrity. The detached historic
garage, which dates from the period of significance, has good integrity and contributes to the
historic and architectural character of the property.
HISTORY
The Wiggins House is a well preserved and detailed specimen of Craftsman residential
architecture, with numerous distinctive features, including battered porch piers, a pergola, and
roughcast pebbled "Kelly Stone" wall finish. Latimer County Tax Assessor's Records indicate
that the residence was constructed in 1921. The home features intersecting front gables, with
exposed rafters and purlins, and wide overhanging eaves. Massive, battered porch piers support
a pergola on the east side of the fagade, as well as a screened front porch with solid half walls.
Windows are predominately four- over-one lights, grouped in pairs and bands of three and four.
On the west elevation is an exterior chimney of buff-colored brick, flanked by vertical-pane
four-light windows. The house's extent of architectural details and high level of integrity set it
apart from most other Craftsman residential dwellings in Fort Collins. The front gabled, wood
frame detached garage dates from the period of significance and has good integrity. It is a
significant contributing element to the historical and architectural importance of the property.
ORDINANCE NO. 018, 2003
OF THE COUNCIL OF THE CITY OF FORT COLLINS
DESIGNATING THE WIGGINS HOUSE AND GARAGE, 1009 WEST MOUNTAIN
AVENUE, FORT COLLINS, COLORADO, AS A FORT COLLINS LANDMARK
PURSUANT TO CHAPTER 14 OF THE CODE OF THE CITY OF FORT COLLINS
WHEREAS, pursuant to Section 14-2 of the City Code, the City Council has established a
public policy encouraging the protection, enhancement and perpetuation of landmarks within the
City; and
WHEREAS, by Resolution dated January 8, 2003 the Landmark Preservation Commission
(the "Commission") has determined that the Wiggins House and Garage have architectural
importance to the City,as good examples of the Craftsman style of architecture,with good integrity;
the house exhibits a high level of stylistic detail,while the detached garage dates from the period of
significance and contributes significantly to the historic and architectural character of the property;
and
WHEREAS, the Commission has further determined that said property meets the criteria of
a landmark as set forth in Section 14-5 of the Code and is eligible for designation as a landmark,and
has recommended to the City Council that said property be designated by the City Council as a
landmark; and
WHEREAS, the owner of the property has consented to such landmark designation; and
WHEREAS, such landmark designation will preserve the property's significance to the
community; and
WHEREAS, the City Council has reviewed the recommendation of the Commission and
desires to approve such recommendation and designate said property as a Fort Collins landmark.
NOW,THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the property historically known as the Wiggins House and Garage, located
on lands in the City of Fort Collins, Larimer County, Colorado, described as follows, to wit:
Lot 5, Block 2, Washington Place Addition
also known as 1009 West Mountain Avenue
is hereby designated as a Fort Collins landmark pursuant to Chapter 14 of the Code of the City of
Fort Collins.
Section 2. That the Secretary of the Interior's standards and guidelines for the treatment of
historic properties will serve as the standards by which alterations, addition and other changes to
the buildings and structures located upon the above described property will be reviewed for
compliance with Chapter 14, Article III, of the Code of the City of Fort Collins.
Introduced, considered favorably on first reading, and ordered published this 4th day of
February,A.D. 2003, and to be presented for final passage on the 18th day of February,A.D. 2003.

LANDMARK PRESERVATION COMMISSION
RECOMMENDING LANDMARK DESIGNATION OF THE
WIGGINS HOUSE AND GARAGE
1009 WEST MOUNTAIN AVENUE, FORT COLLINS, COLORADO
WHEREAS, it is a matter of public policy that the protection, enhancement and perpetuation of
sites,structures,and districts of historical,architectural or geographic significance,located within the
city, are a public necessity and are required in the interest of the prosperity, civic pride and general
welfare of the people; and
WHEREAS, it is the opinion of the City Council that the economic, cultural and aesthetic
standing of this city cannot be maintained or enhanced by disregarding the historical, architectural
and geographical heritage of the city and by ignoring the destruction or defacement of such cultural
assets; and
. WHEREAS, the Wiggins House and Garage have architectural significance to Fort Collins as
good examples of Craftsman Bungalow architecture,with excellent integrity; and
WHEREAS,the Landmark Preservation Commission has determined that the Wiggins House and
Garage meet the criteria of a landmark as set forth in Section 14-5 of the code and are eligible for
designation as a Fort Collins Landmark; and
WHEREAS, the owner of the property, Patricia Taylor, has consented to such landmark
designation.
NOW, THEREFORE, be it resolved by the Landmark Preservation Commission of the City of
Fort Collins as follows:
Section 1. That the Landmark Preservation Commission recommends to the Council of the City
of Fort Collins that the building and structure known as the Wiggins House and Garage, located on
the lands in the City of Fort Collins, Latimer County, Colorado, described as follows, to wit:

BACKGROUND: Staff presents for your consideration the landmark designation of the
Wiggins House and Garage at 1009 West Mountain Avenue. The property warrants
designation as a Fort Collins Landmark under Standard 14-5 (2), for its architectural
significance. The property would additionally qualify for designation on the National
Register of Historic Places under Criteria A and C, as a contributing element of a
potential district. The Wiggins House is a well preseved and detailed specimen of
Craftsman residential architecture, with numerous distinctive features, inluding battered
porch piers, a pergola, and roughcast pebbled "Kelly Stone" wall finish. The detached,
wood frame, front gabled single car garage dates from the period of significance. Due to
its good integrity, it is a significant contributing element to the architectural importance
of the property

HISTORICAL INFORMATION
Please attach a narrative of the historical significance of the property. Include a title search
or city directory research if the property is important for its association with a significant
person.
Further Comments: The earliest history of the home at 1009 West Mountain is uriknown.
Larimer County Tax Assessor's Records give a plausable construction date of 1921; however,the
address is not listed in the 1922 Fort Collins City Directory. Nevertheless, by 1927,the property
was owned by the Moreau fancily. George H. Moreau earned his livelihood as a driver, a valuable
occupation at a time when automobiles were still a new innovation. In addition to George and his
wife, Anna, the couple's son, Wesley, a student, also lived in the home. By 1933, ownership of the
home had changed. The directory for this year indicates that the property belonged to Frank W. and
Delta L. Hughes. Frank sold life insurance for various firms,among them the Central Life Insurance
Company. In the later 1930s, Charles H. Modar and his wife Ann Rose acquired the home. The
Modars moved here from 502 South College, where they had been living with Charle's mother,
Mildred. At the time of their move,the Modars were the owners of the Sugar Bowl Cafe, a
confectionery and lunch counter. The Modars did not remain in the house for long. By 1942,the
property had sold to Richard T. and Orla Mae Wiggins. For a time,the Wiggins owned and operated
a trucking business, Wiggins Trucklines, from the house. Orla Mae kept the firm's books, while
Richard drove the large rigs. Eventually, in the late 1950s or early 1960s, Richard accepted a
position working at Colorado State University. Following Orla Mae's death in the early t2ogis, / 7 oZ
Richard sold the property to Patricia Taylor,the home's current owner.

occurrence of any of the following:
1. Preparation of plans for reconstruction or alteration of the exterior of the
improvements on the property, or;
2. Preparation of plans for construction of, addition to or demolition of improvements on
the property.

a. Alteration or reconstruction of or an addition to the exterior of any
