EXECUTIVE SUMMARY This Resolution will adopt the updated and revised All Hazard Mitigation Plan,as required by the Federal Emergency Management Agency (FEMA). BACKGROUND / DISCUSSION In July 2002, the State of Colorado Office of Emergency Management(OEM) informed the City of Loveland, City of Fort Collins, and Larimer County that FEMA required an All Hazard Mitigation Plan to be completed and approved by the local, state and FEMA officials by the end of 2003 in order to be eligible for future emergency funding and/or grants. This Plan is required to be revised and updated and re-adopted by resolution within the participating jurisdictions. The.State of Colorado Division of Emergency Management(DEM)had FEMA pass-through grant money available to assist in completing these plans and the three entities listed revised and updated the Regional Plan. Mike Gavin, Emergency Manager for Fort Collins,coordinated the updating. The Plan outlines the City's community profile, risk assessment;hazard specific goals and action items and Plan maintenance. The City submitted its completed Plan to the Colorado DEM in January 2010; it was approved and forwarded to FEMA. FEMA has conditionally approved the Plan until such time that this governing body approves the Plan. Therefore, the City is currently eligible for future funding and grants through FEMA with the condition of local approval. STAFF RECOMMENDATION Staff recommends adoption of the Resolution. RESOLUTION 2010-031 OF THE COUNCIL OF THE CITY OF FORT COLLINS ADOPTING THE NORTHERN COLORADO REGIONAL HAZARD MITIGATION PLAN WHEREAS, the City recognizes the threat that natural hazards pose to people and property within our community; and WHEREAS, undertaking hazard mitigation actions will reduce the potential for harm to people and property from future hazard occurrences; and WHEREAS, in 2004, the Cities of Loveland and Fort Collins, together with Larimer County, developed a Northern Colorado Regional Hazard Mitigation Plan (the "Plan"); and WHEREAS, the Plan was adopted by the City Council in Resolution 2004-049; and WHEREAS, an update to the Plan is required as a condition of future funding for mitigation projects under multiple Federal Emergency Management Agency ("FEMA") pre- and post-disaster mitigation programs; and WHEREAS, Fort Collins, Loveland and Larimer County have prepared an updated Plan; and WHEREAS, the Colorado Division of Emergency Management and FEMA, Region VIII officials have reviewed the updated Plan and approved it contingent upon official adoption by the participating governments and entities. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the updated Northern Colorado Regional Hazard Mitigation Plan, dated May 2010, developed by the City, Larimer County and the City of Loveland, a copy of which is on file in the office of the City Clerk, is hereby adopted as the City's official plan. Section 2. That this Resolution may be submitted to the Colorado Division of Emergency Management and the Federal Emergency Management Agency, Region VIII, as required for final approval of the Northern Colorado Regional Hazard Mitigation Plan. Passed and adopted at a regular meeting of the City Council this 1st day of June, A.D. 2010. Mayor ATTEST: City Clerk
