First Reading of Ordinance No. 017, 2003, Designating the J. W. Spencer House and Garage,
1007 West Mountain Avenue, Fort Collins, Colorado, as a Fort Collins Landmark Pursuant to
Chapter 14 of the Code of the City of Fort Collins.
RECOMMENDATION:
The Landmark Preservation Commission and staff recommend adoption of the Ordinance on
First Reading. At a public hearing held on January 8, 2003, the Landmark Preservation
Commission voted unanimously to recommend designation of this property as a landmark for its
architectural importance to Fort Collins.
EXECUTIVE SUMMARY:
The owner of the property, Linda Dunford, is initiating this request for Fort Collins Landmark
designation for the J. W. Spencer House and Garage. The property qualifies for designation
under Fort Collins Landmark Standard 14-5 (C), Architectural Significance. The property also
qualifies for designation on the National and State Registers of Historic Places. The residence
lip exemplifies the Folk Victorian architectural style, with excellent integrity. The detached historic
garage, which dates from the period of significance, contributes to the historic and architectural
character of the property. A small, non-historic playhouse structure located on the property does
not contribute to the property's architectural significance and is not a part of the designation.
HISTORY
The house at 1007 West Mountain Avenue is a distinctively detailed and well preserved example
of small scale Folk Victorian domestic architecture. Constructed circa 1905, it was built with a
square plan on a sandstone foundation. The home features a hipped roof with an asymmetrical
intersecting front gable, and is clad with narrow lapped board siding. A narrow, corbelled
chimney projects from the summit of the roof. The front gable is bellcast with carved
bargeboard, and decorated with imbricated shingles and a small rectangular window. An open
front porch, with half-wall rail, extends across much of the fagade. The porch entry is accented
by a pedimented canopy. The canopy's returns do not have the bellcast slope feature of the
roof's gable. The porch roof is supported by 4x4 posts with flat, wide capitals. A stepped
molding lintel surrounds the main entry. The screen door is scroll sawn in an intricate pattern.
Two large, double-hung front windows (1-over-1 and 5-over-1 lights) also grace the fagade
under the porch roof. A historic detached, one-car garage with front gable sits at the end of an
unfinished driveway in the southwest comer of the back yard.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
DESIGNATING THE J. W. SPENCER HOUSE
AND GARAGE, 1007 WEST MOUNTAIN AVENUE,
FORT COLLINS, COLORADO, AS A FORT COLLINS
LANDMARK PURSUANT TO CHAPTER 14 OF
THE CODE OF THE CITY OF FORT COLLINS
WHEREAS, pursuant to Section 14-2 of the City Code, the City Council has established a
public policy encouraging the protection, enhancement and perpetuation of landmarks within the
City; and
WHEREAS, by Resolution dated January 8, 2003 the Landmark Preservation Commission
(the "Commission") has determined that the J. W. Spencer House and Garage have architectural
importance to the City, as good examples of the Folk Victorian style of domestic architecture, with
good integrity;the house exhibits a high level of stylistic detail,while the detached garage dates from
the period of significance and contributes significantly to the historic and architectural character of
the property; and
WHEREAS,the Commission has further determined that said property meets the criteria of
a landmark as set forth in Section 14-5 of the Code and is eligible for designation as a landmark,and
has recommended to the City Council that said property be designated by the City Council as a
. landmark; and
WHEREAS, the owner of the property has consented to such landmark designation; and
WHEREAS, such landmark designation will preserve the property's significance to the
community; and
WHEREAS, the City Council has reviewed the recommendation of the Commission and
desires to approve such recommendation and designate said property as a Fort Collins landmark.
NOW,THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the property historically known as the J. W. Spencer House and Garage,
located on lands in the City of Fort Collins,Latimer County,Colorado,described as follows,to wit:
Lot 4, Block 2, Amended Platt, Washington Place Addition
also known as 1007 West Mountain Avenue
is hereby designated as a Fort Collins landmark pursuant to Chapter 14 of the Code of the City of
Fort Collins.
Section 2. That the Secretary of the Interior's standards and guidelines for the treatment of
historic properties will serve as the standards by which alterations, additions and other changes to
the buildings and structures located upon the above described property will be reviewed for
compliance with Chapter 14, Article III, of the Code of the City of Fort Collins.
Introduced, considered favorably on first reading, and ordered published this 4th day of
February, A.D. 2003, and to be presented for final passage on the 18th day of February, A.D. 2003.

RECOMMENDING LANDMARK DESIGNATION OF THE
J. W. SPENCER HOUSE AND GARAGE
1007 WEST MOUNTAIN AVENUE, FORT COLLINS, COLORADO
WHEREAS, it is a matter of public policy that the protection,enhancement and perpetuation of
sites,structures,and districts of historical,architectural or geographic significance,located within the
city, are a public necessity and are required in the interest of the prosperity, civic pride and general
welfare of the people; and
WHEREAS, it is the opinion of the City Council that the economic, cultural and aesthetic
standing of this city cannot be maintained or enhanced by disregarding the historical, architectural
and geographical heritage of the city and by ignoring the destruction or defacement of such cultural
assets; and
WHEREAS,the J. W. Spencer House and Garage have architectural significance to Fort Collins
as good examples of Folk Victorian architecture, with excellent integrity; and
WHEREAS, the Landmark Preservation Commission has determined that the J. W. Spencer
House and Garage meet the criteria of a landmark as set forth in Section 14-5 of the code and are
eligible for designation as a Fort Collins Landmark; and
WHEREAS, the owner of the property, Linda Dunford, has consented to such landmark
designation.
NOW, THEREFORE, be it resolved by the Landmark Preservation Commission of the City of
Fort Collins as follows:

BACKGROUND: Staff presents for your consideration the landmark designation of the J. W.
Spencer House and Garage at 1007 West Mountain Avenue. As a distinctively detailed and well
preserved example of small scale Folk Victorian domestic architecture,the Spencer House and
Garage are significant for designation as a Fort Collins Landmark under Standard 14-5 (2). The
house's architectural details and integrity set it apart from other more austere specimens of
Victorian-era architecture in town. The gabled,one-car garage dates from the period of
significance, and contributes to the architectural and historical importance of the property. A
small outbuilding, located at the southwest corner of the property, has been significantly altered
and is not a part of these designation proceedings.

Tax Assessor photographs indicate that the porch was modified sometime between 1948 and
1968. In the 1948 photograph, the porch appearance was more Craftsman in character, with
battered piers and tapered roof supports. At that time, the porch's lapped board cladding material
matched the home's exterior siding.
RECOMMENDATION: Staff recommends approving this request for Fort Collins Landmark
designation of the J. W. Spencer House and Garage at 1007 West Mountain Avenue, Fort Collins,
Colorado, for its architectural significance. Significant historic buildings include the house and
the historic garage; a small outbuilding, located at the southwest comer of the property,has been
significantly altered and is not a part of these designation proceedings.

STATEMENT OF SIGNIFICANCE: As a distinctively detailed and well preserved example of small
scale Folk Victorian domestic architecture, the J. W. Spencer House and Garage at 1007 West
Mountain Avenue are significant for designation as a Fort Collins Landmark under designation
standard 14-5 (2). The house's architectural details and integrity set it apart from other more
austere specimens of Victorian architecture in town. The gabled, one-car garage also dates from

the property.

HISTORICAL SIGNIFICANCE: As mentioned above, the house at 1007 W. Mountain Avenue was
built circa 1905. The first known owner was J. W. Spencer. Ownership of the house changed
frequently over the next thirty years. In 1906, the house was briefly owned by W. W. Owens and
his wife, Sophrona. Mr. Owens was a building contractor and also owned a 5-room cottage at 1009
W. Mountain built by W. T. Dimick in 1905. A widow, Katherine Ball, is also listed as an
owner/resident of the house in this same year. By 1908, the house had been purchased by a clerk
at the Palace Grocery, Rueben J. Haldeman, and his wife, Mary. Changing ownership yet again by
1910, it was then occupied by George L. Cameron, a butcher, and his wife, Isadora. In 1913, Chas
W. Kelly, a motorman, and his wife Mable, owned the house.
James Oscar Mefford and wife Nellie (formerly Pennycook) are listed as owners in the 1922 and
1927 City Directories. Both the Mefford and Pennycook families were early settlers in the Fort
Collins area. James Mefford was born on a farm north of Fort Collins in 1895, and worked as a
miller and manager at the Fort Collins Four Mills. Nellie Mutter Pennycook was born in 1896, in
Scotland. Her family traveled to Fort Collins when Nellie was 11 years old. Her father, James
Pennycook, operated a blacksmith shop at 401 Jefferson Street, and also taught horseshoeing and
blacksmithing at the College. James Pennycook and his wife Susan also lived at 1 D07 W. Mountain
with the Meffords during these years.
Earl and Minnie McCormick are listed in the City Directories as the owners of 1007 West Mountain
from 1948 through 1959. Mr. McCormick was a self-employed painting contractor and decorator.
George "Pat" Hehn and his wife Elaine, then lived in the house from the early 1960s through the
mid-1970s. The Hehns had four children, a girl and three boys, born between 1960 and 1964. By
1979, Pat had become a partner in the Michaud Electric Company, and the family had moved to
1819 Suffolk Court. The property changed hands a few more times before it was purchased, in
1997, by its current owner, Linda Dunford.
