GENERAL DIRECTION SOUGHT AND SPECIFIC QUESTIONS TO BE ANSWERED This discussion item will update Council on the Cultural Facilities Plan, including the Needs Assessment and Facility Recommendations as prepared by the consulting team of Pfeiffer Partners and Webb Management Services. The consultants,Jean Gath and Duncan Webb,will elaborate on the pre-taped staff presentation and be available to answer Council questions during the work session. Staff is seeking Council feedback on the Needs Assessment findings and the Facility Recommendations. Staff will take Council feedback and further process the recommendations with impacted community groups. Staff will bring the entire Cultural Plan (including the Cultural Facilities Plan) back to Council with recommended priorities, timeline, budgets and possible revenue sources for further consideration at the February 12, 2008 work session and for adoption shortly thereafter. BACKGROUND In 2005, Cultural Services staff began the process of developing a Cultural Plan. The impetus of the plan came about due to a large number of cultural projects being proposed by various organizations and an interest in the economic impact of arts and culture on the local economy, as described in the 2003 Arts and Economic Prosperity Study. The goal of the Cultural Plan is to ensure that the arts, culture and science thrive in this community adding to the excellent quality of life, become an integral part of our unique community identity, and help drive the local economy and tourism. The Cultural Planning process has included a cultural assessment of demographic data; a cultural inventory; analysis of relevant research and municipal plans that reference culture; a statistically valid community cultural survey; survey to educators; a Community Cultural Planning Forum in which over 100 community members participated; and a Forum for arts and cultural organizations. When the UniverCity Connections (UCC) initiative began, it was decided to delay the completion of the Cultural Plan in order to incorporate this significant community-wide endeavor. The Cultural Plan goals were confirmed by the UCC process and the Cultural Plan will reflect the UCC Arts and Culture Task Group Action Plan. The final phase of the Cultural Plan is to provide opportunities for those involved throughout the process to review the draft document and provide feedback. August 28, 2007 Page 2 The six goals of the Cultural Plan are: 1. Employ the arts, culture, and participatory science sector to strengthen the Fort Collins' economy, increase tourism, and improve quality of life. 2. Develop and fund a cultural commission to promote and support the business of the arts. 3. Build Fort Collins' identity as a cultural destination by increasing the visibility of the arts, culture, and science activities in Fort Collins. 4. Develop sustainable funding,public and private,to support arts, culture,and science programs. 5. Ensure availability of arts education programming to ouryouth through future community arts centers, collaborations between schools and arts groups, training and resources for teachers, and funding. 6. Develop the right mix of cultural facilities to meet the needs of the community and to make Fort Collins a destination attraction. The sixth Goal of the Cultural Plan,"To develop the right mix of cultural facilities to meet the needs of the community and to make Fort Collins a destination attraction,"became a priority almost as soon as the Cultural Plan process began. Since 2001, several new cultural facilities have come on- line, including the Ranch, CSU's University Center for the Arts,the new Bas Bleu Theater, and the Poudre River Arts Center. Now there are planning efforts underway for a new music venue by the Bohemian Foundation and a home for Beet Street. Regional competition has highlighted the need for Fort Collins to focus and grow its unique arts and cultural assets. All of these projects have changed the cultural landscape of Fort Collins. During the BOB tax renewal process in 2005, Council expressed interest in pursuing a larger performing arts center,similar to the project proposed but not funded in 2001. Because of this interest and the changing cultural landscape, it was determined to pursue a Cultural Facilities Plan. Funds were set aside from the Lincoln Center renovation project in the BOB tax renewal to fund the Facilities Plan. The intent of the Facilities Plan is to take into consideration the current state of our community and region and recommend a range of facilities for Fort Collins that would strengthen the cultural life of the city and support broader community goals. In November 2006, after a competitive bid process, Cultural Services began working with a consulting team,Webb Management Services and Pfeiffer Partners,to develop the Cultural Facilities Plan. The process included over 60 interviews with local cultural organizations, and civic and community leaders; in depth discussions with city staff and officials; tours of existing facilities; analysis of market area characteristics and trends; and the consideration of comparable markets and the role of facilities and programs in their communities. The Cultural Facilities Plan includes the Needs Assessment and Recommended Facilities, space August 28, 2007 Page 3 programs, and the beginnings of business plans for four sample facilities. The work session presentation will focus on the Needs assessment and Recommended Facilities. Staff will bring the entire Cultural Plan (including the Cultural Facilities Plan) back to Council with recommended priorities, timeline,budgets and possible revenue sources for further consideration at the February 12, 2008 work session and for adoption shortly thereafter. Collins , with 400 , 000 staying overnight . • The CVB does not believe that there is significant growth potential until capacity is increased , particularly in the summer. • Challenge is changing length of stay , profile of visitors , and time-of-year visits .
