1. Call Meeting to Order.
2. Soapstone Prairie Management Plan. (45 minute discussion)
This discussion is to answer the following questions:
1. Is the Council generally comfortable with the proposed Management Plan?
2. Are there any critical problems or flaws?
3. Cultural Facilities Plan. (60 minute discussion)
This discussion item will update Council on the Cultural Facilities Plan,including the Needs
Assessment and Facility Recommendations as prepared by the consulting team of Pfeiffer
Partners and Webb Management Services. The consultants, Jean Gath and Duncan Webb,
will elaborate on the pre-taped staff presentation and be available to answer Council
questions during the work session.
Staff is seeking Council feedback on the Needs Assessment findings and the Facility
Recommendations. Staff will take Council feedback and further process the
recommendations with impacted community groups. Staff will bring the entire Cultural Plan
(including the Cultural Facilities Plan) back to Council with recommended priorities,
timeline,budgets and possible revenue sources for further consideration at the February 12,
2008 work session and for adoption shortly thereafter.
4. Fundinp- for Health and Safety Staffing and Service Needs: Police. Fire. and Health and
Safety. (90 minute discussion)
This discussion is to answer to following questions:
1. Does Council concur with the purpose and proposed uses of the additional funding
related to Police, Fire and Environmental needs?
2. Does Council support preparing a ballot measure for its consideration on September
4, 2007 which would then be placed on the November 7, 2007 ballot?
5. The Rainfall Standard and the Canal Importation Ponds and Outfall Project. (90 minute
discussion)
This discussion is to answer the following questions:
1. Should staff prepare more detailed information on the rainfall standard for the
October 23, 2007 Work Session?
• Yes — staff will prepare more detailed information for the October work
session.
• No—the City will keep the current rainfall standard.
If the answer to the above question is yes, the second question is:
2. Should construction of the Canal Importation and Ponds Outfall/Red Fox Meadows
Restoration and Improvement Project (CIPO)be delayed?
6. Other Business.
