Plan Fort Collins: Phase 3—Sustainability Update,Transportation Master Plan Update,and Priority
Actions and Strategies.
EXECUTIVE SUMMARY
Phase 3 is the last phase of the Plan Fort Collins planning process. Phase 3 consists of the following
three major tasks:
1. preparation of draft Plan documents and monitoring tools
2. preparation of the priority implementation actions and strategies
3. preparation of select implementation items following adoption of the Plans.
The main purposes of the October 26 Work Session will be to provide the City Council with:
1. an update on the sustainability process of Plan Fort Collins
2. an update on the Transportation Master Plan, including the Master Street Plan, Capital
Improvement Plan and Pedestrian Plan elements
3. a review of the Priority Actions and Strategies that will be adopted concurrently with the
updates to City Plan and the Transportation Master Plan.
The update to the sustainability process will include information on the progress made so far and
how remaining activities align with the overall Plan Fort Collins schedule.
The review of the Transportation Master Plan will include highlights of the Master Street Plan,
Capital Improvement Plan, and Pedestrian Plan.
The review of the Priority Actions and Strategies will focus Council discussion on issues of concern
and identification of any missing implementation actions.
Draft Plan documents will be available in November for review by the community, boards and
commissions, and City Council.
GENERAL DIRECTION SOUGHT AND SPECIFIC QUESTIONS TO BE ANSWERED
The Plan Fort Collins Project Management Team is seeking input and direction from the City
Council on the following:
1. Does Council have comments or questions on the sustainability process of Plan Fort Collins?

2. Does Council have comments or questions on the general direction of the Transportation
Master Plan, Master Street Plan, Capital Improvement Plan, and Pedestrian Plan?
3. Does the Council have comments or questions on the Priority Actions and Strategies to be
adopted concurrently with the adoption of the updates to City Plan and the Transportation
Master Plan?
BACKGROUND
Sustainability
Three primary principles underpin the Plan Fort Collins process—innovate, sustain and connect.
While there are many examples of how sustainability has been addressed as a topic in Plan Fort
Collins,more importantly, sustainability has been a key driver in the process of developing the Plan
from the beginning of the project (see Attachment 1). Specifically, three main tenets of
sustainability— systems thinking, triple bottom line analysis and continuous improvement—have
been integrated into the planning process. Staff and the project team have used systems thinking
to recognize the interrelationships among Plan elements, from broad topic areas to key choices and
principles. Triple bottom line evaluation — incorporating environmental, economic and human
considerations—was used to evaluate key choices and develop sustainability indicators in Phase 2
and, will be integrated into both Phase 3 of the project and ongoing implementation. Continuous
improvement will be integrated into implementation and monitoring approaches to develop feedback
and response mechanisms that ensure strategies and actions are being effectively implemented. The
following is a brief summary of how sustainability has been integrated into the development process
of each project phase:
• Phase 1: The Snapshot Report includes a compilation of existing major sustainability
programs and practices. Sustainability was also addressed during a focus group and was a
dedicated topic area for discussion at the Community Reception, Community Workshop,
focus group meetings, and board and commission meetings. A preliminary list of
sustainability indicators for Plan evaluation and monitoring was also developed during Phase
1. (see Attachment 2)
• Phase 2: In Phase 2, key choices were evaluated using the triple bottom line approach and
the draft sustainability indicators. Based on Council direction, staff also developed a draft
definition of sustainability (see Attachment 3). Staff convened a sustainability subteam to
help guide the integration of sustainability into the remaining Plan Fort Collins process,
including the discussion of the applicability of a Plan Fort Collins-specific triple bottom line
decision support tool. During this discussion,consultant team members met with the Triple
Bottom Line Analysis Map (TBLAM) team from Fort Collins Utilities to discuss best
practices in triple bottom line(TBL)analysis and options for aligning TBLAM with the Plan
Fort Collins TBL approach.
• Phase 3: As the project enters Phase 3, the staff sustainability subteam continues to meet.
Topics to be discussed include the application of triple bottom line evaluation during the
remainder of the project; evaluating actions,strategies and catalyst projects through the lens

of sustainability; and how best to integrate a continuous improvement process into
implementation and monitoring.
Staff and the sustainability subteam also continue to discuss how best to integrate triple bottom line
evaluation into Plan Fort Collins and implementation efforts moving forward. The Utilities TBLAM
team has already developed a triple bottom line methodology and has begun applying TBLAM to
a number of topics and decisions. Training of staff on the use of TBLAM has also commenced. In
parallel,a draft Plan Fort Collins Triple Bottom Line Decision Support Tool has been developed that
is specifically tailored to the planning process and initial"beta"tests conducted. Over the coming
weeks staff will be discussing and evaluating how best to apply a consistent and harmonized
approach to triple bottom line evaluation moving forward. Options could include one integrated tool
or two separate but complementary tools with specific guidelines for their appropriate use.
Staff will finalize its recommended approach to triple bottom line decision support systems over the
next few weeks and will report to Council at a later work session. The project team is currently
using these tools as part of the transportation capital facility projects analysis and Plan
recommendations, to be included in the draft Plan, which will be completed in November.
Transportation Master Plan (TMP)
The City's Transportation Master Plan serves as a vision document that defines the long-term
multimodal transportation system for Fort Collins' future. The Plan provides policy direction for
decisions regarding the implementation of the transportation system to achieve the City's Vision,
Mission, and Values as a World Class Community.
The TMP process also includes updates to the City's Master Street Plan,multimodal transportation
Capital Improvement Plan, and Pedestrian Plan. The TMP, Master Street Plan, and Capital
Improvement Plan have not been thoroughly updated since 2004 and the Pedestrian Plan has not
been updated since 1996. The TMP also includes the Transfort Strategic Plan (2009) and the
Bicycle Plan (2008) elements which were recently adopted by Council. Staff is keeping these
elements as adopted and focusing this current effort on updating the TMP document, Master Street
Plan, Capital Improvement Plan, and Pedestrian Plan.
The TMP is an important element of the City's comprehensive City Plan. The innovative,
collaborative approach staff is taking to develop the TMP in concert with the Plan Fort Collins
process and City Plan document update is designed to ensure an integrated transportation system
that supports the community's land use,economic health,and environmental stewardship objectives.
This unique approach for the 2010-11 TMP update includes an interdisciplinary staff team from
throughout the City organization as well as an evaluation process using a systems-based, triple
bottom line approach applied more broadly to include environmental,economic,and human factors
in addition to the traditional transportation planning process.
For example, in addition to the traditional analysis methodologies that transportation staff would
typically use to forecast future transportation needs (current and future traffic projections, safety
criteria, construction feasibility, transit ridership, etc.), the project team includes representatives
from Advance Planning, Community Development & Neighborhood Services, Utilities, Natural
Resources, City Attorney's Office, and many others. Through this more collaborative process,the

project team uses a broad range of criteria to address impacts and opportunities for economic,
environmental,and human factors in addition to the traditional transportation factors. This approach
has helped the project team develop and analyze the various elements of the TMP from a more
holistic and systems-based approach.
Broad-based community input is also very important to make sure the transportation plans reflect
diverse viewpoints in the community and will have strong support over time. The project team has
received great input on suggestions to improve transportation from the community as well as
through additional review by City boards, commissions, and Council. These include:
• Adapting the transportation system to support infill and redevelopment through flexibility
and context sensitive solutions.
• Integrating transportation, land use, and utilities with new ideas such as "Green Streets".
• Advancing the concept of Enhanced Travel Corridors.
• Increasing safety education and awareness for bikes and pedestrians for all ages and abilities.
• Addressing mixed-use and urban design along corridors that serve activity centers, special
districts, and key transit routes (including lighting, landscaping, public spaces, pedestrian
features, etc.).
• Exploring ideas for reliable long-term transportation funding strategies to support the vision
of the community.
• Focus on policies to support activity centers and the College Avenue spine and other
Enhanced Travel Corridors.
• Ideas for "reshaping" existing streets in select areas, including new ideas such as bicycle
boulevards and other techniques to improve transportation choices for all modes of travel.
• Addressing the future for new vehicle alternatives.
• Opportunities for trails to serve as part of the citywide bicycle/pedestrian transportation
network, recognizing the need to address potential safety and environmental impacts.
• Enhance opportunities for the community to achieve the desired long-term transportation
vision.
• Establishing an updated map for pedestrian priority areas that integrates with the City
Structure Plan and high demand pedestrian districts and corridors.
The updated draft TMP document will be developed in November and will include
recommendations for new vision,principles,policies,and proposed implementation strategies. The
intent is to organize the TMP subject areas to align with the City's Budgeting for Outcomes
Transportation goals based on the Transportation results map:
• Quality Travel Surfaces and Infrastructure
• Integrated Land Use and Transportation
• Mode Choice
• Increase Awareness
• Traffic Flow
In addition, the TMP will include highlights for each of the modal plans as well as the updated
Master Street Plan, Capital Improvement Plan, and Pedestrian Plan.
The updated TMP will also include recommendations for action steps and strategies to evaluate,
monitor, and report progress on Plan implementation over time. The intent of these performance

measurement strategies is to help guide the City's progress toward the TMP vision and goals and
serve as useful tools for future Plan updates. These actions steps, strategies, and evaluation
measures will be integrated with the overall Plan Fort Collins process to ensure alignment with City
Plan and citywide goals. Several examples of immediate action steps planned to occur with the
adoption of the TMP in early 2011 are included in the attached materials (Attachment 4).
Master Street Plan (MSP)
Master Street Plan Purpose and Use
The Master Street Plan is an important element of the TMP and serves as a map of the City's long-
range vision for its major street network. This includes existing and future vehicle, bicycle, and
pedestrian connections throughout the City and its growth management area. The MSP also reflect
the type of street (i.e., collector, arterial, etc.) and the general location for planning transportation
connections. The MSP is used in a variety of ways by the City, including:
• Development Review: The City of Fort Collins Land Use Code requires that all
development plans "provide for or accommodate the streets and transportation facilities
identified on the MSP." This requirement allows the City to ensure that the necessary land
and funding to construct the street are provided at the time of development. The City's
Complete Streets policy ensures that bicycle lanes and sidewalks are part of newly
constructed streets.
• Development Impact Fees: The City Engineering department uses the MSP to determine
development impact fees for streets (Street Oversizing Fees). These developer fees help
pay the portion of street costs related to the traffic created by the development. The fees are
revised on a regular basis depending on changes to the MSP.
• Planning Transportation Connections: The MSP is an excellent tool to understand the
City's long-term vision for its street network. Developers, residents, neighboring
communities, and others can learn how the existing and future network will impact a
development, safe routes to travel to school, or a connection to another municipality's
transportation system.
Process for 2010 Master Street Plan Update
The process for the 2010 update of the MSP is different than previous TMP updates. There are
several proposed amendments that reflect built alignments, approved development plans, and
Colorado Department of Transportation studies. Other locations have been selected for additional
evaluation during the update to the MSP. Each of these locations are being evaluated to understand
the impact of changing the functional classification (i.e., two-lane arterial, collector) of the street.
The evaluation will be completed using the Triple Bottom Line indicators, the regional travel
demand model, and input from City staff, the public, the transportation subteam, the Bicycle
Advisory Committee, Planning and Zoning Board, Transportation Board, and City Council.
The Street Oversizing Program collects fees from new development and allocates these funds for
construction of"oversized"portion of collector and arterial streets, including additional pavement width
for travel lanes, sidewalks,curb/gutter,medians, and parkway landscaping.

Multimodal Transportation Capital Improvement Plan (CIP) Update
Like the overall TMP update, the multimodal transportation Capital Improvement Plan will be
updated using an interdisciplinary team and "triple bottom line" approach that includes
environmental,economic,and social factors as project prioritization criteria in conjunction with the
traditional transportation criteria. For example, the list of project prioritization criteria for street
projects will include typical criteria such as existing and future traffic volumes, Level of Service
data, safety data, construction feasibility, etc., as well as new criteria such as cost for capital and
operations/maintenance,economic development and partnership/leverage opportunities,air quality
benefits, impact to natural areas and other environmental considerations, plus human factors such
as neighborhood impacts, access for special populations, and community input. The project team
is in the process of developing the updated criteria for each of the project categories within the CIP
as well as new categories for intersections and for bridges:
• Streets and Intersections
• Transit
• Bicycle
• Pedestrian
• Parking
• Rail Crossings
• Advanced Traffic Management System
• Bridges
The updated prioritization criteria will be used to develop new lists ofprojects within each category.
Next steps for the CIP update process will include developing a new fiscally constrained list of
projects based on anticipated transportation revenue over time from existing/known sources of
funding.
As a new element of the CIP update,the project team will also recommend a short-term(5-6 years)
CIP which highlights a crossing cutting, top tier project list based on the highest ranking projects
from all of the transportation categories. This short-term CIP will take into account potential
synergies among various modal projects as well as cross cutting opportunities among multiple City
departments.
Recognizing that this is a"living document", the intent is for the multimodal transportation CIP to
be updated every two years as well as with the next updated to the TMP. It will be important to
schedule the updates to these documents in coordination with future budgeting cycles and other
citywide strategic planning efforts.
A longer term goal is to have a cross-cutting citywide capital improvement plan that integrates
transportation,utilities,parks,recreation,trails,facilities,and operations needs from throughout the
organization.
Pedestrian Plan Update
As part of the TMP update, the project team is updating the City's 1996 Pedestrian Plan document
in a collaborative approach with sustainability in mind. It has been many years since the original
Pedestrian Plan was developed by the City and the community. Great strides have been made in

improving walkability in many areas of the community. However, there are still many areas that
need improvement or new approaches, particularly given with the changing demographics the city
is likely to experience as over the next 25 years.
The Pedestrian Plan element of the TMP has received public input from many diverse members of
the community over the last six months,such as the Senior Advisory Board,Youth Advisory Board,
Commission on Disability, Transportation Board, and Bicycle Advisory Board as well as general
public input as part of the Plan Fort Collins and Transportation Master Plan public engagement
process.
Key themes emerging for the Pedestrian Plan update include:
• the need to improve infrastructure and safety programs to enhance pedestrian safety for
people of all ages and abilities.
• the need for improved maintenance of pedestrian facilities, including repair/replacement,
snow removal, and sweeping
• important linkages between walkings and transit routes/stops.
• promoting a mix of land uses and activity centers that can maximize walkability.
The Pedestrian Plan update will include a revised map of priority pedestrian areas/districts
throughout the community to reflect the Structure Plan land use map as well as other key areas
(schools, parks, neighborhood destinations).
In summary,the Transportation Master Plan,including the updates to the Master Street Plan,Capital
Improvement Plan, and Pedestrian Plan, will provide a renewed framework for the community's
long-term transportation vision. Development of the key policies, implementation strategies, and
actions steps will be very important to ensure progress toward these goals is achieved over time with
an increased emphasis on a collaborative, triple bottom line decision making.
Priority Actions and Strategies
Implementation actions and strategies are the ways to implement/achieve Plan Fort Collins' vision,
goals, principles, and policies. Implementation will take many forms including:
• Projects
• Regulations
• Programs
• Organizational Changes
Some of the implementation actions will be prepared to be completed concurrently with Plan
adoptions next spring (2011). Others will be placed into an "Action Plan" containing:
• Near-Term Actions (1-2 years) - following adoption of the Plans, before the next City
Budgeting For Outcomes (BFO) cycle (mid-2011 through 2012).
• Longer-Term Actions (3 or more years) - several years following Plan adoption starting
with the next BFO cycle lasting until the next Plan Fort Collins update (2013 and beyond).

Attached is a listing of priority Actions and Strategies (Draft 10/18/2010)that will be adopted next
spring concurrently with Plans adoption (see Attachment 4). The list of actions have been
subdivided into the following subsections;
• Plan Fort Collins items
• Separate City Council Action items
• Administrative items
The document remains a work-in-progress. The Plan Fort Collins Project Management Team would
like to focus Council's discussion at the October 26 work session on these Actions and Strategies.
With only three months to prepare these concurrent actions and strategies, staff needs immediate
direction from the Council on these commitments and to determine if there are any actions or
strategies missing.
The Plan Fort Collins items are integral parts of either City Plan or the Transportation Master Plan.
Essentially, when the Council adopts the resolutions approving the updates to the Plans, it will also
be adopting these integral parts. For example, an updated City Structure Map is a part of the
updated City Plan. When Council adopts the City Plan update,the update to the City Structure Map
will also be adopted.
The Separate City Council Action items contain other implementation components that will require
a separate ordinance, or other action; by the Council. For example, Land Use Code amendments
will require adoption of ordinances by Council.
The Administrative items list includes actions and strategies that do not require a formal action by
the Council. An example of a concurrent item from this list is the establishment of new
interdepartmental staff teams to work on items such as multi-purpose open lands, watershed
protections and stream restoration, and redevelopment and infill.
Attachment 4 also includes a preliminary listing of the Near-Term Actions(2011 and 2012),and the
Longer-Term Actions(2013 and beyond). These actions and strategies are still being developed and
will be shared with the Council at the November 23 Work Session.
NEXT STEPS
Month of October
During the month of October, City boards and commissions were offered the opportunity to review
the draft principles and policies from the Plan Fort Collins section that were most closely related to
the board/commission's primary focus. For example,the Planning and Zoning Board will be holding
several intensive work sessions to review the draft principles and policies for the Community and
Neighborhood Livability,Economic Health,Environmental Resources,and Transportation sections.
The Project Management Team helped staff liaisons prepare for board/commission meetings by
selecting certain relevant principles and policies to be reviewed by boards/commissions. Comments
from these meetings are due by November 1.
On October 12 and 14, 2010, two Public Open Houses were held where the key principles and
policies from the seven Plan Fort Collins sections were displayed along with some key

implementation actions and strategies. Citizens viewed the information,asked questions of staff and
the consulting teams, and provided written comments. (see Attachment 4)
November 19, 2010
The Public Review Draft Plan documents will be available for general public review, including
boards and commissions, on November 19. These Draft Plan documents will also go to the City
Council for its review at the November 23, 2010 Work Session.
Month of December
Boards and commissions will be asked to set aside time during their regular December monthly
meeting agendas to discuss and review of the entire Draft Plan documents(if they so desire). At this
time, boards and commissions can review the sections are aligned with their primary focus.
The Planning and Zoning Board is expected to conduct additional special work sessions in
December to review the Draft Plan documents.
Any board or commission comments on the Draft Plan documents need to be completed by
December 31 in order for the comments to be forwarded to the City Council in time for the
Council's January 11,2011 Work Session. A special Council work session has been scheduled for
January 26, 2011, if needed, to continue the discussion of the draft Plans.
There will also be a public event for the community as well as board and commission members and
Council to review the draft Plan in early December.
Month of January/Early February
Boards and commissions that desire to make a formal recommendation to the City Council on the
updates to City Plan and the Transportation Master Plan,can do so at their regular monthly meetings
in January or early February.
The Planning and Zoning Board will be conducting a public hearing and formulating
recommendations to the City Council regarding the updates to City Plan and the Transportation
Master Plan sometime in January. Making recommendations to the Council on comprehensive
planning is a primary function of the Board, as required by City Code.

INDICATOR DEFINITION
This indicator measures the number of jobs created , retained , or
Businesses and Jobs lost as a result of a proposed (policy/strategy/project) . It includes
both total and targeted industry employment .
This indicator measures the increase or decrease in the number
Diversity of Sectors of different business sectors represented in the City economy as
a result of a proposed (policy/strategy/project) .
Jobs- Employed Persons Ratio This indicator measures the effect of a (policy/strategy/project) on
the ratio of jobs to households in the City.
This indicator measures the effect of a (policy/strategy/project) on
Housing Opportunity housing affordability , expressed as the median household income
relative to the income needed to purchase a median-priced
house .
This indicator includes the costs or savings (capital and

The 2010 Update Process
Each of these locations is being evaluated to understand the impact of rightsizing the designation of the street . There are no
locations indicating that the current street classifications should be expanded to widen the roadway. The evaluation process is
using the Triple Bottom Line indicators for economic, environmental, and social considerations, the regional travel demand
model, and input from the public, the transportation subteam, and feedback from Boards and City Council .
The update is revealing that in some locations, the street classifications may need to be revised to achieve the new TMP and
City Plan goals to do more to address the street' s adjacent land uses or better fit the unique needs of the area as well as serve
all modes of transportation (cars, bikes, pedestrians, transit, freight, parking, etc . ) . Overlays could be used to designate,
enhanced travel corridors and other locations to support future context sensitive solutions .
