Lesher House, 1204 West Oak Street, as a Fort Collins Landmark Pursuant to Chapter 14 of the City Code. RECOMMENDATION Staff recommends adoption of the Ordinance on First Reading. At a public hearing held on December 13, 2006, the Landmark Preservation Commission voted unanimously to recommend designation of this property as a landmark for its historical and architectural significance to Fort Collins. EXECUTIVE SUMMARY The owners of the property, Don V. Bath and Maureen Somervell-Bath, are initiating this request for Fort Collins Landmark designation for the property. The David B. Lesher House qualifies for Landmark designation under Standard 2, for its association with noted Fort Collins educator and Superintendent of Schools, Dr. David B. Lesher. While living in the home, Dr. Lesher served as superintendent of Larimer County School District 5,beginning in 1944, and later became the first superintendent for the Poudre R-1 School District, in 1960. In that same year Lesher Junior High School was opened in his honor. Additionally, the property qualifies for Landmark designation under Standard 3, for its architectural significance to Fort Collins as a very nice example of Craftsman architecture. BACKGROUND Dr.David B.Lesher resided at this home at 1204 West Oak Street from the mid 1940s through 1979. Born in Denver in 1896, Lesher studied at Colorado College, where he received his bachelor's degree. He later received a master's degree from the University of Denver, and his doctorate from the University of Northern Colorado. Dr. Lesher taught at Rocky Ford, Deer Trail, and Laird. He rose to the position of elementary school principal before becoming superintendent of the school district centered in Wray, Colorado. In 1944, Lesher became superintendent of Larimer County School District 5, and was instrumental in consolidating the county's numerous districts into three: Poudre R-1, Thompson R2-J, and Park R-3. After this reorganization, which occurred in 1960, Lesher was named the first superintendent of the Poudre R-1 School District. He retired in 1962. Lesher Junior High School was named in his honor; its doors opened in 1960. January 16, 2007 -2. Item No. 22 Constructed circa 1911,the single family residence is of stucco over masonry,resting on a sandstone foundation. The fagade (south elevation) is offset to accommodate the front entrance and steps, which face east. A notable bellcast roof of intersecting gables is covered by wood shingles, and contains three stuccoed chimneys. Inset in the roof's gable end, in a pent-roof bay, is a horizontal 5-light attic window. Under the eaves, dark green brackets are placed equal distance apart as a decorative touch. Other notable features include the prevalence of sandstone, used for the moderately high foundation and for lintels and sills around most of the windows,and the multi-light and leaded glass windows themselves. The facade features a collection of five nearly square double- hung windows, containing multiple upper lights over a single lower light. The wood entrance door contains a multiple light window and is set between two vertical 6-pane sidelights. Two square leaded glass windows are situated high on the east wall,on either side of the chimney,and a rounded bay on the east elevation also contains two notable vertical double-hung multi-light windows. The west elevation also contains multi-light and leaded glass windows. An addition was constructed on the rear of the house, likely dating to 1929. In June of that year, a permit was issued for a porch and sunroom, estimated to cost $2,500. This addition is readily differentiated from the original by the lack of sandstone window details. Instead, the double-hung windows and door are offset by wood surrounds linked together by a wood trim band under the eaves. A fairly large redwood deck was recently constructed adjacent to the rear elevation. Three additional non-contributing structures are located on the property, close to the alley. These include a utility storage shed, a raised wooden porch or play area, and a guest house. The guest house was possibly once the home's garage, as a permit was issued on June 4, 1929, for a $300 garage. If this is the original garage, it has been substantially modified. The guest house fagade features an entry door, a large, squared window, and a large half-round window located under the gable end. LESHER HOUSE 1204 WEST OAK STREET, FORT COLLINS, COLORADO WHEREAS, it is a matter of public policy that the protection, enhancement and perpetuation of sites, structures, objects, and districts of historical, architectural, or geographic significance, located within the city, are a public necessity and are required in the interest of the prosperity, civic pride and general welfare of the people; and WHEREAS, it is the opinion of the City Council that the economic, cultural and aesthetic standing of this city cannot be maintained or enhanced by disregarding the historical, architectural and geographical heritage of the city and by ignoring the destruction or defacement of such cultural assets; and WHEREAS, the David B. Lesher House has individual significance to Fort Collins under Landmark Standards (2) and (3), for its historical associations with Superintendent of Schools David B. Lesher and as a noteworthy example of Craftsman architecture in Fort Collins; and WHEREAS, the Landmark Preservation Commission has determined that the David B. Lesher House meets the criteria of a landmark as set forth in Section 14-5 of the code and is eligible for designation as a Fort Collins Landmark; and WHEREAS, the owners of the property, Don V. RECOMMENDATION: Staff recommends that the Landmark Preservation Commission finds that the David B. Lesher House, at 1204 West Oak Street; is eligible for individual designation as a Fort Collins Landmark, having significance to our community under Landmark Standard 2, for its association with Superintendent of Schools David B. Lesher, and under Standard 3, as a very nice example of Craftsman architecture in Fort Collins, and that the Commission recommends that the Fort Collins City Council approve this designation. He later received a master's degree from the University of Denver, and his doctorate from the University of Northern Colorado. Dr. Lesher first taught at Rocky Ford, Deer Trail, and Laird. He rose to the position of elementary school principal before becoming superintendent of the school district centered in Wray, Colorado. In 1944, Lesher became superintendent of Larimer County School District 5, and was instrumental in consolidating the county's numerous districts into three. Revised 09-2004 Page 3 ARCHITECTURAL INFORMATION Construction Date: Circa 1911 Architect/Builder: Unknown Building Materials: Stucco/Sandstone Architectural Style: Craftsman Description: The single family residence located at 1204 West Oak Street is in an established neighborhood with mature landscaping. The taupe stucco house is virtually in the middle of the lot with little room on either side. However, the front yard is good size and the backyard is very large, stretching to the alley. The one and a half story, rectangular original house rests on a sandstone foundation. In 1929, an addition was built and it probably sits atop a concrete foundation. The intersecting gable roof is covered by wood shingles which date to 1941. The striking bell-cast gable roof embraces three chimneys, 1) south east corner, 2) almost center of the roof plan and 3 back (north) center of the roof. Throughout the exterior of the house a couple of features prevail. First, sandstone runs under and atop of most windows. Sandstone also stretches around the base of the house about two feet high. However the exception, the addition does not have these sandstone features. Second, under the eaves of the house, dark green bracket are placed equal distances apart for a decorative touch. Last but not least all doors and windows have dark green casing and white trim. The fagade (south elevation) is fairly symmetrical but off set on the east side which accommodates the front door and steps, facing the east. When looking from the street, the facade has a collection of five windows which are almost square. A row of sandstone only runs across the bottom of them. The double hung windows contain multiple lights (over 12 each). The open boxed gable style roof has a small attic window (5 lights). It is not known if this window is usable, but it leads to evidence that the house may have an attic. There are no doors or porches located on the elevation. Moving around to the east elevation, you find the front entrance. There are three sandstone step: that lead into the residence. They have a rough finish on the rise or side while the top surface is smooth. The front door is composed of wood with a multiple light window. The door is in the middle of two vertical windows, which have six lights apiece. Attached is an old screen door. Proceeding down the side, a small extension protrudes from the house. This is one of the chimneys. On either side of the protrusion, two small windows are situated high on the wall. These windows are comprised of very intricate lead detailing (diamonds, triangles, etc). Like a bay window, the wall becomes rounded; two windows lye within this rounded portion of the wall. They are double hung verticals with ten lights apiece and storm screens. There is one other full size vertical window located on the south end of the elevation which is the same as the previous two windows mentioned. Under this window there is a very small window or vent, believed to hav( once been a coal shoot. Two small, rectangular basement windows are also located on this elevation. A narrow concrete sidewalk leads to a wood fence and gate. Entering the gate, you come to the back of the house (north elevation). It is believed to be an addition built in 1929. The addition has the same style of windows; in spite of this they appear newer than the other windows in the accompanying elevations. Each window found in the back has storm screens. Unlike other windows around the house, these do not have the sandstone feature on the top or bottom. All together there are seven windows; yet one window is technically on the east elevation. The back door is located on the east side of the back in between windows. The two windows to the east of the door are vertical, double hung and a more square double hunc window is to the west of the door. The door is a modern wood and glass panel; connected is a 6--- A_.. modern screen door. A large, raised redwood deck projects out into the yard. It is on the west portion of the elevation. A ramp is attached to the deck which leads to the doggie door. This is ai unusual feature of the house. It looks as though it was a doggie door originally. Leaving out of the back door is a concrete path to three other structures located closer to the alley. The west elevation has a stair step effect. The back portion is the addition and contains two sets of windows. The first set consists of three relatively square, one over one, windows. The second set has two windows which are vertical and one over one. The addition segment also has one small basement window. There is no sandstone on this section of the house. The next area has five windows. First, a very small square window positioned right next to the addition segment. This hopper window has the same lead detail as the windows on the east elevation. The two full length windows are about two arms lengths away from each other. There are also two basement windows located on this main portion of the house. One is a small rectangular slider window. Thl other is a full length metal, slider window with an egress cut out of the earth. This was probably done later in the life of the residence to make a basement room. The sandstone featured on the top and bottom of these windows. The stair step continues to the front. This section only has twc windows which are the same as the fagade windows. The sandstone feature of these windows reflects the front windows' sandstone feature. The structures located behind the house, close to the alley are a shed, a semi-finished porch, and a converted guests' house. In order to reach the shed or porch, a short wood gate must be entered which is positioned right next to the guest house (west). The shed is a small building that is painted the same color as the house; an off-white and dark green trim. The guests' house is assumed to have once been a garage, due to the size of the building and the placement on the lot. Building Permit Record number 2404 states that June 4, 1929 T.C. Turner bought a permit fo a garage at the estimated cost of 300 dollars. This building has full size windows and an entrant( door painted in the dark green. There is new beige vinyl siding and a wood shingles on the gable roof. The building is positioned close to the privacy fence on the east side of the lot. The unfinished porch is located behind the guests' house in the north east corner. LESHER HOUSE, 1204 WEST OAK STREET, FORT COLLINS, COLORADO, AS A FORT COLLINS LANDMARK PURSUANT TO CHAPTER 14 OF THE CODE OF THE CITY OF FORT COLLINS WHEREAS, pursuant to Section 14-2 of the City Code, the City Council has established a public policy encouraging the protection, enhancement and perpetuation of landmarks within the City; and WHEREAS, by Resolution dated December 13, 2006, the Landmark Preservation Commission (the "Commission") has determined that the David B. Lesher House has individual significance to Fort Collins under Landmark Designation Standards (2) and (3), for its historical associations with Superintendent of Schools David B. Lesher and as a noteworthy example of Craftsman architecture in Fort Collins; and WHEREAS,the Commission has further determined that said property meets the criteria of a landmark as set forth in Section 14-5 of the Code and is eligible for designation as a landmark,and has recommended to the City Council that said property be designated by the City Council as a landmark; and WHEREAS, the owners of the property have consented to such landmark designation; and WHEREAS, such landmark designation will preserve the property's significance to the community; and WHEREAS, the City Council has reviewed the recommendation of the Commission and desires to approve such recommendation and designate said property as a landmark. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the property known as the David B. Lesher House and the adjacent lands upon which the historical building is located,in the City of Fort Collins,Latimer County,Colorado, described as follows, to wit: LOT 15, BLOCK 2, SCOTT SHERWOOD ADDITION, FORT COLLINS also known as 1204 West Oak Street is hereby designated as a Fort Collins landmark pursuant to Chapter 14 of the Code of the City of Fort Collins. That the Secretary of the Interior's standards and guidelines for the treatment of historic properties will serve as the standards by which alterations, additions and other changes to the buildings and structures located upon the above described property will be reviewed for compliance with Chapter 14, Article III, of the Code of the City of Fort Collins.
