RECOMMENDATION Staff and the APP Board recommend adoption of the Resolution. FINANCIAL IMPACT The funds for this item have been appropriated in the Art in Public Places Reserve Account in the Cultural Services and Facilities Fund. The Art in Public Places program has a maintenance fund for the long-term care of the APP art collection. The East Prospect Road Project art budget is $46,044 to be used for design, materials, travel, installation, and contingency for this project. EXECUTIVE SUMMARY This Resolution approves expenditures of$46,044 for design, materials, travel, installation and contingency for a project with the artist team from May&Watkins Design, LLC,to create multiple elements for the East Prospect Road Project. BACKGROUND Section 23-303 of the City Code, which was added in 1995, established the Art in Public Places Reserve Account, and designated it for use in acquiring or leasing works of art,maintenance,repair or display of works of art, and administrative expenses related to the Art in Public Places Program, in accordance with the Art in Public Places Guidelines adopted by the Council in Ordinance No. 020, 1995. The Council permanently adopted the Art in Public Places Program and reenacted City Code Chapter 23, Article IX, with certain modifications, in 1998. The Art in Public Places Board moved to select an artist for this project using an RFP process through the City's Purchasing Department. Artists Carol May and Tim Watkins of May&Watkins December 5, 2006 -2- Item No. 19 Design, LLC were selected to work with the project team. The artists worked with the project team to develop design concepts appropriate to the site. This design concept was reviewed and recommended by the project team and the APP Board. The APP Board reviewed the design for this project at the Board's regular meeting on November 15, 2006. The artists will design,fabricate and install four sculptural elements that will create a gateway into the city from East Prospect Road. The work, entitled "Pods and Blooms", will include two larger sculptures,one to be placed at the eastern and one at the western edge of the East Prospect Road bridge. The smaller two sculptures will be thematically tied to the bridge sculptures and be placed at the River Bend Ponds and Deer Park parking area. ATTACHMENTS 1. Prospect Road. FThet team has worked closely with the design firm t, 1 of May&Watkins Design to develop concepts for the site consisting of four sculptures.Two major sculptures will beU Rau installed,one at the Eastern edge of the bridge,and a second will answer it on the Western side.Two smaller sculptures fit' will be sited at the entrance to each of the two nearbyparking areas,River Bend Ponds and Running Deer natural areas. rN Pods and Blooms will have an organic feel and will combine stationary linear forms with kinetic elements.All four sculp- tures are derived from local seed- i't• � n„ like forms and colors,and will include elements that shimmer in the breeze.The linear elements refer to the flora of the area,and g' to the idea of growth.The kinetic i elements reflect the subtle changes and movements in nature. The two parking area elements or �� .'x markers will be smaller and not Artists rendering of the Kinetic sculpture kinetic,but thematically tied to the + driving East an East Prospect Road bridge sculptures. 6oal is to add a dramatic sculptural componentor thematic entrancewa-Lj to the surroundin8 • -May &Watkins Design The Project Team has worked to achieve three goals: • The sculptures must not interfere with the beauty of the natural environment, but rather reflect and enhance that environment • The sculptures must work well with the bridge architecture • The sculptures must be constructed of durable materials Bloom will be approximately sixteen feet high.This sculpture will be created using approximately twenty Schedule 40 steel pipes that taper from 2" to 1" ID.They will be bent to weave and twist around themselves,uncoil at the top,and spread out into the sky. A kinetic form at the end of each of the pipes will turn in the wind ' creating an active or dancing form that is casting itself outward. Color: The sculptures will be colored using Omni color automotive paints,a two part catalyzed paint for maximum exterior durability.The colors palette will include rusts and others,and will be related to the natural colors of the area We will also clear coat the colors for extra durability. Review of Minutes from the Meeting on October 11,2006 Ms.Liska-Smith motioned to approve the Minutes Mr.Howe seconded the motion Unanimously approved IV. Citizen Participation:None V. East Prospect Road Design Presentation: Ms.Martin introduced the design for the East Prospect Road Project. The artist team,who resides in New York, created a design proposal packet that was handed out by Ms.Martin. The project entitled,"Pods and Blooms" are site specific pieces that create a new entryway into Fort Collins. The design includes four sculptures. The design concept involves an entryway into the city which compliments the natural environment;which was their inspiration for the design. Project team member,John Lang,Engineer for the city,commented on the East Prospect project. He gave the board the history of the site,and the changes in the site resulting from a flood. The site of the artwork will be located for the public to view and enjoy. Mr.Lang spoke to the team experience and how that experience was pleasant for him and the team Discussion was had from the Board about the project. Ms.Nixon motioned that we accept the design Ms.Carr seconded the motion Unanimously approved Vi. APP Update with Council Liaison Karen Weitkunat: A power point presentation about the APP program was given by Ms.Stilwell and Ms.Martin.A discussion between the board and council liaison Karen Weitkunat regarding the Art in Public Places Program was had. APP staff will follow-up with a memo to Council. VII. North College Entryway Update: Ms.Stilwell and Ms.Martin reported to the APP board on their meeting with the DDA board regarding the North College Entryway Project.They noted that they met with the DDA board and asked that they match money for the project and do a more substantial entryway piece.The board agreed to support the project financially,with the agreement that two DDA board members will participate on the project team as well as Marty Heffernan. The artist for this project has already been selected and is ready to proceed. VIII. Pickle Plant Site Project Presentation: The board was joined by project team members Steve White and Brian Janonis. Mr.White explained that the City would like to beautify this site and commented that this is an opportunity for a gateway piece that the community can enjoy as they pass by the old plant site. Mr.White also presented the board with images and background on the site and project.The budget for this project is approximately$120,000 from the APP Wastewater Utility Fund.The building on site will be removed in the near future.We still need to create a project team and decide the direction of this project with the selection of an artist. Discussion was had about the idea for the project as well as the submission process. Mr.Howe motioned that we generate an RFP for the Pickle Plant site and stipulate that there is a possibility of using the recycled materials and that the RFP is restricted to Colorado and Wyoming artists. The motion was amended byMr.Russell to also include that the art work needs to be seen from the road. Ms.Liska-Smith seconded the motion. Unanimously approved IX. Work Plan: Ms.Martin presented a draft of the Work Plan for the coming year to gather input and revisions from the board. Discussion was had and some revisions were made from the board. Ms.Liska-Smith motioned that we accept the amended Work Plan Mr.Russell seconded the motion Unanimously approved X. Staff Reports: Ms.Martin distributed staff reports with an update on APP projects M. Other Business: The board is looking at moving the December meeting up a week to December 13. Adjournment•.Meeting adjourned at 5:20 p.m.by Mr.Lee Needham Respectfully Submitted, (^ ��Z_ CharityL.Kunter RESOLUTION 2006-122 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES RESERVE ACCOUNT IN THE CULTURAL SERVICES AND FACILITIES FUND TO COMMISSION AN ARTIST TO CREATE GATEWAY ART ELEMENTS FOR THE EAST PROSPECT ROAD PROJECT WHEREAS, the City has recently completed the East Prospect Road Improvement Project (the"Project"); and WHEREAS, pursuant to Sections 23-303 and 23-304 of the City Code, one percent of the funds appropriated for the Project was set aside in the Art in Public Places reserve account in the Cultural Services and Facilities Fund for use in the acquisition or leasing of works of art, the maintenance, repair or display of works of art, and administrative expenses related to the Art in Public Places Program, in accordance with the Art in Public Places Guidelines adopted by Council in Ordinance No. 047, 1998 (the"Guidelines"); and WHEREAS, the Art in Public Places Board (the `Board"), selected an artist to design artwork for the Project using an RFP process through the City's Purchasing Department; and WHEREAS, May & Watkins Design, LLC (the "Artist") was selected to work with the Project Team to create a design concept appropriate to the Project site; and WHEREAS,the Board evaluated the Artist's final design at its regular meeting on November 15, 2006, pursuant to the Guidelines; and WHEREAS, based on that evaluation,the Board voted to recommend the Artist's proposal for a work entitled "Pods and Blooms" that will consist of four sculptural steel elements derived from local seed-like forms creating a gateway into the city(the"Art Project"); and WHEREAS,the Art Project will include two larger sculptures,one to be placed at the eastern and one at the western edge of the East Prospect Road bridge, along with two smaller sculptures, thematically tied to the bridge sculptures,that will be placed at the River Bend Ponds and Deer Park parking areas; and WHEREAS,the estimated cost to create the Art Project,including commission of the Artist, fabrication, travel, installation and contingency for the Art Project, is $46,044; and WHEREAS, those funds are available in the Art in Public Places reserve account in the Cultural Services and Facilities Fund,and are appropriated as part of the 2006 budget,to provide for the artist design fees, fabrication, travel, installation and contingency for the Art Project; and WHEREAS, Section 23-308 of the City Code requires that the Board's selection of the recommended art be presented for Council review and approval,because the cost of the art exceeds $10,000. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the Council hereby authorizes the expenditure of up to FORTY SIX THOUSAND FORTY FOUR DOLLARS ($46,044) from the Art in Public Places reserve account in the Cultural Services and Facilities Fund for the Art Project,which will include two steel sculptures to be placed at the East Prospect Road bridge as a gateway to the City, along with two smaller steel sculptures to be placed in the parking areas of two nearby natural areas,which project is proposed by the artist May&Watkins Design, LLC, and the conceptual design of which was reviewed and approved by the Art in Public Places Board on November 15, 2006.
