WORK SESSION

1. Call Meeting to Order.
2. Plan Fort Collins: Phase 3 — Draft City Plan Document- Review of the Environmental
Resources: Safety and Wellness: Culture, Parks, and Recreation, Sustainability; and .
Monitoring Plan sections. (staff. Joe Frank; 2 hour discussion)
Phase 3 is the final phase of the three-part Plan Fort Collins planning process. Phase 3
consists of the following major tasks:
1. Preparation of City Plan documents for review and adoption. The Draft plans
include updates to City Plan and Transportation Master Plan, including the
Master Street Plan, Transportation Capital Improvement Plan, and Pedestrian
Plan.
2. Preparation of the priority implementation actions and strategies plan.
3. Preparation of select implementation items to be adopted concurrent with
adoption of the Plans.
The purpose of this work session is to:
• Review the Environmental Resources; Safety and Wellness; and the Culture,
Parks, and Recreation sections of the update to City Plan.
• Review the Sustainability and Plan Monitoring sections of the update to City
Plan.
3. Cache La Poudre River Floodplain Regulations. (staff: Jon Haukaas, Ken Sampley, Josh
Birks; 90 minute discussion)
A component of the Stormwater program review requested by City Council in October
2008 included a review of the level of regulation protecting life and property for areas
within the Poudre River floodplain.
Initial analysis of potential revisions and preliminary Stormwater staff recommendations
were presented at the August 24, 2010 City Council Work Session. Three options were
presented for Council review and direction as outlined below:
Option 91: The Poudre River floodplain regulations are revised to adopt a 0.1 foot
rise floodway; or
Option #2: The Poudre River floodplain regulations be revised to not allow any
structures in the 100-year floodplain; or
Option #3: No change to the Poudre River floodplain regulations (null alternative).
Staff was directed to pursue an extensive public outreach program to solicit and obtain
input and feedback on the potential revisions. Council also requested that staff address
the purpose and need to change the floodplain regulations, provide additional information
on the level of impact to properties, determine the economic impacts associated with
reduced development potential, better define life safety considerations and potential flood
damage, and investigate other options including "No Adverse Impact."
In accordance with Council direction to investigate other alternative approaches, an
additional option was identified for further consideration and is listed below:
Option 94: No Adverse Impact.
4. North Front Range Metropolitan Planning Organization Update, presented by Cliff
Davidson, Executive Director. (15 minutes)
