SUBJECT
First Reading of Ordinance No. 100, 2007, Authorizing the Purchasing Agent to Enter into an
Extension of the Restaurant/Snack Bar Concession Agreement at Collindale Golf Course for up to
Five Additional Years.
RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
At its July 18, 2007 meeting, the Golf Board voted unanimously to extend the term of the
Agreement an additional five years.
FINANCIAL IMPACT
There are no direct City expenditures to the Concessionaire. However, under the terms of the
existing five-year Agreement, in 2007 the City Golf Fund will be paid a Concession Fee from the
Concessionaire of 10 percent of Net Sales (defined as Gross Sales minus Sales Taxes and Voids)
less $14,000 for specified Clubhouse Janitorial Services. It is estimated that in 2007 the City will
receive a Concession Fee payment of between$65,000 to$80,000 in cash and/or In-Kind Payments
as the Net Sales for 2007 are estimated at this time to be well over$800,000. This Concession Fee
payment represents nearly three percent of the total Operating Revenues to the Golf Fund in 2007.
EXECUTIVE SUMMARY
The existing Agreement with the Collindale Golf Course food and beverage concessionaire,Brauns
Bar & Grill at Collindale, LLC, dba Manno's Grille at Collindale, owned and operated by Fort
Collins residents Scott and Karrie Manning, expires on December 31, 2007. This five-year
Agreement was entered into on January 17,2003,after being awarded through Request For Proposal
(RFP)#P-869. As per RFP Specification No. 1, "...The duration of the Agreement...(runs through
2007) with possible extensions of the original five-year term for up to five additional years if
performance is satisfactory and subject to City Council approval...." This is contingent on public
input and comment, the Golf Board recommendation, and the ability of the City and the
Concessionaire to negotiate a mutually acceptable extension agreement.

BACKGROUND
Manno's Grille at Collindale is a full-service family restaurant and snack bar that includes a liquor
bar. Manno's also provides food and beverage services on the grounds of the golf course with carts.
Staff has been veryleased with the performance of Scott and Karrie M p p arming and Manno's Grille
at Collindale, especially since 2004, when they bought out their original partners in Brauns Bar&
Grill at Collindale, LLC, and began operating the concession themselves. They have done many
things to make the Agreement successful and have provided good food, beverages, and service to
the golfers and general public. They were able to bring stability and consistency to the food and
beverage operation at Collindale that had been somewhat missing under the previous management
structure of Brauns. During the Mannings' tenure, almost every aspect of the concession services
has improved and they continue to express a desire for further improvements over the next five
years,if the Agreement is extended. Manno's has recently received some significant accolades from
both Lydia's Style Magazine and from the Coloradoan Newspaper Ticket restaurant review that
validated their actions.
The Golf Board met with Scott Manning at its meeting of June 20, 2007 in a "round table-type
setting" to discuss the issues with him. The Board held a Public hiput/Comment Meeting on July
18, 2007 at the Collindale Clubhouse where more than 40 people attended. Staff also received a
dozen e-mails.The vast majority of people providing written and verbal input/comment to the Board
supported the extension of the agreement with Manno's. At its July 18th meeting, the Golf Board,
after further discussion,voted unanimously(9-0)to recommend extending the term of the agreement
with the Collindale Restaurant Concessionaire (Manno's) for the five additional years. However,
it should be noted that some members of the Collindale Women's Golf Association (CWGA)
provided input/comments negative to Manno's regarding what they consider as lesser quality service
to their group,and they believe that Manno's needs to serve the golfers better. Therefore,in addition
to its recommendation for the extension, the Board also stipulated that staff and Manno's continue
to work to improve service to golfers and improve relationships with the CWGA. Staff, Scott
Manning, and the officers of the CWGA have been meeting since then and staff believes that their
specific concerns have been solved, including banquet room usage and the provision of food
services, et. al.
Staff has negotiated a mutually acceptable extension of the Agreement for up to five additional
one-year renewable periods through December 31, 2012, as per the terms and conditions of the
original Agreement with a few modifications as required by the City.

Call Meeting to Order: Chairperson David Johnson called the meeting to order at 7:35
p.m. at the City Park Nine Clubhouse.

♦ Lauren DeRosa, Shane Houska and Eric McCrery called to inform us that they were
unable to make the meeting. (Deron Grothe arrived at 8:00 p.m.)
Approval of Minutes: On a motion by Larry Buckendorf, seconded by Grant Sherwood,
the Board unanimously (5:0) approved the Minutes of the May 16, 2007 Regular
Meeting.
Citizen Participation:No Citizen Participation at this time.
Discussion and Preliminary Recommendation: Consideration of Extendine the
--�j Term of the Agreement with the Collindale Restaurant Concessionaire
A copy of the current Collindale Concessionaire Agreement and the original RFP
specifications was provided to the Board prior to tonight's meeting. Jerry reminded them
that the Agreement expires December 31, 2007 so we need to decide if we want to extend
the contract or go out to bid. He informed them that we will have preliminary discussion
tonight and the Public Input/Comment Meeting will take place during our next Board
meeting on July 18`h at 7:30 p.m. at the Collindale Clubhouse. Jerry told the Board that
Scott Manning took over as the sole owner of Manno's Grille at Collindale in 2004. He
said that he has been very pleased with the way Scott has been running the restaurant and
he has exceeded our Specifications. He stated that he has received some negative
comments but for the most part the comments that he receives regarding Manno's are
positive. Jerry also mentioned that when we decided to open a real restaurant at
Collindale we estimated that the Concessionaire would make between $400,000 and
$500,000 gross annually and Scott has almost doubled that. He informed the Board that
Board Member Lauren DeRosa, Collindale Golf Professional James Greer, and the
Director of Purchasing Jim O'Neill served on the RFP Review Committee when Braun's
Bar& Grill (now Manno's)was awarded the bid.

Scott said that he enjoys what he does and he has an understanding of what it takes to
serve the golfing community. He informed the Board that he decided to switch their meat
to an all-natural beef and they have received great comments. Scott said that the
restaurant was busy during the winter months even when there wasn't any play on the
course. Larry Buckendorf asked if the primary customers were golfers or private
functions. Scott said that the banquet room is primarily used by outside organizations.
Grant Sherwood stated that it sounds like Manno's has become a restaurant destination
and Scott said yes. Grant also asked if they have raised their menu prices and Scott said
that they have only raised them twice, one being their beef because the beef itself is more
expensive; and one partially due to the minimum wage increase. Scott said that they he is
currently in the process of creating a new menu and overall the items could be increased
up to 10%, however, some items may decrease in price. Larry asked if the design of the
clubhouse is working for them and Scott said that it works but some things could be
changed. Jerry said that Scott lost his office space because the Fire Authority changed
their rules during the construction. Jerry said that we are looking at a shade structure for
the patio.
Larry asked Jim Greer what his opinion of the restaurant is. Jim said that he is very
pleased with Scott and his staff and the way they run the restaurant. He also noted that it
is very important that the entire golf staff get along and that is the case at Collindale. Jim
said that it's great to have people in there during the winter months. He also feels that the
restaurant has brought in more golfers. Jerry asked Jim O'Neill if he felt Scott had met or
exceeded their expectations. Jim said that they wanted to make sure the restaurant is
meeting the needs of the golfers and it appears that Scott is doing that. Assistant Golf
Professional Pat Finnegan said that he enjoys the atmosphere and the food. He stated that
it's great to see people golfing and then hanging out in the clubhouse. Scott said that it
has really become a good place for family gatherings. Larry asked if there were any
contractual modifications that they should discuss. Manno's currently pays us 10% of
gross. Jerry said that he has done some research and most golf courses in the area get 7%
to 10% of what the restaurant brings in and most of those restaurants provide up to
$50,000. Lang asked if Jerry felt we needed to increase that and Jerry believes that it
isn't necessary. Jerry commented that the next time we go out to bid we may consider
also charging the restaurant a contribution for the cost of utilities and/or for equipment
maintenance or replacement. David Johnson said that he played in a tournament and there
were a lot of the wives that came to meet their husbands for dinner afterwards. Grant
asked if Scott had a high turnover of staff. Scott said that they don't have much turnover
in the kitchen and the majority of turnover they have is related to being in a college town.
He mentioned that he did lose someone in the kitchen due to the fact that he doesn't
provide medical benefits for his staff. Scott said that it was hard going from a corporation
to sole proprietary and trying to provide benefits. He stated that he would like to be able
to provide his staff with benefits. Jay Kammerzell asked if the Concessionaires could
piggy-back onto the City's benefits. Jerry said that they cannot as they are independent
contractual vendors.

Grant asked if they have had any violations and Scott explained that when he first took
over he was contacted by one of the college sororities about holding an over-under
benefit. Scott said that he told them that he didn't feel comfortable holding an event with
alcohol when there would be underage individuals attending. He explained that one of the
underage girls drank before attending the event and ended up getting hurt in the bathroom
and her friends called 911 without our knowledge. Scott said that even though they didn't
serve her any alcohol they got a violation for having an underage individual who had
been drinking in our establishment. Scott also informed the Board that they have received
good Health Department inspections.
Discussion: Junior High School Golf Coaches Fees
Jerry wanted to clarify that the Coloradoan published in a column that said we would be
discussing High School and Junior High School Golf Fees, and we are only discussing
the Junior High School Coaches Golf Fees. He explained that we have a policy in place
but it hasn't been consistently followed. It says that the coaches will pay a full fee if they
are playing for recreational purposes and not coaching. Jerry said that the coaches
receive a stipend to use the entire year. He said that this is a Poudre School District
program that we support. Jerry said that he allowed the coaches to play at the lower fee
for the remainder of this year since we weren't accurately implementing the policy. Staff
was concerned that the kids weren't benefiting. There was an issue where one kid was
left out so coaches could play, as well as more than one coach being out at the same time
with one team. Larry Buckendof asked if we are discussing the fees that the coaches pay
recreationally or when they are with the kids and Jerry said that we need to discuss what
the coaches are going to pay when playing recreationally. Junior High School Coach Eric
Walz explained that the timing was the main issue for him because he had already
relayed the lower fee information to the coaches and it ended up being incorrect.Eric also
said that it was inappropriate for multiple coaches to be playing at the same time and he
would like to have their names in order to address this issue. Jerry asked if the Board felt
that we should provide a discount to the coaches?Dan Preble said that we should keep in
mind that the coaches don't get paid much so it's difficult for them to pay for it
themselves. Larry asked what the Golf Professionals thought about it. David McCleave
stated that it's his opinion that it's difficult to play and coach at the same time and he
feels that the primary focus needs to be on the kids.
Mike Musgrave from Link-N-Greens Golf Course is a Junior High Coach and he stated
that it's important for all of the kids to be allowed to play and that he walks with his
group. Larry feels that if those times are designated for the kids then they should be the
ones playing. Dan suggested that Eric and the Golf Professionals get together to come up
with an agreement. He said that when he coached being able to play was a benefit. Jerry
informed the Board that one of the coaches had purchased an Annual Pass and was upset
that we didn't accept it at SouthRidge after 2:30 p.m. Jay Kammerzell asked if we could
give them a discounted punch card and Jerry said that's one potential option that Dale
Smigelsky suggested. Grant Sherwood asked if this was an after school program and Eric
said yes and explained that it's not part of the athletics program. Larry feels that issuing
them a discounted 9-hole10-play Punch Card annually would be a good idea. Jerry agreed

December 31 st and they need to contact Karla Smith in the City Clerk's office if they
would to like to reapply.
♦ Jerry informed the Board that there is a fairly lengthy article on Byron Collins and the
Harmony Club published in the current issue of Style Magazine.
Approval of Minutes: On a motion by Jay Kammerzell, seconded by Grant Sherwood,
the Board unanimously (9:0) approved the Minutes of the June 20, 2007 Regular
Meeting.

Public Inuut/Comment: Consideration of Extending the Term of the Agreement
—� with the Collindale Restaurant Concessionaire
Jerry informed everyone attending the meeting that the Board had a previous discussion
with Collindale Restaurant Concessionaire Scott Manning during the June 20th meeting
and if anyone is interested in reading those Minutes they will be available on the City's
website in the next few days. He reminded the Board that they need to make their
decision of whether or not they would like to renew Scoff's agreement or go out to bid by
their August 15th meeting. Jerry informed everyone that this process will include the
Board's recommendation as well as the staff s recommendation. The Director of
Purchasing Jim O'Neill will receive these recommendations and will then make a
decision on whether or not to go to the City Council or conduct a new bid. Since Scott's
contract is over five years we are required to go to City Council. Jerry received a-mails
regarding Scott's renewal, which were previously given to the Board. He said the a-mails

included both positive and negative comments and he briefly reviewed the e-mails. David
Johnson then opened the floor for comments.
♦ Jennifer Loomis has been an employee of Scott's for the past four years and in
her opinion he is doing a great job. She informed the Board that the banquet
room now has to be booked six months in advance for events. Jennifer said
that they have regulars in the restaurant weekly. She is in support of renewing
Scott's contract.
♦ David Bruning is also an employee of Scott's and he said that it would be
naive for the staff at Manno's to say that there aren't improvements that they
could make and they are willing to try and work things out with the Women's
Association. However, he feels that they need to meet them half way. He is
also in support of Scott's renewal.
♦ Chanel Morelli is also an employee of Scott's and she said that she has
personally sat down with the chairwomen of both groups to address the issues.
She said that staff is willing to meet them eye-to-eye. Chanel feels the
behavior some of the Association members show towards staff is
unacceptable. She also said that she believes Scott's contract should be
renewed.
♦ Tara Porter came to express her support for Scott's contract renewal. She
explained that her Rotary Club meets at Manno's on Tuesdays. She stated that
she spends a fairly substantial amount of money there monthly and if the
quality of the food as well as the service were poor that wouldn't be the case.
Tara feels Scott does a lot for the community. She also said that she's not sure
why this is even an issue.
Jerry then reminded everyone that the agreement is for over five years and therefore
tonight's meeting is part of the City contractual requirements.
♦ Jennifer Iole said she's here in support of Scott. She also said that she feels the
establishment has changed for the better since Scott took over ownership.
Jennifer stated that there are a number of eating establishments in Fort Collins
and it says a lot when Manno's is always busy.
♦ Ashley Gruber stated that she plays golf at Collindale three times a week. She
said that not only is the course great, the restaurant is as well. Ashley said that
she has also attended a lot of the functions at Manno's and it's a great
environment. She supports the renewal of Scott's contract.
♦ Guy Coombes stated that he moved here from Scotland and part of the reason
he enjoys Fort Collins is because of Collindale. He said that he feels very

welcome at Collindale and he enjoys the atmosphere and food at the
restaurant. He also supports Scott's renewal.
♦ Martin Gruber stated that he comes to Collindale regularly. He feels Scott is
doing a great job and supports his contract renewal. Martin stated that he
would like to hear some comments from those individuals opposing Scott's
renewal.
♦ o Rita Steinke came to speak on behalf of both the 9 and 18 hole Women's
Association. She explained that she hasn't been a member very long and isn't
aware of all the past issues. Her concern is the current on-going issues the
members have been having with Scott and his staff. Rita said that their main
concern is that this is a golfing establishment and it was under their
impression that the golfing community would be served first and they don't
feel that has been the case. They also feel the quality of the food is
inconsistent and the service has been poor at times. Rita said she was curious
to know how many individuals who come to Collindale are golfers. She feels
that if the golfers quit coming then it will affect the course. Rita also said that
the Association would like to come to an agreement with Scott.
♦ Pam Hansen Gausman stated that she enjoys the staff at Manno's and the
course is great. She also stated that it says something that Scott's staff has
been around as long as they have and that he doesn't have a high tum-over
rate. She also supports renewing Scott's contract.
David Johnson thanked everyone for their comments. Jerry explained that these issues
didn't just recently arise and they have been brought up in the past. Jerry said that we
have held meetings with both Scott and the Women's Association and we will continue to
do so in order to hopefully resolve these on-going issues. He informed everyone that the
new Director of Parks J.R. Schnelzer has also been present at the meetings and since he
hasn't been directly involved with these issues in the past it gives us a new perspective.
Jerrysaid that it is apparent that Scott does a eat job serving the public; however we

also want to make sure the needs of the golfing community are being met. He informed
everyone that he has suggested that Scott provide a comment box for his customers to
place anonymous suggestions in it. Jerry then recommended that Scott's contract be
renewed with the understanding that staff continues to work with all the parties involved.
J.R stated that we are going to continue working on these issues and he believes we are
heading in the right direction.
David Johnson stated that he worked at Collindale in his younger days and he feels the
changes that have taken place are amazing. He also said that he has played with other
men's groups and they have commented on how much they like Collindale. David said
that he supports Scott's contract renewal; however he said that he feels Scott and the
Women's Associations need to meet half way. Lauren DeRosa is a member of the
Women's 18-Hole group and she personally isn't unhappy but she understands the
concerns with the golfers needs being met. She stated that she has had some issues being

served on the turn. Lauren said that she also supports Scott and feels that he and the
Women's Association need to resolve their issues. Dan Preble said that he also recalls
what Collindale was like in the past. He complemented the food and service he has
received at Manno's. Eric McCrery stated that he has worked several years in the golf
industry and he feels that Collindale provides one of the best environments. He said that
revenues continue to rise which shows that Scott's doing his job. Larry Buckendorf stated
that Scott is in a unique situation here. He said that his position on this is that this is a
golf course and it is clearly stated in the contract that the purpose of this establishment is
to address the needs of the golfers. Larry stated that the Golf Fund makes the majority of
its revenue from the green fees and golf carts and not the restaurant. Larry supports Scott
and suggested that he not discount the suggestions that have been given. Shane LL g Houska
stated that Manno's has created jobs for the community and it's great that there's not a
high turnover. He said that Scott's revenues continue to increase and he feels that it
wouldn't be wise on our part to not renew his contract. Shane feels this could be a win-
win situation. He also suggests that Scott serve the golfing community first. Grant
Sherwood brought up a previous comment that Collindale Golf Professional Jim Greer
stated last month that the entire staff at Collindale works well together. He feels that is
very important. Grant also asked Rita Steinke to clarify what it is that the groups are
asking of Manno's. Rita said that it's a combination of issues. She said that she is aware
these issues have been on-going; however the groups feel that the issues have increased
this year. Grant then asked if she feels the issues have been alleviated in anyway after the
meetings took place and Rita said that they hope that's going to be the case.
Jerry said that we are definitely going to hold more meetings to address these issues. He
also said that we are going to look at the Association utilizing the Banquet room more.
Jerry informed everyone that Scott was not directly involved in the initial discussion we
had with Braun's, the previous owners. Lauren stated that she called Scott when the
issues first rose. She said that one issue they discussed was the groups not being able to
all sit together and Scott explained to her that it was difficult to seat all of the players
together due to the fact that they aren't all coming in at the same time and they would
have to turn down customers if they were to keep those tables free. Deron Grothe said
that he has eaten here and it might not always be perfect but it's good and it's a place you
can come with your family. Deron said that Scott has a good opportunity to serve the
golfers and he should take advantage of that. Jay Kammerzell stated that he doesn't golf
here often. He was wondering if it would be a good idea to go out to bid to look at other
offers as well as give Scott the opportunity to re-bid after looking

stated that it doesn't mean that Scott wouldn't get the bid, but there could be something
else out there. He com
mented that Scott wasn't the original bidder; he was grandfathered
in, and wonders if that is fair to other bidders? David Johnson responded by saying that
he understands where Jay is coming from but he feels it would be a difficult decision to
re-bid because the revenues are continuing to rise and we do have a four year history with
Manno's. Lauren informed everyone that she was here for the original bid and that Scott
was a real asset to Braun's when we were evaluating all of the original bidders. It's her
opinion that Braun's made a poor choice to send Scott to Steamboat and since he returned
and took over the restaurant that things are much better.

On a motion made by Larry Buckendorf, seconded by Lauren DeRosa, the Board voted
(9:0) to recommend extending the term of the agreement with the Collindale Restaurant
— o Concessionaire (Manno's) for the additional five years, and to continue to work to try and
improve service to golfers and improve relationships with the Collindale Women's Golf
Association.
Review the Proposed 2008/2009 Golf Fund Budget
This year the City of Fort Collins is again using the budgeting process called BFO
(Budgeting for Outcome). Jerry explained the process and said that it was a little difficult.
He stated that in the past we would base the budget on the prior year's budget. About five
years ago the City began to face some budget issues and that's why they decided to
implement this process. They felt this was a better way of explaining to the City Council
and the Public how the City spends its money. Jerry informed the Board that the General
Fund portion is around$100 million and the Golf Fund pays 5%of our revenues to the
General Fund which pays for our share of general government services. Larry
Buckendorf asked why we have to follow the same guidelines if we aren't under the
General Fund and Jerry said that even though we are an Enterprise Fund the City
Manager had determined that we have to follow the same guidelines. Jerry said that the
document he provided shows where we feel we will be through the next budget cycle. He
said that we have to show a positive balance at the end of the year as well as with the
reserves. He pointed out where the document shows the Ending Working Capital which
are the Golf Fund Reserves,based this on our normal growth pattern. He then briefly
reviewed the data. After further discussion the Board unanimously agreed to support the
Staff Proposed 2008/2009 Golf Fund Budget.
Other Business
♦ Jerry informed the Board that the Park Planning &Development Division is currently
in the process of putting together an updated Parks and Recreation Policy Plan and
the Director of Park Planning Craig Foreman would like to know if the Board is
interested in him attending a Board meeting in order to discuss it with the Golf Board.
The Board felt that it wasn't necessary since the Plan doesn't pertain much to golf.
Jerry stated that if anyone was interested then they could attend one of the Public
meetings.
♦ Jerry said that we modified the 9-Hole Women's Association tee time schedule for
Thursday morning. He said that during one of the meetings it was decided that it
wouldn't pose much of an issue since we aren't doing much other business on
Thursdays. Therefore, they will be going at the same tee times as the 18-hole
Women's group.
Correspondence/Financial and Statistical Reports
♦ Jerry discussed a report he provided showing that as of June 30th we are at 44.93%
Operating Revenue, down 5.68%on projections.

Manno's namesake,and Ownager(owner/manager)is Scott Manning.A life-long resi-
dent of Fort Collins, Manning explains that food has always been his passion.After finish-
ing culinary school at Western Culinary Institute in Portland,OR, Manning returned to Fort •- _`?
Collins,his home.With his family(wonderful wife Kerry and four kids:Riley,Ellie,Clara,and
Garrett), Manning is building the type of restaurant where regulars love to return. When

Manning gives full credit to the incredible people he works with.Chef Jason Brownhill
worked with him to create the menu and has been a partner on various projects for over
a decade. Assistant Chef, Mike Beck, "is also integral to the team." Support staff are all well trained and knowledgeable about the food. The team is very excited about the new
menu debuting in April that the Style staff got a sneak preview of during our evening at

Style staff and guests thoroughly enjoyed an evening of amazing food and relaxed
conversation. Publisher, Lydia Dody enjoyed the Wild King Salmon -- "Yummy! And the
presentation is exquisite." John Sinnett loved the Atomic Fireballs,fried cream cheese balls
stuffed with habaneros and served with raspberry sauce. "All kinds of yum!" says Sinnett.
The steaks were all amazing, but also worth raving about were the Sambuca Prawns in a
Puff Pastry served with sambuca beurre blanc sauce. Enjoyed by Mike Charbo, he couldn't
say enough about the flavor. "Wow! This is not the place you would expect to find food
this great,"says Charbo.
Also available at Manno's is a wealth of services including: off site catering, 100 per-
son capacity meeting room, free wi-fi, the longest happy hour in Fort Collins 11-6, daily)
Holiday brunches like the upcoming Easter and Mother's Day brunches.The free-range beef
they serve in the dining room can also be purchased on-site.And don't forget that they are 1- ♦,
open for breakfast as well—"Best Huevos Rancheros in town!" says Manning.

ORDINANCE NO. 100, 2007
OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE PURCHASING AGENT TO ENTER
INTO AN EXTENSION OF THE RESTAURANT/SNACK BAR
CONCESSION AGREEMENT AT COLLINDALE GOLF COURSE
FOR UP TO FIVE ADDITIONAL YEARS
WHEREAS, Section 8-186(a) of the City Code requires that any contract for services with
a potential total term over five years in length be authorized by Council by ordinance; and
WHEREAS, the Purchasing Agent has determined that Brauns Bar & Grill at Collindale,
LLC, dba Manno's Grille at Collindale, the current contractor providing restaurant/snack bar
concession services at Collindale Golf Course, has performed those services well and to the
satisfaction of the City and the general public over the course of the existing Restaurant/Snack Bar
Concession Agreement (the "Agreement"); and
WHEREAS,the Purchasing Agent has further determined that in order to continue with the
delivery of high quality food and beverage concession services to the public at Collindale Golf
Course, the extension of the Agreement for up to an additional five one-year terms, without a new
competitive process for such services, is advisable and would maintain continuity and provide
concessionaire stability in the delivery of those services; and
WHEREAS,the original 2003 competitive process for the restaurant/snack bar concession
services at Collindale Golf Course and the Agreement contemplated possible extension of the
Agreement beyond the original one year plus four one-year renewals,based on the expectation that
a longer term arrangement for those services would enable proposers to offermore desirable services
to the City at a more advantageous quality and rate than without such a longer term potential; and
WHEREAS,the Golf Board reviewed the proposed extension described herein at its regular
meetings on June 20, 2007, and July 18,2007, and after receiving positive public input/comments,
unanimously agreed to encourage the City Council to authorize such an extension.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the Council hereby authorizes,pursuant to City Code Section 8-186(a),the extension
of the Agreement between the City and Brauns Bar&Grill at Collindale,LLC, dba Manno's Grille
at Collindale, for Restaurant/Snack Bar Concession Services at Collindale Golf Course, dated
January 17, 2003, along with the First Addendum dated May 26, 2004 and the Second Addendum
dated August 27, 2004, for the year 2008, with annual renewal options for the years 2009 through
2012, or a potential total term of ten (10) years.
Introduced, considered favorably on first reading, and ordered published this 4th day of
September, A.D. 2007, and to be presented for final passage on the 18th day of September, A.D.
2007.
