SUBJECT
First Reading of Ordinance No. 105, 2007, Designating the A.C. Kluver House (No.2), 323 East
Magnolia Street, as a Fort Collins Landmark Pursuant to Chapter 14 of the City Code.
RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
At a public hearing held on August 22, 2007, the Landmark Preservation Commission voted
unanimously to recommend designation of this property as a landmark for its significance to Fort
Collins as an excellent example of the Craftsman architectural style, and for its association with
prominent Fort Collins businessman A.C. Kluver.
EXECUTIVE SUMMARY
The owner of the property, Charles F. Ferrie, is initiating this request for Fort Collins Landmark
designation for the property. The A.C. Kluver House (No.2) qualifies for individual Landmark
designation under Landmark Standards(2)and(3). This property embodies historical significance
for its association with prominent early Fort Collins businessman A. C. Kluver. The home is also
a noteworthy and well-preserved example of a Craftsman bungalow constructed of brick. Surveyed
at the intensive-level in 1998,the property was judged to individually qualify as eligible for inclusion
on the National Register of Historic Places under both Criterion B, for its association with a
noteworthy individual, and Criterion C, for its architectural significance. The property is currently
listed on both the National Register of Historic Places and the Colorado State Register of Historic
Properties as a contributing element of the Laurel School National Register District.
BACKGROUND
Architecture
This historic dwelling is a one story, hip roof,brick Craftsman bungalow with a broad projecting
open front porch, with low pitched gable roof The building has a rectangular plan. The exterior
walls are constructed of red brick, set in running bond. The home has a full basement, and the
exposed basement walls are also constructed of red brick. The projecting front porch has a closed
rail constructed of red brick inset with decorative sections of blue-colored brick. Porch columns are
brick topped with battered wood columns, painted white. The porch roof, with a horizontal four

light attic window, is supported by a series of purlins with chamfered ends, all painted white. The
main entry is offset to the right (west), and to the left of the entry is a tandem set of six-over-one
light sash and transom windows, separated by a mullion. The east elevation is distinguished by an
exterior chimney ornamented by parallel linear decorative elements of blue brick. Towards the rear
of the house is a projecting square-sided wood bay window, painted white, with a gable roof with
purlins. The bay features decorative wood panels,a pair of double hung six-over-one light windows,
and rests on three projecting squared supports. A basement stairwell is also located on the east side
of the house, protected by a metal railing. The exterior chimney penetrates the wide overhanging
eaves of the main hip roof,beneath which are exposed rafter tails. The house is fenestrated primarily
with sash and transom windows with multi-light transoms. The dwelling has excellent integrity,
with no alterations of note.
At the rear of the lot adjacent to the alley is a recently constructed side-gabled wood frame detached
garage. This outbuilding is considered a non-contributing element of the property.
History
This attractive, brick Craftsman bungalow was built in 1922 for distinguished Fort Collins
businessman August C. Kluver and his wife,Mary E. Kluver, at an estimated cost of$5,000. A.C.
Kluver, who arrived in Fort Collins in 1882, achieved success in the mercantile business, and also
became involved in a variety of other enterprises that earned him a prominent place in the economic
development of the community. Kluver operated a thriving mercantile business in Old Town for
over twenty years, and by 1911, he was the owner of several farms and ranches in the Cache la
Poudre Valley, and surrounding areas. By that time, he was also the president and a principal
stockholder of the Water Supply and Storage Company, a major regional irrigation and reservoir
entity. Kluver also served as a stockbroker and as director of the First National Bank in Fort Collins.
The Kluvers apparently owned all of Lot 3 on the south side of East Magnolia Street. After living
for more than 20 years at 319 East Magnolia in a Queen Anne style home that they built in 1899,
they had this Craftsman bungalow built in 1923 on the eastern half of the same lot. While living
here,A.C. Kluver continued his involvement in a variety of business enterprises in the Fort Collins
area, including real estate development. At the time of his death in June of 1945, Kluver was
president of the Fort Collins Brick and Tile Company. Mrs. Kluver remained in this home until her
death on January 5, 1948. Thomas L. and Cora C. Albright acquired the dwelling at 323 East
Magnolia in circa 1953, after moving to Fort Collins from Steamboat Springs. Thomas was
employed as a foreman and lineman for the Rural Electric Association(REA). Cora Albright was
the owner of Cora's Beauty Nook, which she operated from the home. Thomas Albright died in
November 1974, and his widow Cora remained in the home until at least 1979. The property was
eventually sold to Leith L. Johnson in 1992, who, ten years later in 2002, transferred ownership of
the house to Charles F. Ferrie, the current owner seeking Landmark Designation.

Ordinance, Chapter 14 of the Code of the City of Fort Collins.
I understand that upon designation, I or my successors will be requested to notify the
Secretary of the Landmark Preservation Commission at the City of Fort Collins prior to the
occurrence of any of the following:
1. Preparation of plans for reconstruction or alteration of the exterior of the
improvements on the property, or;
2. Preparation of plans for construction of, addition to, or demolition of improvements
on the property
3. 1 further understand that if I apply for a building permit for any one of the following:
a. Alteration or reconstruction of, or an addition to, the exterior of any
improvement which constitutes all or part of a landmark structure or landmark
district;
b. Demolition or relocation of any improvement which constitutes all or part of a
landmark structure or landmark district;
c. Construction or erection of, or an addition to, any improvement upon any land
included in a landmark district;
d. Or if I proceed with any work not requiring a building permit as set forth in
Section 14-47;
The Building Inspector and the Landmark Preservation Commission shall be under the time
constraints and other requirements as outlined in Chapter 14, Article III of the Code of the
City of Fort Collins.

RECOMMENDING LANDMARK DESIGNATION OF THE
A.C. KLUVER HOUSE (NO.2)

WHEREAS, it is a matter of public policy that the protection, enhancement and perpetuation
of sites, structures, objects, and districts of historical, architectural, or geographic significance,
located within the city, are a public necessity and are required in the interest of the prosperity,
civic pride and general welfare of the people; and
WHEREAS, it is the opinion of the City Council that the economic, cultural and aesthetic
standing of this city cannot be maintained or enhanced by disregarding the historical,
architectural and geographical heritage of the city and by ignoring the destruction or defacement
of such cultural assets; and
WHEREAS,the A.C. Kluver House (No. 2)has individual significance to Fort Collins under
Landmark Standards (2) and(3),for its association with prominent early Fort Collins
businessman A.C. Kluver, and as a noteworthy and well-preserved example of a Craftsman
bungalow; and
WHEREAS, the Landmark Preservation Commission has determined that the A.0 Kluver
House (No.2) meets the criteria of a landmark as set forth in Section 14-5 of the code and is
eligible for designation as a Fort Collins Landmark; and
WHEREAS, the owner of the property, Charles F. Ferrie, has consented to such landmark
designation.
NOW, THEREFORE, be it resolved by the Landmark Preservation Commission of the City
of Fort Collins as follows:
Section 1. That the property known as the A.C. Kluver House (No.2), and the adjacent lands
upon which the historical resources are located, in the City of Fort Collins, Larimer County,
Colorado, described as follows,to wit:

Craftsman architecture, and that the Commission recommends that the Fort Collins City Council
approve this designation.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
DESIGNATING THE A.C. KLUVER HOUSE (NO.2), 323 EAST MAGNOLIA STREET,
FORT COLLINS, COLORADO, AS A FORT COLLINS LANDMARK PURSUANT TO
CHAPTER 14 OF THE CODE OF THE CITY OF FORT COLLINS
WHEREAS, pursuant to Section 14-2 of the City Code, the City Council has established a
public policy encouraging the protection, enhancement and perpetuation of landmarks within the
City; and
WHEREAS,by Resolution dated August 22,2007,the Landmark Preservation Commission
(the "Commission")has determined that the A.C. Kluver House(No.2)has individual significance
to Fort Collins under Landmark Designation Standards(2)and(3),for its association with prominent
early Fort Collins businessman, A.C. Kluver, and as a noteworthy and well-preserved example of
a Craftsman bungalow; and
WHEREAS,the Commission has further determined that said property meets the criteria of
a landmark as set forth in Section 14-5 of the Code and is eligible for designation as a landmark,and
has recommended to the City Council that said property be designated by the City Council as a
landmark; and
WHEREAS, the owner of the property has consented to such landmark designation; and
WHEREAS, such landmark designation will preserve the property's significance to the
community; and
WHEREAS, the City Council has reviewed the recommendation of the Commission and
desires to approve such recommendation and designate said property as a landmark.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the property known as the A.C. Kluver House(No.2)and the adjacent lands

Colorado, described as follows, to wit:
