GENERAL DIRECTION SOUGHT AND SPECIFIC QUESTIONS TO BE ANSWERED Does Council have questions or concerns regarding the Policy Plan Update? BACKGROUND The Parks and Recreation Policy Plan was adopted by City Council in 1996. The Plan has served the community well over the past ten years, guiding the development of parks,trails and recreation facilities and programs. The Plan update looks ten years into the future and provides guidance on the parks, trails and recreation facilities and programs needed to meet the future recreational needs of the community. The Update assesses the park and recreation needs of the community, examines current levels of service and establishes action items, timelines and funding options. GreenPlay, LLC has been hired by the City to assist with this process. GreenPlay is an experienced consulting firm specializing in parks,recreation and open space planning. GreenPlay is based in the Denver area and has worked with a number of Colorado communities and communities in many other states. The purpose of this work session is to inform Council about what has been learned from the community involvement process and to find out if Council has any specific questions or concerns to be addressed. The next steps are to finish the facility inventory and analysis, establish priorities, develop implementation options,identify funding alternatives and create an action plan. Staff will present options and alternatives to Council in a work session early next year and will request Council approval of the Plan soon thereafter. The Parks and Recreation Board has been closely involved in the Update process from the beginning and staff is meeting with other interested Boards to share the findings, including the Land Conservation and Stewardship Board, the Senior Advisory Board, the Youth Advisory Board and the Planning and Zoning Board. Fort Collins Parks and Recreation Policy Plan Update Survey 2007 FINAL RESULTS MAY 2007 PREPARED FOR : GreenPlay LLC City of Fort Collins PREPARED BY : RRC Associates 4940 Pearl East Circle, Suite 103 Boulder, Colorado 80301 303/449 - 6558 RRC ASSOCIATES FORT COLLINS PARKS AND RECREATION POLICY PLAN UPDATE SURVEY 2007—FINAL RESULTS INTRODUCTION / METHODOLOGY The Policy Plan Update Survey was conducted through a mailback methodology . The mail survey was originally sent to 4 , 000 randomly selected households throughout Fort Collins , with distribution of surveys mailed generally representative of population throughout all Fort Collins ZIP Code regions . Completed surveys received was 444 out of a net estimated 3 , 760 delivered (approximately 240 surveys out of the 4 , 000 originally mailed were "undeliverable " due to invalid addresses and/or residents who have moved and no longer reside at a particular address) . This represents a very good response rate of approximately 11 . 8 % . The list source used for the mailing was a third party list purchased from Equifax, one of the three largest credit reporting agencies in the world . Use of the Equifax list also includes renters in the sample who are frequently missed in other list sources such as utility billing lists (survey results show 23 % of respondents to be renters) . The rigorous list management process employed in the survey provides us with the most accurate , up-to-date , representative list possible based upon all available sources . In addition, anyone not receiving a questionnaire in the mail was also given the opportunity to call the City to request a questionnaire , such as additional household members who wished to complete a questionnaire . However , no requests for additional surveys were made . Based upon the total sample size of 444 responses received, overall results have a margin of error of approximately + /- 4 . 65 percentage points calculated for questions at 50 % response . Also , note that the resultant database is weighted by age of respondent to ensure appropriate representation of City residents across different age cohorts in the overall sample . Key findings from the study are summarized below . Additionally , several of the questions on the survey form allowed respondents to " write in" their response or comment. Major themes that emerge from the comments are summarized in the report, while a complete set of the comments is provided as an appendix section. In addition to overall responses , results are also segmented comparing respondents by location of residence within the City and by age of respondent (additional cross tabulations of the data can also be provided upon request) . This segmentation of the results helps to further "explain" local opinions and provides additional insight to parks and recreation issues in Fort Collins . 1 For the total sample size of 444, margin of error is + /- 4.65 percent calculated for questions at 50 % response (if the response for a particular question is "50 % "—the standard way to generalize margin of error is to state the larger margin, which occurs for responses at 50 % ). Note that the margin of error is different for every single question response on the survey depending on the resultant sample sizes, proportion of responses, and number of answer categories for each question. Comparison of differences in the data between various segments, therefore, should take into consideration these factors. As a general comment, it is sometimes more appropriate to focus attention on the general trends and patterns in the data rather than on the individual percentages . RRC ASSOCIATES 1 FORT COLLINS PARKS AND RECREATION POLICY PLAN UPDATE SURVEY 2007-FINAL RESULTS HIGHLIGHTS FROM THE ANALYSIS OF RESULTS Current Level of Usage and Satisfaction with City Facilities / How Well Are The Parks, Trails, Recreation Facilities, and Programs Provided by Fort Collins Meeting the Needs of the Community • Meeting Need : Results tend to indicate that residents are generally satisfied with the current direction of policy and the general status quo , with current levels of usage and ratings of facilities generally very high. For most facilities , the City is seen as mostly meeting the needs of the community—generally in the range of 60 % to 85 % mostly or completely meeting need (depending upon the particular facility—Figure 1 ) . Parks (community and neighborhood) , paved trails , designated nature trails , playgrounds , and golf courses , in particular , are viewed most positively , all with over 80 % meeting need . At the " low " end of the scale are the horseshoe pits (58 % meeting need; 18 % not meeting need) , outdoor special event facilities , skate parks , the horticulture center , swimming pools and aquatic centers , and recreation/community centers (63 % meeting need ; 12 % not meeting need) . As discussed later in the report, many respondent comments focus on the need for both improvements to existing swimming pools and recreation centers , as well as the need for new , larger facilities . • Ratings of Quality : Likewise , ratings of the " quality " of parks and recreation facilities used by residents are generally outstanding , with most rating scores averaging over 4 . 0 using a 1 to 5 scale (where 1 is poor and 5 is excellent—Figure 4) . Rated highest are paved recreation trails (4 . 3 average score ; 89 % ratings of 4 and 5 on the 1 to 5 scale) , large neighborhood parks (4 . 2) , and community parks (4 . 2) . At the lower end of the scale are the horseshoe pits (3 . 5 average score; 53 % ratings of 4 and 5 and 16 % ratings of 1 and 2) , followed by basketball courts (3 . 7) , and tennis courts (3 . 7) . The horticulture center is rated 3 . 9 on average , as are swimming pools , aquatic centers , and recreation/community centers . • Usage Levels : Overall usage levels of City facilities are relatively high-74 % of survey respondents say they use outdoor recreation facilities owned by the City of Fort Collins , while 40 % say they use indoor recreation centers owned by the City . • Based on the survey responses , the parks and recreation facilities visited or used the most (Figures 2 and 3) are paved recreation trails (used by 83 % of respondents at least once in the last 12 months) , followed by community parks (77 % ) , large neighborhood parks (76 % ) , unpaved trails (61 % ) , designated nature trails (60 % ) , small neighborhood parks (55 % ) , swimming pools and aquatic centers (55 % ) , playgrounds (55 % ) , picnic areas (54 % ) , recreation/community centers (38 % ) , programs and activities (38 % ) , athletic fields (34 % ) , golf courses (32 % ) , and ice arenas (27 % ) . Least frequently used are the horseshoe pits (7 % ) , skate parks ( 12 % ) , horticulture center ( 14 % ) , basketball courts (21 % ) , tennis courts (23 % ) , and outdoor special event facilities (23 % ) . • Alternative Providers : In terms of other non-City owned facilities used , residents are most likely to rely on private health and fitness clubs (39 % ) , churches (35 % ) , schools (33 % ) , home owners association facilities (27 % ) , non-city golf courses (21 % ) , private sports venues (e . g . , The Edge , Odies , etc . — 16 % ) , neighboring community ' s facilities ( 15 % ) , and other private non-profit sports organizations (9 % ) . Roughly 17 % to 22 % say the City is spending "too little " while only 2 % to 6 % feel "too much" is being spent . Fifty-one percent would support a tax increase for the large outdoor event facility vs . 49 % opposed . • Considerably less support exists for funding a large regional sports complex (30 % ) , multi-court indoor tennis center facility ( 14 % ) , or conference/meeting facilities ( 13 % ) . One-quarter of respondents would definitely ( 13 % ) or probably ( 12 % ) vote no , while 22 % are uncertain . • Parks Maintenance Fee : Forty-one percent of respondents support the parks maintenance fee (of $4 per household per month) , 41 % also oppose it, and 19 % are uncertain. " CONCLUSIONS The Policy Plan Update Survey gathered data on a variety of topics that can be used as a tool in the planning process by prioritizing improvements to both indoor and outdoor recreation facilities , as well as in evaluating City recreational programs , communications , and the current direction of the Policy Plan. The data provide crucial information from the community on the needs , desires , and willingness to pay for improvements , not only from the users of the facilities and programs , but from the non-users who are also taxpayers and voters . Overall , results tend to indicate that residents are generally very satisfied with the current direction of policy and the general status quo , with current levels of usage and ratings of facilities generally very high. For most facilities , the City is seen as mostly meeting the needs of the community and many of residents ' comments praise the City for taking very good care of the parks , trails and facilities that are available . In particular, residents love their trail system and want to see it continue to grow with additional improvements and connections where needed . Residents generally feel the current amount of spending by the City is " about right" for most facilities , while the receptivity for any new taxes for any purpose is somewhat limited . Comments clearly note concerns about tax money being properly managed and spent wisely with the perception existing that the City has not always done a very good job in this regard . The general tone of the comments regarding willingness to pay additional taxes and fees to build and operate new facilities tends to suggest that the City needs to look harder at operating and maintaining existing facilities better with existing funds before considering expanding with new facilities and new taxes . Aside from trails which are clearly extremely popular , while there are many different facilities that many different residents would like to see added , expanded, or improved in Fort Collins , among the major facilities tested in the survey the greatest amount of consensus appears to gather around support for new indoor recreation centers/facilities (42 % feel there is a need for more) . Again, however, as noted earlier, residents are generally split on whether they would be willing to fund such facilities through new taxes-54 % would support a tax increase for new indoor recreation facilities vs . 46 % opposed—much too close to call either way . Fifty-one percent would support a tax increase for the large outdoor event facility vs . 49 % opposed . Considerably less support exists for funding a large regional sports complex (30 % ) that was tested in the survey . In support of the need for new swimming pools and recreation centers , many of the comments from residents point out the City is lacking a nice , large multi-use recreation center (particularly on the south side of town) . Overcrowding at these and other City facilities is another concern. Some residents also point to other Front Range communities that have nice new facilities such as these and are desirous of the same for Fort Collins . All things considered, Fort Collins appears to be doing a mostly excellent job in meeting need by providing quality parks and recreation services within the community . Although a greater level of attention to some facilities is warranted based on the data (such as pools and recreation centers) , the City would largely appear to be on the right track with respect to its overall policy goals and direction.
