Resolution 2007-076 Making Appointments to the Downtown Development Authority Board.
RECOMMENDATION
Staff recommends adoption of the Resolution.
EXECUTIVE SUMMARY
Ordinance No. 067, 2007, adopted on Second Reading on June 5, 2007, amended the City Code to
increase the number of members on the Downtown Development Authority Board of Directors
(DDA) from nine to eleven, and designated that one of the additional seats would be occupied by
a member of the Larimer County Board of Commissioners,subject to appointment by City Council.
The County Commissioners have recommended that Commissioner Kathay Rennels be appointed
as its representative on the DDA Board. Applications were solicited to fill the additional seat.
Councilmembers Ohlson and Brown conducted interviews and are recommending Ryan Keiffer as
the additional appointee to the Board.

into a vibrant. thriving business &cultural district,with extensive help from DDA. I hope to apply my

Briefly explain what you believe are the three most important issues facing this board or commission,and how do you
believe this board or commission should address each issue?
1) The first and most important issue facing the DDA is its own pending expiration in 2012. 1 strongly believe that the
DDA has been vital in transforming Downtown Fort Collins,and the community as a whole, into the"best place to
live"in America, and I am confident that this community can find a way to continue its work,whether through
renewal or through another similar vehicle that can carry on its work.The DDA is entering a challenging time as it
transitions to this next phase, and I look forward to working hard to make that transition successful.
2) The successful development of Beet Street is extremely important for this community. It represents one of the most
promising developments for FC because of its potential to transform it into a regional cultural center,a national and
international tourist attraction and a magnet to creativity, entrepreneurialism and sustainability. It can be both an
educational catalyst for our citizens and a vehicle to economic development as businesses will flourish to cater to
visitors. I hope to have the opportunity to help drive this process and make this vision a reality
3) In order to successfully face both of these issues,the DDA needs to do a better lob of explaining to the public what
they do,why it is important,what their vision is for Downtown and for Beet Street and why the community should
support its continued existence. I can help the organization by applying my marketing experience and passion to
these issues and creating communications with the community,with necessary government entities and with key
stakeholders in all sectors.

-Marketing experience and skills should help as the DDA moves forward with Beet Street and faces its current
sunset. -Extensive non-profit experience both as a volunteer and as a service provider

Comments: -Attended 2 board meetings in the past year-Have spoken with Chip Steiner about the DDA the Board and
its efforts and challenges, and was encouraged by Mr. Steiner to apply for the Board. -Volunteered for Yes on 213
campaign to expand the DDA's bonding authority

RESOLUTION 2007-076
OF THE COUNCIL OF THE CITY OF FORT COLLINS
MAKING APPOINTMENTS TO
THE DOWNTOWN DEVELOPMENT AUTHORITY BOARD
WHEREAS, Section 2-462 of the City Code was recently amended to increase the
membership on the board of the Downtown Development Authority (the `Board") from nine to
eleven members; and
WHEREAS,the City Council desires to appoint two additional persons to serve as members
of the Board; and
WHEREAS, Section 2-462 of the City Code states that one member of the Board shall be
a member of the Board of County Commissioners of Larimer County, Colorado; and
WHEREAS, the Larimer County Commissioners have recommended that Commissioner
Kathay Rennels serve as the County's representative on the Board; and
WHEREAS, a Council interview team consisting of Councilmembers Ohlson and Brown,
have recommended Ryan Keiffer as the additional appointee to the Board.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS AS FOLLOWS:
Section 1. That the following named persons are hereby appointed to fill the vacant seats
on the DDA Board:
