Plan Fort Collins: Phase 3 — Overview of Draft City Plan and Transportation Master Plan and Next Steps in the Planning Process. (staff: Joe Frank, Kathleen Bracke; 2 hour discussion) Phase 3 is the final phase of the three part Plan Fort Collins planning process. Phase 3 consists of the following three major tasks: 1. Preparation of Draft Plan documents and monitoring tools. The Draft Plans include updates to City Plan and Transportation Master Plan, including the Master Street Plan, Transportation Capital Improvements Plan, and Pedestrian Plan. 2. Preparation of the priority implementation actions and strategies plan. 3. Preparation of select implementation items to be adopted concurrent with adoption of the Plans. The development of the Draft Plans initiates the process of final review and revisions, and preparing the documents for eventual adoption by the City Council in February 2011. The purpose of this work session is to provide a high level overview of the Draft Plans, including identifying the new ideas that Council should pay particular attention to as the Council's review process proceeds; and to review the next steps in the planning process. Since the Council just received the Draft Plans on November 19, there is no expectation that the work session will delve into the details of the Draft Plans at this time; four upcoming work sessions are scheduled to further discuss the details of the Draft Plans. 3. East Side and West Side Neighborhoods Design Standards. (staff: Joe Frank, Steve Dush, Megan Bolin, Clark Mapes; 90 minute discussion) In January of this year, at the direction of City Council, staff initiated a study to examine whether changes to existing regulations are warranted to address the compatibility of new houses and additions in the East and West Side Neighborhoods (adjacent to downtown). Some residents are concerned a portion of the new houses and additions being built are not compatible with existing neighborhood character, particularly in the case of expanded houses that are much larger than existing houses in the vicinity. Potential implementation options have been developed, and staff is seeking feedback regarding which, if any, should be prepared for Council action. The options include the following: 1. No change 2. Design Assistance Program 3. Voluntary design review 4. Average -plus concept 5. Design standards 4. Other Business. 5. Adjournment.
