Foreman House, 239 North Grant Avenue, as a Fort Collins Landmark Pursuant to Chapter 14 of the City Code. RECOMMENDATION The Landmark Preservation Commission and staff recommend adoption of the Ordinance on First Reading. At a public hearing held on August 8,2007,the Landmark Preservation Commission voted unanimously to recommend designation of this property as a landmark for its significance to Fort Collins under Landmark Standard(1),for its historical association with the tremendous growth Fort Collins experienced following the 1904 opening of the Sugar Factory. EXECUTIVE SUMMARY The owners of the property,Erin Morgan and Erin Muths,are initiating this request for Fort Collins Landmark designation for the property. The J.E.Foreman House qualifies for Landmark designation under Landmark Standard (1). The house is associated with the period of tremendous growth and prosperity resulting from the opening of the Fort Collins Sugar Manufacturing Company factory in 1904. Although modified,the home is also interesting as an example of Classic Cottage architecture, retaining a preponderance of its stylistic characteristics. BACKGROUND History The house at 239 North Grant Avenue was constructed in 1907, at a time when Fort Collins was recovering from the depressed economy of the 1890s and experiencing a period of tremendous growth and prosperity. In 1904,the Fort Collins Sugar Manufacturing Company had opened its new factory in town and had begun to process its first sugar beets. Later that same year,the operation was purchased by the Great Western Sugar Company,who was to operate this industry for the next half century. The sugar beet industry stimulated the local economy by increasing population and employment and attracting new business to the area. As a result the city experienced a relatively large increase in the construction of new residences. Between 1900 and 1910, over 325 additional acres ofresidential subdivisions were platted and annexed within Fort Collins. hi addition,the house is interesting as an example of popular early twentieth century architecture. Although somewhat altered,the structure has a clear central hipped-box shape,characteristic of the Classic Cottage style. August 21, 2007 -2- Item No. 17 This style employed less ornamentation and more classical details than the earlier Victorian Era styles. Usually a one-story or one-and-a-half story house,the Classic Cottage was a smaller version of the popular Foursquare form,and was quite common in middle and working class neighborhoods throughout the city during the early twentieth century. As evidenced by the house at 239 North Grant, this style was characterized by a square or rectangular floor plan,hipped roof, front dormer, and wide front porch. It clearly embodies the distinctive characteristics of a type,period,and method of construction, and would be considered a contributing element of a potential landmark district in the Holy Family neighborhood. James E. Foreman and his wife, Jessie May, are listed as the first occupants of the home at 239 North Grant. A farmer and teamster, he lived here with his family until moving to Missouri circa 1911. The current owners, Erin Morgan and her daughter, Erin Muths, intend to restore the home to reflect more of its original appearance. FOREMAN HOUSE 239 NORTH GRANT AVENUE, FORT COLLINS, COLORADO WHEREAS, it is a matter of public policy that the protection, enhancement and perpetuation of sites, structures, objects, and districts of historical, architectural, or geographic significance, located within the city, are a public necessity and are required in the interest of the prosperity, civic pride and general welfare of the people; and WHEREAS, it is the opinion of the City Council that the economic, cultural and aesthetic standing of this city cannot be maintained or enhanced by disregarding the historical, architectural and geographical heritage of the city and by ignoring the destruction or defacement of such cultural assets; and WHEREAS, the J. E. Foreman House has significance to Fort Collins under Landmark Standard (1), for its historical association with the tremendous growth Fort Collins experienced following the 1904 opening of the Sugar Factory; and WHEREAS, the Landmark Preservation Commission has determined that the J. E. Foreman House meets the criteria of a landmark as set forth in Section 14-5 of the code and is eligible for designation as a Fort Collins Landmark; and WHEREAS, the owners of the property, Erin Morgan and Erin Muths, have consented to such landmark designation. NOW, THEREFORE, be it resolved by the Landmark Preservation Commission of the City of Fort Collins as follows: Section 1. That the property known as the J. E. E. Grant Ave. is significant to our community under Landmark Standards (1) and(3). Its construction, in 1907, corresponds to a time when Fort Collins began to emerge as a prosperous city and was attracting new industry, principally the Great Western Sugar Company. Furthermore, the home is a good example of the Classic Cottage style of architecture, popular during the early twentieth century, with many distinctive stylistic characteristics. Architecture: The J. E. Foreman House is significant as an example of a notable style of popular, early twentieth century architecture. A good example of the Classic Cottage style, the residence has a clear central hipped-box shape, characteristic of the Classic Cottage, which was one of the most commonly constructed styles in Fort Collins during the early twentieth century. This style employed less ornamentation and more classical details than the earlier Victorian Era styles. Usually a one-story or one-and-a-half story house, the Classic Cottage was a smaller version of the popular Foursquare form, and was quite common in middle and working class neighborhoods throughout the city. Foreman House was constructed circa 1907. This home is a rectangular shaped, one- story masonry structure, with bellcast hip roof. The exterior is stucco over what are likely brick walls. The roof is moderatly pitched, with wide overhanging boxed eaves. The home's east facade displays a centrally placed entrance with evenly spaced windows on either side. The one- story, nearly full-width open porch has a shed roof supported by squared posts. The roof features a small but distinctive hipped-roof dormer on the east facade. The windows are mainly narrow, one-over-one double hung windows, with brick segmental arches and stone lintels. The west elevation has an older, shed roof addition; it is also stuccoed. The house has retained a preponderance of integrity. Alterations include: 1) previous owners removed the two brick chimneys sometime after 1977; 2) shed addition, unknown date, possibly the "remodeling" referred to in the 1925 building permit record; 3) three bubble skylights -- two on the north, and one on the west roof slope. Because most of the modifications to the house occurred prior to 1948, the house maintains good historic integrity, and is in good condition. The property has one outbuilding. This is a new, non-contributing detached garage, constructed in 2005, that replaced a deteriorated garage. History: The house at 239 N. Erin Morgan,who, along with her late husband, ran a firm specializing in architecture and conservation, and her daughter Erin Muths, of the United States Geological Survey, are the current owners of the home, and are seeking its recognition and protection through Landmark Designation. RECOMMENDATION: Staff recommends approving this request for Fort Collins Landmark designation of the J. E. Foreman House has significance to Fort Collins under Landmark Designation Standard(1)because of its association with the period of tremendous growth and prosperity resulting from the opening of the Fort Collins Sugar Manufacturing Company factory in 1904 and although somewhat modified, the home is also interesting as an example of Classic Cottage architecture, retaining a preponderance of its stylistic characteristics; and WHEREAS,the Commission has further determined that said property meets the criteria of a landmark as set forth in Section 14-5 of the Code and is eligible for designation as a landmark,and has recommended to the City Council that said property be designated by the City Council as a landmark; and WHEREAS, the owners of the property have consented to such landmark designation; and WHEREAS, such landmark designation will preserve the property's significance to the community; and WHEREAS, the City Council has reviewed the recommendation of the Commission and desires to approve such recommendation and designate said property as a landmark. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the property known as the J.E. Foreman House and the adjacent lands upon which the historical building is located,in the City of Fort Collins,Larimer County,Colorado, described as follows, to wit: East 100 Feet of North Half of Lot 10 and East 100 Feet of Lot 11 Block 292, West Side Addition also known as 239 North Grant Avenue is hereby designated as a Fort Collins landmark pursuant to Chapter 14 of the Code of the City of Fort Collins. In addition to the historic house, the property contains a recently constructed garage. This garage is not eligible for designation, and is not a part of these designation proceedings. Section 2. That the Secretary of the Interior's standards and guidelines for the treatment of historic properties will serve as the standards by which alterations, additions and other changes to the buildings and structures located upon the above described property will be reviewed for compliance with Chapter 14, Article III, of the Code of the City of Fort Collins.
