RECOMMENDATION Staff recommends adoption of the Resolution. EXECUTIVE SUMMARY Vacancies currently exist on the Affordable Housing Board due to the resignations of Rachel Davis and Kevin Brinkman. Applications were solicited and Councilmembers Poppaw and Brown conducted interviews. The interview team is recommending Ben Blonder and Marie Edwards to fill the vacancies with terms to begin immediately and set to expire on December 31, 2009 and December 31, 2011 respectively. A vacancy currently exists on the Community Development Block Grant Commission which was not filled during the annual appointment process. Applications were solicited, Mayor Hutchinson and Councilmember Manvel conducted interviews and are recommending Tom LeSavage to fill the vacancy with a term to begin immediately and set to expire on December 31, 2009. Vacancies currently exist on the Commission on Disability due to the resignations of Robert Gerk and Joan Cook. Applications were solicited and Mayor Hutchinson and Councilmember Poppaw conducted interviews. The Council interview team is recommending Laura Burnett to fill one vacancy with a term to begin immediately and set to expire December 31,2011. Interviews will be scheduled later this month for consideration of filling the second vacancy. A vacancy currently exists on the Human Relations Commission due to the resignation of Lisa Poppaw. Applications were solicited and Councilmembers Poppaw and Brown conducted interviews.The Council interview team is recommending Kelly Evans to fill the vacancy with a term to begin immediately and set to expire on December 31, 2010. Vacancies currently exist on the Land Conservation and Stewardship Board due to the resignations of Michelle Brown and Greg Snyder. Mayor Hutchinson and Councilmember Manvel reviewed the applications on file and are recommending Trudy Haines and Raymond Boyd to fill the vacancies with terms to begin immediately and set to expire on December 31, 2008. July 17, 2007 -2- Item No. 16 A vacancy currently exists on the Senior Advisory Board due to the resignation of Matt Malcolm. Applications were solicited. Mayor Hutchinson and Councilmember Manvel conducted interviews and the Council interview team is recommending Matthew Jackson to fill the vacancy with a term to begin immediately and set to expire on December 31, 2008. A vacancy currently exists on the Telecommunications Board due to the resignation of Robert Reichenberger. Councilmembers Roy and Ohlson reviewed the applications on file. The Council interview team is recommending Joseph Schneider to fill the vacancy with a term to begin immediately and set to expire on December 31, 2011. Vacancies currently exist on the Transportation Board due to the resignations of Rick Price and Jeannette Hallock-Solomon. Applications were solicited and Councilmembers Troxell and Ohlson conducted interviews. The Council interview team is recommending Shane Miller and Scott Vantatenhove to fill the vacancies with terms to begin immediately and set to expire on December 31, 2008 and December 31, 2010 respectively. Vacancies currently exist on the Women's Commission due to the resignations of Mona Schatz and Shelby Maier. Applications were solicited. Councilmembers Roy and Brown conducted interviews and are recommending Hollie Kopp and Mary Beth Lathrop to fill the vacancies with terms to begin immediately and set to expire on December 31, 2009. A vacancy currently exists on the Youth Advisory Board due to the resignation of Ryan Hennig. Applications were solicited. Councilmember Poppaw and Mayor Hutchinson conducted interviews. Also my average price point of homes sold is right around $180,000, so you can see that affordable homes are my specialty. The purpose of this class is to educate high school seniors and college freshman on the credit system in the United States. which I think is an unfair system because most people do not understand how it works I plan to give free seminars in a classroom environment. Affordable housing brings to mind certain things about the potential buyers. Maybe the people getting into these lower priced homes don't have all that much money for a downpayment or maybe they do not have the best credit. These are the people that are getting foreclosed on. These are the people whose credit is getting destroyed. Something needs to be done about this to stop this foreclosure epidemic in Colorado that mostly affects first time homebuyers! 2) Lack of Accountability For Lenders and Appraisorsln the real estate community, Realtors have very high standards of practice and ethics that we are held to, and held accountable to. For some reason, this does not apply to appraisors and lenders. I think that is ridiculous. Those are the people that can really get you into trouble. Lenders and appraisors seem to only have their interests in mind and iust try to make a buck. I know this is not the case with all of them, but I believe there should be more accountability in this industry. 3) Bad Loan ProductsToo many people are in so-called "shady" loan programs. With so many lenders and loan products, it really can get confusing for people, even people like me who make lending and real estate their profession. Also, people that do not speak English as their first language are much more prone to signing loan documents that will come back and hurt them down the road. Again, education and understanding is the key here. These things are not justified on a wide scale base. We must all understand that like anything else, not all associated with those groups are evil. 2) This community is growing and expanding, along with that comes new people moving to the city. We as a city must welcome all people and include them into our community in order to still be the number one city to live in. 3) The state government has done a lot towards sexual orientation and imigration this last session. They are setting the tone that we must follow. To do this requires education to remove those prejudices that many have to those that are different. In addition, I led a project to determine factors that lead to deer/auto collisions and looked into methods of reducing the numbers of deer/auto accidents. I was Team Leader in the development of an EIS that assessed the effects of power line construction and housing developments on wildlife that wintered in the R oaring Fork Valley in Pitkin County, Colorado I left the Division of Wildlife in 1975 and went to work for the Bureau of Land Management as a Wildlife Biologist on an EIS Team that was formed to assess effects on wildlife species that were found on public lands being considered for surface mining of coal. I did all of the wildlife assessments on 21 EIS's. After the EIS Team was disbanded, I was assigned duties that included management of bighorn sheep on all BLM lands. I was designated as a"Clearing house"for requests for assistance by other Wildlife Biologists on various wildlife problems. I published a Technical Manual"Mountain Sheep Ecosystem Management Strategy in the 11 Western States and Alaska",wrote the Chapter on American Elk in the Wildlife Management Institute Publication`Big Game of North America-Ecology and Management and was a Technical Editor and Chapter Author on various big game animals in the BLM publication "Inventory and Monitoring of Wildlife Habitats. Fort Collins must take an active role in building connections with surrounding communities that will ensure positive dialogue and eventual development of an RTA that will increase quality of life for all involved.This endeavor must be handled in cooperation with, not competition, of our neighbors. With the Greeley City Council recently voting to address transportation issues without a RTA the need for more effective communication on the subject is dire. 2) The Mason Corridor project is placing Fort Collins at a crossroad for its future. With the Mason Corridor Fort Collins can nurture a urban style of sustainable living that will draw many new businesses and residents that have in the past overlooked Fort Collins for destinations such as LoDo in Denver and Boulder.This new urban corridor will create a new lifestyle in Fort Collins without sacrificing the current suburban lifestyle that so many enjoy and covet. This project will help strengthen Fort Collins for future sustainable growth and make life more pleasant for those already here. 3) The Downtown River Proiect is another transportation issue that I believe can bring many benefits to Fort Collins. This project will also bring the issue of through-truck routes along Jefferson Street to Colorado Highway 14 into debate. This past weekend I attended a semi ai called "Go Run" which advocates for women in political leadership It inspired me to serve our community more actively by building networks and creating opportunities for women. If women were truly represented historically, culturally, politically, etc.There would be no need for"women's history" month.We need a people's history where women are truly represented and our full contributions to history and culture recognized. 2) Representation:When attending the last city council meeting I was struck at the make up of the council which is predominantly older white male. The one exception to that demographic only made it there by a hair's breadth. The Commission has a role to piaV encouraging participation of women in all levels of governance, especially women of color. 3) Media: Often the media portray women in terms of"hair, hemlines and husbands". In other words, we are not portrayed as community activists, leaders and experts as much as we are portrayed as mothers, spouses or sexual objects. While I do not diminish the role of women as mothers or partners, it is important that women are seen equally in other roles as well. I would like to see the Commission promote women as experts and leaders in all forms of local media and that women in these roles are credited more frequently. This application was submitted online on: Jun-13-2007 08:11 PM Briefly explain what you believe are the three most important issues facing the Youth Advisory Board, and how do you believe the board or commission should address each issue? t) 1 think that one of the most pressing issues for teens in this town is a creation or betterment of a forum where they can express opinions through creative outlets like music writing and art Z) 1 believe that too often it is assumed that teens aren't interested in volunteer work and productive activities making programs both more widely available and more widely publicized could create a feeling of teens being more connected to the city. 3) It is saddening to me to see that programs for youth at the library and Youth Activity Center are poorly attended and have a lack of interest.
