First Reading of Ordinance No. 110, 2007, Designating the Parsons/Morgan House and Attached
Garage,723 West Olive Street,as a Fort Collins Landmark Pursuant to Chapter 14 of the City Code.
RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
At a public hearing held on September 12, 2007, the Landmark Preservation Commission voted
unanimously to recommend designation of this property as a landmark for its significance to Fort
Collins as representative example of Bungalow architecture, and for its contributions to the
architecturally and historically significant Loomis Addition.
EXECUTIVE SUMMARY
The owner of the property, Myrne Watrous, is initiating this request for Fort Collins Landmark
designation for the property. The Parsons/Morgan House, located at 723 West Olive Street, is
eligible for Landmark Designation under Standard 3. The home remains a very nice example of a
Bungalow,which was a popular architectural form throughout the 1920s. Built circa 1927 for Anna
and Fred Parsons, the home, while undergoing some alteration, has retained a preponderance of
integrity. The house also features a small attached garage located on the southwest corner of the
building. This historic garage dates to the home's period of significance, and is a part of this
designation application. The Parsons/Morgan House and Attached Garage is located in the Loomis
Addition, a noteworthy neighborhood exemplified by its large number of architecturally and
historically significant homes. This designation will continue a legacy of historical recognition and
protection of this significant neighborhood.
BACKGROUND
History and Architecture
The origins of the Bungalow can be traced to the American and English Arts and Crafts Movements
of the 1880s and 1890s. The Arts and Crafts movement was a direct counter to the blatant
materialism of the Victorian era. The movement emphasized modest,efficient buildings constructed
of local materials made to blend relatively seamlessly with their surroundings. The Bungalow was
popular throughout the U.S. during the first three decades of the twentieth century. Typically the

buildings were wood framed and one to one-and-a-half-stories tall. Bungalow homes emphasized
their horizontal elements and remained grounded with low pitched roofs and wide rectangular or
square footprints. More often then not, a large front porch was included. Typically the exterior
walls and gable ends were composed of different materials to add contrast and visually break up the
otherwise simple structure. The most commonly used materials for this purpose were stucco,
horizontal lap siding, or shingles. The final result was a building which "stressed comfort and
utility...and a lack of pretension." (Colorado's Historic Architecture, pg 40)
Just as the rest of the country chose to embrace this form and style, Fort Collins was no exception,
and the city boasts many buildings of this type. The Craftsman Bungalow located at 723 West Olive
holds true to many of the above mentioned criteria.The Parsons/Morgan House is a one story,wood-
framed, side-gabled building and rests on a concrete foundation. The roof is covered with
composition shingles and is at a shallow pitch. The front and rear eaves, as well as the side
overhangs, protrude roughly one-and-a-half feet beyond the exterior walls of the building and are
boxed. A beige brick chimney,located on the northeast corner of the house,protrudes roughly four
feet above the roof. Furthermore,prominently featured on the north side of the house,directly over
the front door, is a small gable-and-valley porch cover.
The Parsons/Morgan House was originally built for Anna C. and Fred H. Parsons. The Parsons'
retained ownership until 1941, when ownership transferred to Dale W. and Alma E. Morgan. The
Morgans lived at 723 West Olive for nearly 60 years, until their deaths in 1999. The property was
then purchased by its current owner, Myme Watrous,who has been working to restore the house to
more of its original appearance. Currently,the house,including the gable ends,is covered with non-
historic horizontal metal siding,which will eventuallybe removed to expose the underlying historic
fabric. Evenly spaced on either side of the front door are matching sets of three double-hung
windows. The western exterior wall displays five windows of varying styles and sizes, three of
which are located on a distinctive hipped bay. The house is accessed in the front by a concrete
staircase flanked by decorative iron handrails and posts, an alteration from the original Craftsman
timbers.
The house also features a small attached garage located on the southwest comer of the building. This
is a front-gabled, single car garage with horizontal siding and a composition shingle roof. This
historic garage dates to the home's period of significance, and is a part of this designation
application.

RECOMMENDING LANDMARK DESIGNATION OF THE
PARSONS/MORGAN HOUSE and ATTACHED GARAGE
723 WEST OLIVE STREET, FORT COLLINS, COLORADO
WHEREAS , it is a matter of public policy that the protection, enhancement and perpetuation
of sites, structures, objects, and districts of historical , architectural, or geographic significance,
located within the city, are a public necessity and are required in the interest of the prosperity,
civic pride and general welfare of the people; and
WHEREAS , it is the opinion of the City Council that the economic , cultural and aesthetic
standing of this city cannot be maintained or enhanced by disregarding the historical ,
architectural and geographical heritage of the city and by ignoring the destruction or defacement
of such cultural assets ; and
WHEREAS , the Parsons/Morgan House and Attached Garage has individual significance to
Fort Collins under Landmark Standard (3 ), as a nice example of Bungalow architecture, popular
throughout the 1920s, and for its architectural contributions to the Loomis Addition, a
noteworthy neighborhood exemplified by its large number of architecturally and historically
significant homes; and
WHEREAS , the Landmark Preservation Commission has determined that the Parsons/
Morgan House and Attached Garage meets the criteria of a landmark as set forth in Section 14- 5
of the code and is eligible for designation as a Fort Collins Landmark ; and
WHEREAS , the owner of the property, Myme Watrous, has consented to such landmark
designation.
NOW, THEREFORE, be it resolved by the Landmark Preservation Commission of the City
of Fort Collins as follows :
Section 1 . That the property known as the Parsons/Morgan House and Attached Garage, and
the adjacent lands upon which the historical resources are located, in the City of Fort Collins,
Larimer County, Colorado , described as follows, to wit :

be designated as a Fort Collins Landmark in accordance with Chapter 14 of the Code of the City

Significance and Physical Integrity:
The Parsons/Morgan House, located at 723 West Olive Street, is significant to Fort Collins and
eligible for Landmark Designation under Standard 3 . The home remains a very nice example of
a Bungalow, which was a popular architectural form throughout the 1920s. Built circa 1927 for
Anna and Fred Parsons, the home, while undergoing some alteration, has retained a
preponderance of integrity. The home is a quaint and modest feature within its Old Town
context and serves as a monument to our city's rational and refined architectural heritage. The
house also features a small attached garage located on the southwest corner of the building. This
historic garage dates to the home ' s period of significance, and is a part of this designation
application
The Parsons/Morgan House and Attached Garage is located in the Loomis Addition, a
noteworthy neighborhood exemplified by its large number of architecturally and historically
significant homes . Just on the same block as this property, there are already three additional
Landmark properties : the William and Eva Stroud House and Garage, next door at 717 West
Olive; the Winslow/Guard House, at 730 West Olive; and, additionally, Myrne 's parent ' s house,
the Watrous House and Garage, 301 South Loomis, which received Landmark recognition in
1997. Myrne Watrous wishes to continue this legacy of historical recognition and protection of
this significant neighborhood through the Landmark designation of the Parsons/Morgan House
and Attached Garage,
Architecture:
The origins of the Bungalow can be traced to the American and English Arts and Crafts
Movements of the 1880s and 1890s. While England was embracing this new modest and
practical building type, Americans also began to adopt the building type and the principles
behind it. The Arts and Crafts movement was an explicit attack on the blatant materialism of the
Victorian era. The movement emphasized modest, efficient buildings constructed of local
materials made to blend relatively seamlessly with their surroundings. The Bungalow form was
derivative of this movement. Bungalows made their first appearance in the United States on the
eastern seacoast. Initially they were popular as inexpensive summer cottages. However, it was

not long before this building form spread throughout the country.
American Arts and Crafts as expressed in the Bungalow form and the Craftsman style eventually
spread throughout the U. S . during the first three decades of the twentieth century. The most
prominent advocate for this movement in America was Gustav Stickley ( 1858- 1942) . Stickley
was an architect and furniture designer as well as the publisher of a monthly magazine called The
Craftsman . Stickley' s ideas would become the guidelines for American Bungalows of all styles,
including the Craftsman style. The buildings were to be modest in size and scale, holding true to
the earlier Arts and Crafts notion of Humanism versus blatant materialism. Typically the
buildings were to be wood framed and one to one-and-a-half-stories tall . However, some
Craftsman Bungalows were originally constructed as two stories . The buildings were to
emphasize their horizontal elements and remain grounded with low pitched roofs and wide
rectangular or square footprints. More often then not, a large front porch was included.
Typically the exterior walls and gable ends were composed of different materials to add contrast
and visually break up the otherwise simple structure. The most commonly used materials for this
purpose were stucco, horizontal lap siding, or shingles. As a further holdover from the early Arts
and Crafts movement, Bungalows were to be composed of regional materials matching the colors
and tones of the surrounding environment. With all or most of these features included, the final
result was to be a building which "stressed comfort and utility . . . and a lack of pretension. "

Just as the rest of the country chose to embrace this form and style, Fort Collins was no
exception, and the city boasts many buildings of this type. The Craftsman Bungalow located at
723 West Olive holds true to many of Stickely' s above mentioned criteria. As Stickley
explained, the Bungalow is "a house reduced to its simplest form, which never fails to harmonize
with its surroundings because its low broad proportions and absolute lack of ornament give it a
character so natural and unaffected that it seems to sing into a blend with any landscape. " The
modest home at 723 West Olive is just such a building and should be formally recognized as
historically significant. (Cigliano, 12)

Morgan . Alma Morgan worked as a clerk at Collins Sewing Center, and Dale managed the Auto
Parts Company, located at 112 S . College (designated as a Fort Collins Landmark in 1992) .
Sometime between 1968 and 1972, Dale Morgan became the sole owner of this business, until
his retirement between 1981 and 1983 . Incredibly, the Morgans lived at 723 West Olive for
nearly 60 years, until their deaths in 1999 . Later that year, Myrne Watrous, the current owner
seeking Landmark Designation, bought the home from the Morgan' s estate. The name Watrous
has been a fixture in our city since 1871 , when William F. Watrous settled here from Wisconsin .
Myrne represents the fourth generation of this family living in Fort Collins . Perhaps most
notable, Myrne is a relative of famous local historian Ansel Watrous. His 1911 History of
Larimer County is one of the most highly regarded histories of our region and has been
recognized as such for generations . Myrne has also made a significant and positive impact on
our community throughout her life . Myrne ' s interest in history has led her to serve on several
local commissions and committees, including, the Poudre Landmarks Foundation, the Fort
Collins Historical Society, and the Fort Collins Landmark Preservation Commission.
RECOMMENDATION : Staff recommends that the Landmark Preservation Commission finds
that the Parsons/Morgan House and Attached Garage, at 723 West Olive Street, is eligible for
designation as a Fort Collins Landmark, having significance to our community under Landmark
Standard 3 , as a representative example of Craftsman architecture, and that the Commission
recommends that the Fort Collins City Council approve this designation.

historically significant homes . Just on the same block as this property , there are
already three additional Landmark properties : the William and Eva Stroud House and
Garage , next door at 717 West Olive ; the Winslow/Guard House , at 730 West Olive ;
and , additionally , Myrne ' s parent' s house , the Watrous House and Garage , 301 South
Loomis , which received Landmark recognition in 1997 . Myrne Watrous wishes to
continue this legacy of historical recognition and protection of this significant
neighborhood through the Landmark designation of the Parsons/Morgan House and

I understand that upon designation , I or my successors will be requested to notify the
Secretary of the Landmark Preservation Commission at the City of Fort Collins prior to the
occurrence of any of the following :
1 . Preparation of plans for reconstruction or alteration of the exterior of the
improvements on the property , or;
2 . Preparation of plans for construction of, addition to , or demolition of improvements
on the property
3 . 1 further understand that if I apply for a building permit for any one of the following :
a . Alteration or reconstruction of, or an addition to , the exterior of any
improvement which constitutes all or part of a landmark structure or landmark
district;
b . Demolition or relocation of any improvement which constitutes all or part of a
landmark structure or landmark district ;
c . Construction or erection of, or an addition to , any improvement upon any land
included in a landmark district;
d . Or if I proceed with any work not requiring a building permit as set forth in
Section 14-47 ;
The Building Inspector and the Landmark Preservation Commission shall be under the time
constraints and other requirements as outlined in Chapter 14 , Article III of the Code of the
City of Fort Collins .

ORDINANCE NO. 110, 2007
OF THE COUNCIL OF THE CITY OF FORT COLLINS
DESIGNATING THE PARSONS/MORGAN HOUSE AND
ATTACHED GARAGE, 723 WEST OLIVE STREET, FORT COLLINS,
COLORADO, AS A FORT COLLINS LANDMARK PURSUANT
TO CHAPTER 14 OF THE CODE OF THE CITY OF FORT COLLINS
WHEREAS, pursuant to Section 14-2 of the City Code, the City Council has established a
public policy encouraging the protection, enhancement and perpetuation of landmarks within the
City; and
WHEREAS, by Resolution dated Septemberl2, 2007, the Landmark Preservation
Commission (the "Commission") has determined that the Parsons/Morgan House and Attached
Garage has individual significance to Fort Collins under Landmark Designation Standards(3), as a
representative example of Bungalow architecture,and for its contributions to the architecturally and
historically significant Loomis Addition; and
WHEREAS,the Commission has further determined that said property meets the criteria of
a landmark as set forth in Section 14-5 of the Code and is eligible for designation as a landmark,and
has recommended to the City Council that said property be designated by the City Council as a
landmark; and
WHEREAS, the owner of the property has consented to such landmark designation; and
WHEREAS, such landmark designation will preserve the property's significance to the
community; and
WHEREAS, the City Council has reviewed the recommendation of the Commission and
desires to approve such recommendation and designate said property as a landmark.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the property known as the Parsons/Morgan House and Attached Garage,and
the adjacent lands upon which the historical resources are located, in the City of Fort Collins,
Larimer County, Colorado, described as follows, to wit:
LOT 18, SUB OF LOTS 2, 3 & 6, BLOCK 278, LOOMIS ADDITION
also known as 723 West Olive Street
is hereby designated as a Fort Collins landmark pursuant to Chapter 14 of the Code of the City of
Fort Collins.
Section 2. That the Secretary of the Interior's standards and guidelines for the treatment of
historic properties will serve as the standards by which alterations, additions and other changes to
the buildings and structures located upon the above described property will be reviewed for
compliance with Chapter 14, Article III, of the Code of the City of Fort Collins.
Introduced, considered favorably on first reading, and ordered published this 2nd day of
October, A.D. 2007, and to be presented for final passage on the 16th day of October, A.D. 2007.
