Please call 221-6515 (TDD 224- 6001)for assistance. WORK SESSION May 25, 2010 6:00 p.m. 1. Call Meeting to Order. 2. Plan Fort Collins: Phase 2 - Preliminary Vision and Policy Choices. (staff: Joe Frank, Kathleen Bracke; 2 hour discussion) The Plan Fort Collins effort is in Phase 2 of its planning process. Phase 2 focuses on refining the community's vision, identifying new policy choices and the associated trade- offs and consequences, and begins to establish preferred directions for a new City Plan and Transportation Master Plan, and related implementation actions. The primary purpose of the May 25, 2010, Work Session is to inform and obtain Council input regarding the vision and new policy choices contained in the draft Preliminary Vision & Policy Choices Outline ("Outline"). The Outline has been prepared from input and discussions among City staff, consultants, and City boards and commissions, as well as from public input during Phase 1. The Outline provides the focus for the more detailed planning work during Phase 2 of the Plan Fort Collins process. It is also important that the Council be comfortable with the new policy choices, as they will provide the basis for the alternatives analysis process and public discussion at community events, boards and commissions discussions, and focus group meetings that are planned for this summer. May 25, 2010 3. Midtown Redevelopment Study — Draft Recommendations and Action Plan. (staff: Mike Freeman, Josh Birks; 1 hour discussion) The Midtown Redevelopment Study was prepared to evaluate the redevelopment potentials of the College Avenue corridor, leveraging the Mason Corridor Bus Rapid Transit investment and redevelopment opportunities at Foothills Mall. The Study was prepared by an interdisciplinary team of consultants. The Study presents several planning concepts that will lay a foundation for redevelopment along the corridor, two potential redevelopment scenarios for the Mall, and an Action Plan to implement redevelopment in the Study area. The Study has included numerous stakeholders including the South Fort Collins Business Association, property owners, business owners, and area developers. 4. Proposed Amendments of the Harmony Corridor Plan and Harmony Corridor Standards and Guidelines Regarding_the I-25 Gateway (staff: Clark Mapes, Joe Frank; 1 hour discussion) Amendments to the Harmony Corridor Plan and Harmony Corridor Standards and Guidelines are proposed, involving a 540-acre area on the northwest and southwest corners of the I-25/Harmony Road interchange. This area is described as the "gateway area" because of its location at this major highway entrance to Fort Collins. The essential_policy issue is a change in land use designation from "Basic Industrial Non- Retail Employment" to "Harmony Gateway District", which would allow a much wider mix of uses, in addition to employment uses. This shift in uses would be accompanied by new standards and guidelines for development in privately-owned portions of the area. The new standards would require development to form a compact, concentrated pedestrian-oriented district centered on a waterway, with extensive river valley landscaping to establish a distinct image. 5.
