First Reading of Ordinance No. 095,2003,Authorizing the Appropriation of Funds for Expenditures
for Capital Improvements and Operating Expenses at the Fort Collins-Loveland Airport.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on First Reading.
FINANCIAL IMPACT:
The Fort Collins-Loveland Municipal Airport will receive a Federal Aviation Authority Grant in the
amount of$331,660, and a Colorado Department of Aviation Grant in the amount of$7,550. This
Ordinance appropriates the City's share of those grant funds as well as the City's share of$80,730
in Airport reserves for certain operating and capital expenditures.
EXECUTIVE SUMMARY:
The Airport's budget for 2003 did not include any carry-over capital projects or new capital projects
due to the change in management at the Airport. This Ordinance appropriates $40,060 for
completion of the FAA sponsored aircraft ramp area reconstruction project;$63,080 for design costs
of the FAA sponsored snow removal building addition;and$277,800 for estimated costs to prepare
the FAA sponsored Airport Master Plan Update Study. The appropriation also includes$39,000 of
Airport reserve funds for operating costs needed to meet FAA safety standard requirements for
runway/taxiway striping, federal transportation security regulations, repair of snow removal
equipment damaged in the blizzard earlier this year and for surveying costs to clarify land lease
discrepancies. Total revenue anticipated to be received from the FAA and State of Colorado is
$339,210. Total Airport funds utilized are$80,730.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE APPROPRIATION OF FUNDS FOR EXPENDITURES
FOR CAPITAL IMPROVEMENTS AND OPERATING EXPENSES
AT THE FORT COLLINS-LOVELAND AIRPORT
WHEREAS, in 1963, the City of Fort Collins (the "City") and the City of Loveland
agreed to the establishment of a regional general aviation facility and became owners and
operators of the Fort Collins-Loveland Municipal Airport (the "Airport"); and
WHEREAS, the Airport is operated as a joint venture between the City of Fort Collins
and the City of Loveland (the "Cities"), with each city retaining a 50% ownership interest,
sharing equally in policy-making and management, and with each assuming responsibility for
50% of the capital and operating costs associated with the Airport; and
WHEREAS, the Airport Manager recommends additional operating and capital
expenditures, totaling $419,940, in 2003, that were not included in the 2003 Airport budget, as
follows:
Aircraft tie-down ramp area restoration $ 40,060
Design costs associated with an addition to the snow
• removal equipment building 63,080
Airport Master Plan update 277,800
Airport operating costs including taxiway/runway
striping, snow blower repairs, surveying costs,
security badging equipment, and tools 39,000
Total $419,940
WHEREAS, funding for the aforementioned Airport appropriations has been identified
as follows:
Federal Aviation Authority grant funds $ 331 660
Colorado Department of Aviation grant funds 7,550
Fort Collins-Loveland Airport prior year reserves 80,730
Total $ 419,940
WHEREAS, the City of Fort Collins' share of the additional 2003 Airport costs is
$209,970 ($419,940/2); and
WHEREAS, under the intergovernmental agreement between the Cities, the City of Fort
Collins' share of existing and unanticipated Airport revenue will be held and disbursed by the
City of Loveland, as an agent on behalf of the City of Fort Collins, since the City of Loveland is
providing finance and accounting services for the Airport; and

WHEREAS, in accordance with Article V, Section 8(b), of the Charter of the City of Fort
Collins, any expense or liability entered into by an agent of the City, on behalf of the City, shall
not be made unless an appropriation therefor shall have been made by the City Council; and
WHEREAS, it is the desire of the City Council to authorize the appropriation of
$209,970, of the revenues and reserves held by the City of Loveland, as agent and partner of the
Fort Collins-Loveland Airport, to be used for capital improvements and operating expenses at
the Fort Collins-Loveland Airport.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
FORT COLLINS that the City Council hereby authorizes the appropriation of TWO HUNDRED
NINE THOUSAND NINE HUNDRED SEVENTY DOLLARS ($209,970) to be used for capital
improvements and operating expenses at the Fort Collins-Loveland Airport.
Introduced, considered favorably on first reading, this 1st day of July, A.D. 2003, and to
be presented for final passage on the 15th day of July, A.D. 2003.
