EXECUTIVE SUMMARY Great Outdoors Colorado has awarded the City a Special Opportunity Grant for the completion of the Fossil Creek Trail north of Cathy Fromme Prairie to Spring Canyon Community Park, designating $500,000 for this construction-ready trail project. BACKGROUND / DISCUSSION The 1996 and the 2008 Parks and Recreation Policy Plans both reference the linkage of the Fossil Creek and Spring Creek Trails at Spring Canyon Community Park. The Foothills Natural Area Management Plan, completed in 2007, also references this trail segment which extends across the Pineridge Natural Area. Since the late 1990s, the Fossil Creek Trail has ended at Luther Lane. However, the recent acquisition of a trail easement north of County Road 38E enables the completion of this trail section. The trail underpass will provide a much needed safe crossing at County Road 38E, which carries approximately 7,000 cars per day. The project extends the Fossil Creek Trail from where it presently ends at Luther Lane through the underpass at County Road 38E. North of County Road 38E, the trail will be located on a trail easement on private land, enter Pineridge Natural Area, and continue north to the park site. The layout of the trail has been discussed with affected City staff, area residents, and Larimer County Engineering. The trail placement on Pineridge Natural Area has been coordinated with the Natural Resource staff, and construction of the project is scheduled for 2010. Funds from the Great Outdoors Colorado grant will make the trail underpass possible. Without this grant, the project would have to be phased in over a several years, as City funding allows. Pursuant to Great Outdoors Colorado regulations the City has until April 1, 2012, to complete the project. FINANCIAL/ ECONOMIC IMPACTS The$500,000 Great Outdoors Colorado Special Opportunity Grant awarded to the City of Fort Collins will be used for the development of the Fossil Creek Trail at County Road 38E. In total, the estimated cost for this 0.9 mile trail section, including the underpass of County Road 38E, is about$1,200,000. Funding for the remaining $700,000 of the cost is available in the Conservation Trust Fund. Annual operation and maintenance funding for the newtrail,available in the approved 2010 Park Maintenance budget, is estimated at$8,000. This grant will provide funding to extend the Fossil Creek Trail, and will also allow City funds to be used for other needed trail projects. ENVIRONMENTAL IMPACTS The trail will replace both a heavily used natural surface trail at Pineridge Natural Area as well as a trail situated in a drainage way that has erosion problems at Spring Canyon Community Park. The trail will provide residents south of July 6 2010 -2- ITEM 23 County Road 38E with safe off-street access to the park site. This project connects the Fossil Creek Trail to the Spring Creek Trail at the park site, enhancing access to the City's extensive trail, park, and natural area system. STAFF RECOMMENDATION, Staff recommends adoption of the Resolution. BOARD / COMMISSION RECOMMENDATION The Parks and Recreation Board voted 9-0 approving the grant application at its November 17, 2009 meeting. The Land Conservation and Stewardship Board voted 9-0 to recommend approval of the grant application at its November 11, 2009 meeting. PUBLIC OUTREACH During the design phase of the Spring Canyon Community Park in 2005, the trail segment was discussed with residents. More recently, discussions have been held with residents along the trail route and the Taft Canyon Homeowners Association. ATTACHMENTS 1. Location map 2. So he sends his apologies for not being able to attend Crown Club Inv tigation: There were several incidents that.lead to the change in concessionaire at Collindale Golf Course he incidents were discussed,and the contract specifies that the Director of Parks can require that employe conduct themselves in a proper fashion. It was decided by the Crown Pub management that they no long anted to be in contract with the City. The Golf Board was advised and they approved of the change. T FP process has started,and hopes to have around 7-8 bids. He will be part of the interview process. Park Planning Updates i There is a GoCo Grant available for$200,000-$500;000. GoCo requires a resolution from the City Council allow us to apply for the grant. We would us the grant money to expand the trail system from the Fossil Creek 1� Trail at 38E. The trail would start at Spring Canyon Community Park and then head south across Pineridge Natural Area to Highway 38E, under Highway 38E, and then South to Luther Lane. The total trail project has an estimated cost of$1,200,000. We need a recommendation from the Board. Foreman,Director Park Planning and Development Fossil Creek Trail at County Road#38E Great Outdoors Colorado(GOCO) Grant Great Outdoors Colorado is accepting projects for a Special Opportunity Grant. Staff is preparing an application for the Fossil Creek Trail from Luther Lane to Spring Canyon Community Park. This trail segment will include an underpass of County Road#38E. I The grant amounts will range from$200,000 to $500,000. The trail project has an estimated budget of$1, 2000,000. GOCO will make a decision on the winning grants in April, 2010. The project would be constructed in the summer/fall of 2010 if the grant is successful. Without the grant, we would definitely still do the trail from County Road 438E north through-Pineridge to the park. A review of revenues in the trail account would be done to see if the underpass and the connection to Luther Lane can also be funded in 2010. Great Outdoors Colorado now requires City Council to pass a resolution in support of the I grant application. I would like to have the support for the project from your Board to add j to the Agenda Item Summary. The resolution is scheduled for the December I`Council Meeting. Board comments: • DeBell• I vote yes on the GOCO grant. e Ellis: Yes, on the GOCO grant application, I agree wholeheartedly on a recommendation for the trail connection. i • ;Gaughan: The trail recommendation looks good, I vote yes. i • Germany: Great opportunity for connecting the trail system. I support this I recommendation. • Grooms: Yes, on the GOCO grant. o Haines: I definitely think the Board should support a recommendation to Council for the GOCO grant application to connect the Spring Creek and Fossil Creek trails across a portion of Pineridge. What a great opportunity for the community; these trails are heavily used and enjoyed. e Knowlton: I think the Board should support a recommendation to Council for the GOCO grant application for the Pineridge to Fossil Creek trail construction. • Mills: Yes, on the GOCO grant. This connection is a great opportunity to link the trail system. • Stanley: As long as the trail is sensitive to the environment in terms of placement, I vote yes on the GOCO grant. This trail connection will really be great for"my" side of town. I I I I RESOLUTION 2010-036 OF THE COUNCIL OF THE CITY OF FORT COLLINS AUTHORIZING THE CITY MANAGER TO ENTER INTO A GRANT AGREEMENT WITH THE STATE BOARD OF THE GREAT OUTDOORS COLORADO TRUST FUND FOR THE RECEIPT OF FUNDS FOR THE FOSSIL CREEK TRAIL AT COUNTY ROAD 38E WHEREAS, the Board of the Great Outdoors Colorado Trust Fund (the "GOCO Board") is a political subdivision of the State of Colorado which invests a portion of the net proceeds of the Colorado Lottery in the State's parks, wildlife, open space and recreational resources; and WHEREAS, in 1994 the GOCO Board created a statewide grant program pursuant to which eligible entities could apply for grants for local government parks and outdoor recreation projects; and WHEREAS, on April 1, 2010, the GOCO Board approved a grant application by the City for a Special Opportunity Grant to be used for completion of the Fossil Creek Trail north of Cathy Fromme Prairie to Spring Canyon Community Park, including an underpass at County Road 38E (the "Project"), and has awarded the City a grant in the amount of$500,000 to be used together with matching funds to construct the Project; and WHEREAS, the total cost of the Project is estimated at $1,200,000, with additional funding coming from the Conservation Trust Fund; and WHEREAS, the City is authorized to enter into intergovernmental agreements, such as a grant agreement, to provide any function, service or facility, under Article II, Section 16 of the Charter of the City of Fort Collins and Section 29-1-203, C.R.S.; and WHEREAS, the GOCO Grant Agreement, a copy of which is on file in the office of the City Clerk and available for public inspection (the "Grant Agreement"), requires a resolution, adopted by the governing body of the Grantee, authorizing the execution of the Grant Agreement and approving its terms and conditions; and WHEREAS, the Grant Agreement further requires that the City operate and maintain the Project for not less than 25 years, subject to the annual appropriation of funds, allow reasonable public access to the Project, and cooperate with the GOCO Board on publicity, public information and signage for the Project; and WHEREAS, City staff recommends that the City Council approve the Grant Agreement as described herein. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the City Manager is hereby authorized to enter into the Grant Agreement with the GOCO Board obligating the City to use the $500,000 in grant proceeds for construction of the Fossil Creek Trail, in substantially the form of agreement as is on file in the office of the City Clerk, and that the terms of the Grant Agreement are approved together with such other terms and conditions as the City Manager, in consultation with the City Attorney, determines to be necessary and appropriate to protect the best interests of the City.
