SUBJECT
Resolution 2007-031 Making Appointments to the Citizen Review Board and the Commission on
Disability.
RECOMMENDATION
Staff recommends adoption of the Resolution.
EXECUTIVE SUMMARY
A vacancy currently exists on the Citizen Review Board which was not filled during the annual
appointment process. Applications were solicited and City Manager Darin Atteberry and
Councilmembers Diggs Brown and Ben Manvel conducted interviews. The interview team is
recommending Anne Berry to fill the vacancy with a term to begin immediately and set to expire on
December 31, 2010.
Vacancies currently exist on the Commission on Disability due to the resignation of William
Livingston-Holt and the vacancy which was not filled during the annual appointment process.
Applications were solicited and Mayor Doug Hutchinson and Councilmember Karen Weitkunat
conducted interviews. The Council interview team is recommending Kimberlee Imig and Tim
Effinger to fill the vacancies with terms to begin immediately and set to expire on December 31,
2009 and December 31, 2010 respectively.

and serving the community. I also have a Iona-standina interest in law enforcement and my recent
experience at the Citizen Police Academy nave me a real desire to serve on this committee

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
t) Review of internal police investigations when requested.The Board owes it to the officer(s), the police department,
and the citizens of Fort Collins to investigate all issues completely,comprehensively, and fairly, to ascertain that
appropriate actions are taken.There should be a sense that this is a cooperative view, providing support for the
police department, and advisory help if it's needed to resolve a matter.
p) Provide an avenue for citizens to address issues of police activity.The Board should review any issue brought
before it by a citizen(s) regarding police procedure,to provide an interpretation, and arrive a resolution of the issue
There are on occasion issues which require "sorting out"with the help of a third party.
g) Provide a liaison between the police department and the members of the community. The Board should be a source
of information for the people of Fort Collins regarding the actions philosophy, and mechanics of the police
department. It should also provide an avenue for the citizenry to give feedback to the police department regarding
reasonable guidelines of police methods.

My long background in scientific research and investigation has given me a desire and ability to explore all aspects
of a matter, comprehensively and impartially,with a view to a thoroughly thought-out conclusion

Speak, read, write fluent Spanish. Am extremely patient. Vert/good oommumnication skills. HR training, meeting

OF THE COUNCIL OF THE CITY OF FORT COLLINS
MAKING APPOINTMENTS TO
THE CITIZEN REVIEW BOARD AND
THE COMMISSION ON DISABILITY
WHEREAS, a vacancy currently exists on the Citizen Review Board which was not filled
during the annual appointment process; and
WHEREAS,vacancies currently exist on the Commission on Disability due to the resignation
of William Livingston-Holt and due to the fact that one vacancy was not filled during the annual
appointment process; and
WHEREAS, the City Council desires to make appointments to fill these vacancies.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the following named persons are hereby appointed to fill current vacancies on the
boards and commissions hereinafter indicated,with terms to begin immediately and to expire as set
