EXECUTIVE SUMMARY The Cultural Development and Programming and Tourism Programming accounts(Fort Fund)provide grants to fund community events. This Resolution adopts the recommendations from the Cultural Resources Board to disburse these funds. BACKGROUND / DISCUSSION The Cultural Development and Programming and Tourism Programming accounts(Fort Fund),consist of a four-tiered funding system for organizations that apply for grants from Fort Fund. Tier#1 was established as an annual programming fund for organizations whose primary purpose is to present three or more public events annually. These groups may apply for funding from Tier#1 each April. Tier#2 allows organizations that are not eligible for Tier#1 support to apply for funding of events that are not fund- raising in nature and do not generate more than$5,000 in proceeds after expenses. Tier#3 allows organizations that are not eligible for Tier#1 support to apply for funding of events that generate more than $5,000 in proceeds after expenses and are fund-raising in nature.Applications for support from Tier#2 and Tier#3 are accepted each January and June. Tier#4 was established to further the goal of making Fort Collins a cultural center and destination. Tier#4 grants address a need in the cultural activity of Fort Collins, perpetuate the Tourism Fund by generating over night stays in local hotels, and/or develop new arts, cultural, or heritage tourism activities that have the potential to impact Fort Collins' cultural and economic growth. For April 2010 Tier#1 and#4 funding session, 27 applications were received with total requests equaling$302,495. The Cultural Resources Board,at its regular meeting of April 28,2010, recommended disbursement from funds in the City's Cultural Development and Programming and Tourism accounts totaling $148,200 to 17 applicants. The recommended disbursement is 49% of the total amount requested. FINANCIAL IMPACT C The Fort Fund program,established in 1989,disburses funds from the City's Cultural Development and Programming Account and the Tourism Programming Account in accordance with the provisions of Section 25-244 of the City Code, where 25%of the revenue from the lodging tax is designated for this use. Local non-profit organizations may apply to Fort Fund for cultural event support and must match the grant amount. These funds were budgeted and appropriated in the 2010 budget. SUSTAINABILITY: ECONOMIC, ENVIRONMENTAL AND SOCIAL IMPACTS Social Impact—The recommended Fort Fund grants will support more than 60 cultural events in the community. These events add to the quality of life of the community and expand cultural programming beyond what the City provides. May 18, 2010 -2- ITEM 19 Economic Impact—The non-profit arts are a $15.9 million industry in Fort Collins (Arts & Economic Prosperity III - Americans for the Arts). By awarding these grants, the City is partnering with 17 organizations to leverage a variety of cultural events that contribute to this economic impact and add to our quality of life. STAFF RECOMMENDATION Staff recommends adoption of the Resolution. BOARD / COMMISSION RECOMMENDATION The Cultural Resources Board recommends adoption of the Resolution. ATTACHMENTS 1. Call to Order: 5:17 p.m. - Ms. Sue Beck-Ferkiss II. Consideration of agenda: No changes III. Consideration and approval of minutes of March 25, 2010: Ms. Hixon made a motion to accept the minutes as amended. Mr. Moran seconded the motion. The motion passed unanimously. t IV. Public Input: None V. Fort Fund—Discussion and Funding Recommendations: The Board discussed the quality of the applications that were received for this funding session. They also discussed the following items regarding the Fort Fund granting process: The suggestion that core/local non profit organizations may be considered for higher funding than those that also receive tax based monies. The possible return of mandatory presentations for Tier 4 applicants. Granting qualifications that the current Fort Fund guidelines recommend/allow. The Board would also like for the Fort Collins Museum and the Discovery Science Center to address how their partnership will affect future applications for funding. Upon reviewing Ms. Stilwell's possible funding scenarios, the Board reviewed 19 Tier 1 grant applications and developed their recommendations. Ms. Hixon made a motion to distribute the funds according to the amended third scenario presented by Ms. Stilwell and to submit these recommendations for Fort Fund disbursements to City Council as outlined in the attached spreadsheet. Ms. Gilligan seconded the motion. Passed unanimously. Cftyof F6rt Collins The Board wanted it noted in the minutes that on April 27`h and 28Ih preceding the scheduled funding session, Ms. Hixon and Ms. Macdonald conveyed some ideas by e- mail to the Board members regarding possible funding options. Prior to their review of eight Tier 4 grant applications, the Board discussed their views on funding conferences and the revenues they may generate for the City. They then developed their recommendations. Ms. Gilligan made a motion to grant the top three organizations with the highest scores to be funded at $12,000 (Beet Street), $12,000 (Fort Collins Museum Foundation), and $12,000 (Downtown Business Association) respectively. Ms. Macdonald seconded the motion. Passed with Ms. Beck-Ferkiss opposing. Ms. Gilligan rescinded her previous motion. Ms. Macdonald seconded the rescinded motion. Passed unanimously. Ms. Hixon made a motion to grant the top three organizations with the highest scores to be funded at $15,000 (Beet Street), $12,000 (Fort Collins Museum Foundation) and $12,000 (Downtown Business Association) respectively and to submit these recommendations for Fort Fund disbursements to City Council as outlined in the attached spreadsheet. Mr. Hayes seconded the motion. Passed with Ms. Beck-Ferkiss opposing. The Board would like a letter sent to the organizations that were not recommended for funding to remind them that they are still eligible to apply for Tier 2 funding at the June session. VI. Other Business: Ms. Stilwell discussed her presentation to the City Council at their work session on Apr' 7, 2010 regarding the future of the Carnegie Building. Mr. Hayes attended the City Plan Focus Group for Boards and Commissions reported that the event was well presented, with numerous questions, comments and ative verbiage from the attendees. Ms. Beck-Ferkiss reminded the Board of the UniverCity Co nity Discussion and Brainstorming Forum on April 29, 2010. Ms. Macdonald informed the Board that Wolverine ublishing's online website, • matterdaily.org, received an NEA grant. Fort Fund event reports: Ms. Beck-Ferkiss attended the Disabled Resour ervices Wine Fest XXVIII and reported that it was a packed, high quality event. She attended the Dance Festival presented by High Performance Dance, and reported that t presentation was well done but poorly attended. Ms. Hixon attended Ripple, present y IMPACT Dance Company. She reported that the event was professionally done and ve well attended. She also attended the reception for the 19t' Annual National Art Show ale presented by the Artists Association of Northern Colorado and stated that it too was ell done and well attended. Mr. Hayes attended..sKeral events at various venues sponsored by the Fort Collins Musicians Association. VI1. :58 p.m. Resp , Gail Budner RESOLUTION 2010-028 OF THE COUNCIL OF THE CITY OF FORT COLLINS ADOPTING THE RECOMMENDATIONS OF THE CULTURAL RESOURCES BOARD REGARDING FORT FUND DISBURSEMENTS WHEREAS, the City disburses funds from the City's Cultural Development and Programming Account and Tourism Programming Account in accordance with the provisions of Section 25-244 of the City Code through its Fort Fund Program; and WHEREAS,the City's Cultural Resources Board reviews applications for Fort Fund monies and makes recommendations to the City Council in accordance with the provisions set forth in Section 2-203(3)of the City Code,and in accordance with the administrative guidelines for the Fort Fund program (the "Fort Fund Guidelines"); and WHEREAS, pursuant to Section 25-244 of the City Code, the Cultural Development and Programming Account was established for the purpose of funding cultural development and programming activities and the Tourism Programming Account was established for the purpose of funding tourist-related special events; and WHEREAS, at its regular meeting on April 28, 2010, the Cultural Resources Board recommended funding for various proposals as set forth on Exhibit"A", attached and incorporated herein by this reference,based upon the criteria and considerations set forth in Section 2-203 and the Fort Fund Guidelines; and WHEREAS,the proposals recommended by the Cultural Resources Board provide a public benefit to the Fort Collins community by supporting cultural development and programming activities, and promote the utilization of public accommodations within the City; and WHEREAS, the City Council wishes to adopt the recommendations of the Cultural Resources Board. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that funds in the total amount of ONE HUNDRED NINE THOUSAND TWO HUNDRED DOLLARS($109,200)in the City's Cultural Development and Programming Account and THIRTY NINE THOUSAND DOLLARS ($39,000) in the City's Tourism Programming Account be distributed in accordance with the recommendations of the Cultural Resources Board as set forth on Exhibit"A".
