Resolution 2007-030 Making Appointments to the Economic Advisory Commission.
RECOMMENDATION
Staff recommends adoption of the Resolution.
EXECUTIVE SUMMARY
Ordinance No. 020, 2007, adopted on Second Reading on February 20, 2007, created a new
Economic Advisory Commission. Vacancies were advertised during February and March.
Mayor Hutchinson and Councilmembers Weitkunat and Ohlson interviewed applicants. The
Council interview team recommends the nine individuals listed in the Resolution to fill the
newly created Commission.

of Fort Collins. I have had to find office space hire employees and evaluate the cities vitality. And I have been
considering the economic environment of our city both as a resident and an employer for 15 years

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Development of the economy with a vision towards encouraging dynamic and diverse employment is very important
to the city's future. Fort Collins has potential as a truly diversified working environment which enables a dynamic
population. The opportunities for the growth of the city are numerous and need to be truly studied and nurtured
towards an economic vision. The Economic Advisory Commission has the opportunity to discuss and recommend
opportunities for the city to invigorate a truly diverse dynamic and sustainable employment base that feeds into the
city's living environment.
p) The Fort Collins economy has a limited and changing tax revenue base Studying the tax revenue how it is affected
by the city's economy, and how this plays within the future plans of the city make up an issue that should be studied
by a commission representative of the city as a whole. The commission should help the city council create a tax
revenue and economic plan representative of the community. This plan should consider what areas the city wants
to focus its growth and where to compete for tax dollars within its larger community (Northern Front Range)
3) The Northern part of Fort Collins is an area with great potential which will significantly impact the city's economic
outlook and the feel of the city. Development of this part of town needs to be considered from an investment
perspective, a city plan perspective, and from the impact it has on the economy of the city and of the area The
commission should participate interactively with the council and other planning boards to present viable plans and
solutions to further developing this important piece of the city.

1) Growth in Fort Collins and sorrounding area: there should be proper study and the growth should be planned in
coordination with sourrounding area entities.

Why do you want to become a member of this particular board or commission? There is tension between those who
would be more aggressive in promoting economic development and those who wish to preserve open space
promote parks and trails and quality of life. This tension is unnecessary since I believe we can have both

Briedly,explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
f) Recruitment and retention of primary business employers - We just hired an economic development officer. His
primary responsibility should be to either recruit, or oversee staff that identifies and recruits new, primary business
employers to Fort Collins. With our highly qualified workforce, our stellar physical environment, our location in the
center of the country, and the dynamite quality of life that Colorado offers we should be able to attract scores of
medium size service and white collar businesses. Let's focus on that.
2) Identify threats to retention of business, including perceived bureaucratic regulations and city policies that may
inhibit retention or recruitment. This need not pit environmental groups against economic development groups. We
all want the same thing. But it is a fact that bureaucracies breed bureaucracies and Fort Collins City government
has its share. We need to conduct a self-study on top of those already conducted to reduce bureaucratic
infrastructure, streamline development processes and procedures and showcase our strengths to appeal to efficient,
clean businesses in the community.
3) Bridging the gap between those who feel that quality of life issues and opportunities run contrary to the interests of
business. It is incorrect to assume that we cannot have both a healthy environment with lifestyle amenities and a
healthy business environment. We just need to bring the different stakeholders together to talk about how to
achieve both economic development, employment growth, and quality of life. The infrastructure is here. We simply
need to leverage it to the advantage of the community.

I hold a Ph.D. in Geography, have operated in the tourism arena for about 35 years, and am currently pursuing a
certification in Certified Interpretive Planning with the National Association of Interpretation. 1 also ride a bicycle and
understand bicycle advocacy issues and arguments pretty well.

also believe, though, that the strength in any board or outreach effort is to listen to all voices, to bring people

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Maintaining a consistent revenue stream into the City's General Fund that is not as subject to change as sales tax I
believe the board should address this by looking into the creation of development/improvement districts (similar to
what the DDA is currently, or will become). The board should also look into different types of fee systems; impact
transportation, park, etc.
2) Encouraging businesses to move to Fort Collins. The City of Fort Collins has much it can offer to businesses a
research university, highly educated work force, and many social and cultural emmenities It is in the best interest of
Fort Collins to find companies that fit with its attitude and lifestyle and encourage them to start-up or relocate to our
community.
3) Finding means to incubate not only start-up businesses in our community, but also businesses that are established
and looking to take the next step in their growth. The more that Fort Collins can do to foster new start-ups and
retain existing businesses the better the economy will become Assisting and developing new groups like the Clean
Energy Cluster that leverage the assets of the public, private and educational entities that already exist in Fort
Collins is critical.

Comments: I have lived in Fort Collins for 10 years. Before that I was an Army brat. My ability to travel and see other
parts of the world has opened my mind to many different methods of creating a viable economy. I am an
entrepreneur at heart and have had experience in planning start-ups

I believe that governments will have to start looking towards new methods of encouraging economic
development, and will also have to create new streams of funding to be successful. By this I mean
technology is advancing in such a way as to lessen what were traditional streams. The prime example of this
is the gas tax, as technology creates more fuel-efficient vehicles this revenue stream will shrink. It is the
responsibility of the City to stay ahead of these changes to ensure the economic success of the community. It
is also the responsibility of the City to encourage new businesses in the community that fit with the direction
and motivations of the City. It is always better to be aggressive in encouraging the businesses you want in
your community, as opposed to sitting back and waiting for what may come. I would like to be a part of
directing the City's economy into what some refer to as the "Technological Revolution." It is the moving
beyond the old way and into the new way that I believe that I can help with. The next generation of
businesses will access information, and think about the world differently then those previously. I represent that
next generation.

1) Balancing the need for a healthy economy while maintaining the quality of life for the citizens of Fort Collins
believe we need to encourage employment without experiencing unbridled growth that results in a reduced quality of
life for our citizens as well as our visitors. I have witnessed the explosive growth of my former home of Colorado
Springs with dismay, as it has changed the character of that town I believe the board needs to encourage policies
that attract investment and employment of primary lobs while focusing on keeping Fort Collins the unique community
it is.
2) Competition in the retail sector and loss of sales tax Growth in retail around us is inevitable and the city faces some
tough choices in keeping Fort Collins in a prominent position We need to encourage and perhaps have incentives
for not just Foothills Mall, but for other retailers especially Downtown I firmly believe that by promoting our unique
experience to both local residents as well as outside visitors that we can maintain market share to a large degree
3) How do we work on a regional basis? Many industry sectors do not view us as lust Fort Collins but as Northern
Colorado. I believe in listening to our"customers" be they citizens visitors companies or other entities Eventually,
we will have to work with our neighbors on economic issues in order to benefit Some sharing of resources and
markets will be necessary, as accepting a share of spending or investment is inevitably better than receiving
nothing. Finding ways to work with neighboring communities to our mutual benfit is critical

Jim Clark is the president and CEO of the Fort Collins Convention and Visitors Bureau. Mr. Clark has over 29
years,of experience in the hospitality industry. He recently served as Executive Director of the Irving, TX
.Convention and Visitors Bureau for over 4 years. Prior to Irving, Mr. Clark was the CEO of the Tampa Bay
CVB and the Colorado Springs CVB. He also held sales and management responsibilities for the Denver
Metro CVB, the Brown Palace Hotel and Westin Hotels.
Mr. Clark has extensive destination marketing and management experience. During his tenure in Irving, he
was responsible for the management of the Irving Convention Center project. As a city department head, he
was responsible for the feasibility, site analysis and selection, market studies, operational projections and
preliminary design.
While in Tampa, he oversaw the marketing of the Tampa Convention Center, and moved Tampa into one of
the top 20 convention designations in America. Under his guidance, the destination developed a branding
campaign that won the Hospitality Sales and Marketing Association International Platinum Adrian Award for
the top destination marketing campaign worldwide. In Colorado Springs, he was responsible for a 300
percent increase in convention bookings and increasing the efficiency of the bureau's advertising, marketing,
public relations and publications.
He also has extensive experience in the destination sports market, having been a founder of sports
commissions in Tampa and Dallas/Ft. Worth. During his career he has worked with the Amateur Athletic
Union, the U.S. Olympic Committee and a number of its National Governing Bodies. He has successfully bid
for a number of amateur and professional sporting events including the NCAA Final Four, the Big XII Football
Championship, the National Hockey League All-Star Game, and the Super Bowl.
Mr. Clark participates in the American Society of Association Executives, and has served in leadership
positions and as a Director of the International Association of Convention and Visitor Bureaus where he has
been a frequent speaker and presenter. He is also an adjunct professor at Colorado State University.
Mr. Clark holds a degree from the University of Missouri with a major in Hotel and Restaurant Management
and is a Certified Destination Management Executive. An active outdoorsman, he spends his free time fishing,
climbing and skiing the Colorado mountains. He and his wife Mary have two children, an 18-year-old son and
a daughter of 22, all residing in Fort Collins.

1) 1 believe that virtually all citizens of Fort Collins want an economic environment that contributes to our high quality of
life. However, there are many ideas and opinions as to how to achieve that goal. The commision should foster an
environment that brings those groups with differing opinions together to work toward the common goal.
p) The commission needs to focus on finding ways to attract primary lobs in those industries that are appropriate for
our high quality of life. I do like the idea of industry clusters, but we need to temper that with the understanding that
concentrating too much in few areas can cause severe economic impact if those industries have trouble down the
road.
g) Like it or not, retail drives the City's tax engine. The commission should develop strategies that make the City
competitive in this arena, not iust currently, but for the Ion-term as well.

1) Support the Fort Collins Technology Incubator which will serve as a pipeline for CSU technologies Work with the
City to consider donating a 20,000 square foot building to incubate innovative technology companies
2) Continue Support for the Clean Energy Cluster- Look into tax incentives, such as Enterprise Zone tax credits to
support Clean Energy businesses. Look into the possiblity of developing a Clean Energy Cooridor around the CSU
Engines and Energy Conversion Laboratory.
3) Develop a Viable Urban Mall - Work with Council on this issue and the related transportation and infrastructure
issues.

improve and innovate.
p) LOCAL LIVING ECONOMY: I'm impressed with the writing of Michael Shuman ("The Smallmart Revolution"; "Being
Local") and how the support of local and unique economic initiatives are much more sustainable than subsidies to
large companies which are headquartered elsewhere. Nurturing local creative initiative should be our highest
priority.
3) PUBLIC EDUCATION: As a member of the education faculty at CSU for the past 30 years I am very aware of the

of the Center for Teaching and Learning at Colorado State University (CSU), 1997-2003. Senior Consultant
for academic staff development at The Tertiary Education Institute, TheUniversity of Queensland, Brisbane,
Australia, 1993-1995. Director of the Center for the Center for Teaching at the University of California, Santa
Cruz (UCSC), 1991-1993. Director, Principal Investigator or consultant for several externally funded research
and implementation programs (e.g., Teacher Corps at CSU, 1978-1982).

APPOINTING MEMBERS TO THE
ECONOMIC ADVISORY COMMISSION
WHEREAS, the Council has adopted Ordinance No. 020, 2007, creating an Economic
Advisory Commission; and
WHEREAS,applications for the Commission have been solicited and interviews conducted
by Mayor Hutchinson and Councilmembers Weitkunat and Ohlson; and
WHEREAS, Council wishes to appoint the initial members of the Commission.
NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the following named persons are hereby appointed to serve on the Economic
