HomeMy WebLinkAboutCOUNCIL - AGENDA ITEM - 05/18/2010 - FIRST READING OF ORDINANCE NO. 057, 2010, APPROPRI DATE: May 18, 2010 AGENDA ITEM SUMMARY STAFF: Courtney Rippy FORT COLLINSCOUNCIL First Reading of Ordinance No. 057, 2010, Appropriating Unanticipated Grant Revenue in the General Fund for the Restoration of the Coca-Cola and Angell's Delicatessen Sign Located on Mountain Avenue. EXECUTIVE SUMMARY This Ordinance will appropriate unanticipated revenue in the amount of$44,694 for the restoration of the Coca-Cola and Angell's Delicatessen sign on the J. L. Hohnstein Block, 220 East Mountain Avenue. The City of Fort Collins was awarded a $22,200 State Historical Fund (SHF) grant in 2009 by the Colorado Historical Society to restore the deteriorating historic 1958 sign. Matching funds in the amount of $22,494 will be provided by the Downtown Development Authority,the City of Fort Collins,the building's owner, Progressive Old Town Square, LLC,and the Fort Collins Historical Society. The City of Fort Collins will be responsible for managing the project and receiving and administering the grant and cash match funds. BACKGROUND / DISCUSSION In September 2009, Carol Tunner, a former City Preservation Planner, was asked to be a consultant on the project and secured the remaining cash match funds. The sole-source contractors are Evergreene Painting Studios, Inc. of New York/Chicago and Empire Carpentry of Fort Collins.These experienced contractors come highly recommended by the State Historical Fund. The detailed scope of work includes documentation, surface preparation and consolidation, paint analysis, mortar analysis, mortar repointing, repainting the sign,a railing protection,outreach and education activities, interpretive signage, and a maintenance plan. State Historical Fund grants are available to private entities if a public entity serves as the applicant for their projects. This project will have a significant impact on the historical character of the surrounding Historic Old Town Fort Collins neighborhood. Therefore, the City agreed to be the applicant for the grant, and the building owner was the co- applicant. FINANCIAL IMPACT The$22,494 cash match for the project is provided as follows: $13,411 from the Downtown Development Authority, $6,388 from the City of Fort Collins, $2,195 from the building owner Progressive Old Town Square, LLC, and $500 from the Fort Collins Historical Society. The City's$6,388 contribution comes from a$5,000 historic preservation grant to the property owner and$1,388 from the Advance Planning Department for staff outreach/education costs. The City will administer the grant and cash match funds and be responsible for their distribution. Carol Tunner, historic preservation consultant,will be the grant administrator and be paid$3,828, half by the grant and half by the grant cash match. SUSTAINABILITY: ECONOMIC, ENVIRONMENTAL AND SOCIAL IMPACTS Downtown continues to be one of the most economically successful areas in Fort Collins, with quarterly retail sales and sales tax revenue increases that are typically than other areas of town. To a great extent, this can be attributed to the attraction of the historic resources in the downtown area, and especially the Old Town Historic District. Continued preservation, restoration and rehabilitation of the Old Town Historic District resources, including the Coca- Cola/Angell's Delicatessen Sign, is key to maintaining this economic success. Additionally, Fort Collins, like many communities, relies on tourism as one of its economic engines. Fort Collins is known nationally as one of the best places to live and visit. Much of this success is due to the efforts to preserve the downtown area's historic character and resources. May 18, 2010 -2- ITEM 15 Evergreen Painting Studios will be conducting a full paint analysis prior to painting; however, there is strong reason to believe the original sign contains lead paint. The proposed scope of work will consist of consolidating the existing paint, removing any severely curled paint flakes that were difficult to adhere and disposing of them in an environmentally approved manner. Evergreen Painting Studios is proposing using Acryloid B72 conservation varnish in the paint consolidation process,which will provide an isolation barrier between the existing historic coatings and the new painting. After the existing paint is consolidated,they will replicate the image over the stabilized original with paint that meets environmental standards today, essentially encapsulating the remaining original lead paint. Evergreen Painting Studios will to follow Environmental Protection Act regulations throughout the restoration process. The Coca-Cola sign restoration will preserve an important and interesting aspect of Fort Collins history and give Fort Collins' citizens pride in their historic past. '1►��IAN { � ��►► .�1J+. .: -- _ - � � - City of F6rt 1 III qF r goo OM 1 6 \ ON J . \ Elv4 IL KINGSIZE IL ir KI � r 1w - ♦ • 1958 � � i ORDINANCE NO. 057; 2010 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE GENERAL FUND FOR THE RESTORATION OF THE COCA-COLA AND ANGELL'S DELICATESSEN SIGN LOCATED ON MOUNTAIN AVENUE WHEREAS,the City was awarded a grant in the amount of$22,200 (the"Grant")from the Colorado Historical Society's State Historical Fund for the restoration of the deteriorating 1958 Coca-Cola and Angell's Delicatessen sign on the J:L.Hohnstein Block,220 East Mountain Avenue; and WHEREAS, the Grant requires $22,494 in matching funds and also requires that the City administer the distribution of the Grant funds and the matching funds; and WHEREAS,$13,411 ofthe matching funds will be provided by the Downtown Development Authority,$6,388 by the City, $2,195 by Progressive Old Town Square, LLC and$500 by the Fort Collins Historical Society; and WHEREAS, the matching funds from the City in the amount of$6,388 are currently in the General Fund for Advance Planning and available for transfer to the sign restoration project; and WHEREAS, Article V, Section 9, of the City Charter permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year,provided that the total amount of such supplemental appropriations, in combination with all previous appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS,Article V,Section 10,ofthe City Charter authorizes the City Council to transfer by ordinance any unexpected and unencumbered appropriated amount or portion thereof from one fund to another fund,provided that the purpose for which the transferred funds are to be expended remains unchanged; and WHEREAS, City staff has determined that the appropriation of the Grant revenue and the matching funds as described herein will not cause the total amount appropriated in the General Fund to exceed the current estimate of actual and anticipated revenues to be received in that fund during the fiscal year. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That there is hereby appropriated from unanticipated grant revenue and matching funds in the General Fund the sum of THIRTY EIGHT THOUSAND THREE HUNDRED SIX DOLLARS($38,306)for expenditure in the General Fund for restoration of the Coca-Cola and Angell's Delicatessen sign on the J.L. Hohnstein Block, 200 East Mountain Avenue. Section 2. That the unexpended appropriated amount of SIX THOUSAND THREE HUNDRED EIGHTY EIGHT DOLLARS ($6,388) is hereby authorized for transfer from the General Fund for Advance Planning to the restoration of the Coca-Cola and Angell's Delicatessen sign project-and appropriated therein. Introduced, considered favorably on first reading, and ordered published this 18th day of May, A.D. 2010, and to be presented for final passage on the 1 st day of June, A.D. 2010.
