Resolution 2007- 018 Making Appointments ointments to Various Boards and Commissions.
RECOMMENDATION
Staff recommends adoption of the Resolution.
EXECUTIVE SUMMARY
A vacancy currently exists on the Natural Resources Advisory Board due to the resignation ofJoAnn
Thomas. Mayor Hutchinson and Councilmember Marvel reviewed the applications on file and are
recommending Amy Dean to fill the vacancy with a term to begin immediately and set to expire on
December 31, 2009.
A vacancy currently exists on the Planning and Zoning Board due to the resignation of Matt Fries.
Councilmembers Weitkunat and Roy reviewed the applications on file and are recommending Gino
Campana to fill the vacancy with a term to begin immediately and set to expire on December 31,
2010.
A vacancy currently exists on the Senior Advisory Board due to the resignation of Jim Downey.
Mayor Hutchinson and Councilmember Weitkunat reviewed the applications on file and are
recommending Joseph Bieker to fill the vacancy with a term to begin immediately and set to expire
on December 31, 2008.

Why do you want to become a member of this particular board or commission? I have direct involvement with the Na ur
Resource oroaram in El Paso County as the project lead for their natural resource projects. and have found
it to be very rewarding. I have key natural resource experience with a large government entity and wish to

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) 1 Growth Management I'm impressed with the NR planning the city has taken so far considering the city's fast
growth The board should continue to promote smart growth by planning for natural resource conservation, buying
land and development rights and requiring developers to include open space (wetlands, parks), natural area design
and environmental impact before a building/construction permit is considered. A proactive approach to
transportation is also instrumental to smart growth: striving to offer several transportation alternatives will aid in
reducing traffic congestion and pollution
2) 2.Water Quality/Loss of Wetlands. Wetlands are vital to community health as they provide for contaminant runoff,
water purification erosion/sedimenbflood control fish/wildlife habitat, aesthetics, and recreation. A proactive
approach to conserving wetlands through a wetland banking system would work well for FC Wetlands are banked
(preserved enhanced restored created)for credit for future impacts to wetlands - promotes CWA'no net loss'of
wetlands. Umbrella bank would provide for many mitigation banks to be covered under one instrument, further
streamlining the permitting process.
3) 3 Public is Unaware of many NR Issues facing FC. We could have more public involvement(think volunteers) and
support if we were able to keep them informed of NR issues facing the city. Quick ideas: Creation of a bullet list in
the FC utilities brochure and more frequent write-ups/interviews in the media, and meetings to pet the public
involved. Guidelines to educating the public: 1. Identify the most important issues facing FC. 2.Target an audience.
3 Define the message. 4. Choose a method of communication. 5. Make sure education efforts are accurate, clear,
attractive, and respectful.

National Mitigation Banking Association/Conference Steering Committee. Basic Wetland Delineation, Planning, Site
Selection and Hydrology for Constructed Wetlands. COE Section 404 Permitting Workshop. OSHA-40 Hour
HAZWOPPER Cart. Soc. of Wetland Scientists. International Society of Arboriculture.

significant natural resource expertise to offer the community and I would like to play a part in Fort Collins'

maintaining the character of historical old town while Fort Collins mines re-development opportunities.

1) Regional development pressures;While development proposals are being presented,the board needs to consider
regional conditions and development.
2) Down town re-development;Fort Collins will continue to be challenged with trying to maintain the character of down
town Fort Collins while also allowing and being selective of re-development.
3) Harmony Corridor; The Harmony Corridor Plan is a bold and innovative tool directing the development of Harmony
Corridor. Fort Collins needs to be cognitive of current city needs and how they differe from thos projected by the
Harmony Corridor Plan.

I have a Bachelor of Science in Civil Engineering from Colorado Staty University. I have a contractor license

t) Fighting apathy in the community. Create awareness campaigns that aging doesn't have to be the "final'years,
creating more programs for social interaction.
p) Safety. Helping define areas both physically and emotionally that are challenging our seniors and mitigating them.
g) transportation. both personal and public transportation issues need to be analyzed for crating more access.

Comments: I have recently moved to Ft. Colins and am interestd in becoming involved in the community. I believe
sometimes seniors lack strong advocacy from other sectors, such as the younger and business. I'd like to represent
and help leverage those sectors to benefit seniors.

NATURAL RESOURCES ADVISORY BOARD,
PLANNING AND ZONING BOARD AND
SENIOR ADVISORY BOARD
WHEREAS,a vacancy currently exists on the Natural Resources Advisory Board due to the
resignation of JoAnn Thomas; and
WHEREAS, a vacancy currently exists on the Planning and Zoning Board due to the
resignation of Matt Fries; and
WHEREAS,a vacancy currently exists on the Senior Advisory Board due to the resignation
