EXECUTIVE SUMMARY
This Ordinance, unanimously adopted on First Reading on May 4, 2010, appropriates grant funds received from the
Office of National Drug Control Policy and also transfers $173,381 from the Northern Colorado Drug Task Force
forfeiture reserve account to cover unfunded expenses.
STAFF RECOMMENDATION
Staff recommends adoption of the Ordinance on Second Reading.

BACKGROUND / DISCUSSION IIJJ
Fort Collins Police Services applied to the Office of National Drug Control Policy on behalf of the Northern Colorado
Drug Task Force for federal grant monies to help fund the investigation of illegal narcotics activities in Larimer County.
This grant award will be used to offset operating expenses for case-specific investigative expenses. In addition,
because of the significant decrease in federal funds available for drug enforcement, the Drug Task Force is
transferring $173,381 from its forfeiture reserve account to its 2010 operating budget to cover unfunded expenses.
The majority of the forfeiture reserve account is made up of assets seized from people engaged in illegal drug
activities. (( \
This appropriation is not a request to identify new doIIars�for the Police Services' 2010 budget. This action
appropriates the $25,823 in new federal grant money�and authorizes theJtransfer of $173,381 from the forfeiture

The Northern Colorado Drug Task Force currently includes Fort Collins Police Services, Loveland Police Department
and the Colorado State University Police Department.
FINANCIAL IMPACT
The City has received a grant award on behalf of the Northern Colorado Drug Task Force from the Office of National
Drug Control Policy in the amount of$25,823. In addition, $17' 381 will be transferred from the Northern Colorado

SUSTAINABILITY: ECONOMIC, ENVIRONMENTAL AND SOCIAL IMPACTS
The Northern Colorado Drug Task Force(NCDTF) is a critical component of law enforcement in the community and
is made up of sixteen sworn and non-sworn members tasked with identifying, addressing and impacting drug crimes
and criminals in Larimer County. The NCDTF is committed in reducing the production, manufacture, transportation,
distribution, and chronic use of illegal drugs. NCDTF co-locates officers from several agencies which increases
interagency cooperation, enabling the sharing of intelligence information, and making narcotics investigations in the
northern Colorado area more efficient and effective.

ORDINANCE NO. 049, 2010
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE AND
TRANSFERRING PRIOR YEAR RESERVES IN THE
NORTHERN COLORADO DRUG TASK FORCE RESERVE TO THE
GENERAL FUND FOR THE NORTHERN COLORADO DRUG TASK FORCE
WHEREAS, the Office of National Drug Control Policy has awarded Fort Collins Police
Services ("FCPS") a grant of federal money in the amount of$25,823; and
WHEREAS,there are $173,381 in prior year reserves in the Northern Colorado Drug Task
Force Reserve in the General Fund; and
WHEREAS, the grant and prior reserve funds will be used by the Northern Colorado Drug
Task Force (the "Task Force") to help fund the investigation of illegal narcotics activities and the
2010 annual operating budget of the Task Force; and
WHEREAS, the Task Force consists of representatives from FCPS, Loveland Police
Department, and the Colorado State University Police Department; and
WHEREAS, the City and FCPS will administer the grant for the Task Force; and
WHEREAS, Article V, Section 9,'of the City Charter permits the City Council to make
supplemental appropriations by ordinance at any time during the fiscal year,provided that the total
amount of such supplemental appropriations, in combination with all previous appropriations for
that fiscal year, does not exceed the current estimate of actual and anticipated revenues to be
received during the fiscal year; and
WHEREAS,Article V,Section 9,of the City Charter permits the City Council to appropriate
by ordinance at any time during the fiscal year such funds for expenditure as may be available from
reserves accumulated in prior years, notwithstanding that such reserves were not previously
appropriated; and
WHEREAS, City staff has determined that the appropriation of the grant funds as described
herein will not cause the total amount appropriated in the General Fund to exceed the current
estimate of actual and anticipated revenues to be received in that fund during the fiscal year.
WHEREAS, it is the desire of the City Council to appropriate unanticipated revenue and
prior year reserves in the Northern Colorado Drug Task Force Reserve for transfer to the General
Fund for appropriation therein for Police Services for the Northern Colorado Drug Task Force.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That there is hereby appropriated from unanticipated grant revenue in the
General Fund the sum of TWENTY-FIVE THOUSAND EIGHT HUNDRED TWENTY-THREE
DOLLARS ($25,823)for expenditure,upon receipt, in the General Fund for Police Services for the
Northern Colorado Drug Task Force.
Section 2. That there is hereby appropriated from prior year reserves in the Northern
Colorado Drug Task Force Reserve the sum of ONE HUNDRED SEVENTY-THREE THOUSAND
THREE HUNDRED EIGHTY-ONE DOLLARS ($173,381) for transfer to the General Fund, and
appropriated therein, for Police Services for the Northern Colorado Drug Task Force.
