Second Reading of Ordinance No. 048, 2010, Appropriating Grant Funds for the Gardens on Spring Creek.
EXECUTIVE SUMMARY
The Gardens on Spring Creek has received a total of$41,375 in grant funding for two part-time, hourly positions, a
Community Garden and Outreach Coordinatorand a Fund-raising Coordinator.jThis Ordinance,unanimously adopted
on First Reading on May 4, 2010, appropriates the grant funds.
STAFF RECOMMENDATION
Staff recommends adoption of the Ordinance on Second Reading.

EXECUTIVE SUMMARY

BACKGROUND / DISCUSSION [�
The Gardens received$21,375 from the Coalition forActivity and Nutrition to Defeat Obesity,an initiative ofthe Poudre
Valley Health System Foundation, to continue funding of the Community Garden and Outreach Coordinator position.
The primary responsibilities are to maintain the Garden of Eatin',develop a garden network,and establish community
gardens throughout Fort Collins targeting low-income populations. .
The Gardens also received $20,000 from the Stanley Smith Horticultural Trust to fund a part time fundraising
coordinator whose primary responsibiiliti mare toUof
c er ate a �fundraisingsplan for operations and capital expansion
projects at The Gardens and begin implementaplan.
FINANCIAL IMPACT
These grant funds do not require matching funding from the City.
SUSTAINABILITY: ECONOMIC, ENVIRONMENTAL AND SOCIAL IMPACTS
The social impact of the Community Garden and Outreach Coordinator position is significant. An increase in local food
grown to be donated to the Food Ban ko`forL`arimer-Coun`y bs-anticipated. Community gardens established in low-
income neighborhoods will teach people to grow their own food in a loca'tioneclose to home. Community gardening
is a significant part of the Be Local movement.
The Fundraising Coordinator position will"help the Gardens develop long-term financial sustainability.
STAFF RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
ORDINANCE NO. 048, 2010
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE
GENERAL FUND FOR THE GARDENS ON SPRING CREEK
WHEREAS, the City of Fort Collins, Gardens on Spring Creek was awarded two grants in
the aggregate amount of$41,375 to fund two,part-time hourly positions; and
WHEREAS,the one grant,totaling$21,375 is from the Coalition for Activity and Nutrition
to Defeat Obesity, an initiative of the Poudre Valley Health System Foundation, for the purpose of
funding the Community Garden and Outreach Coordinator,position; and
WHEREAS,the other grant,totaling$20,000 is from the Stanley Smith Horticultural Trust
for the purpose of funding the part time Fund-raising Coordinator position; and
WHEREAS, the grants do not require City matching funds; and
WHEREAS, Article V, Section 9, of the City Charter permits the City Council to make
supplemental appropriations by ordinance at any time during the fiscal year,provided that the total
amount of such supplemental appropriations, in combination with all previous appropriations for
that fiscal year, does not exceed the current estimate of actual and anticipated revenues to be
received during the fiscal year; and
WHEREAS, City staff has determined that the appropriation of the grant funds from the
Coalition for Activity and Nutrition to Defeat Obesity and the Stanley Smith Horticultural Trust as
described herein will not cause the total amount appropriated in the General Fund to exceed the
current estimate of actual and anticipated revenues to be received in that fund during the fiscal year.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That there is hereby appropriated from unanticipated grant revenue in the
General Fund the sum of TWENTY ONE THOUSAND THREE HUNDRED SEVENTY FIVE
DOLLARS ($21,375) for expenditure in the General Fund for the Gardens on Spring Creek to fund
.the Community Garden and Outreach Coordinator position.
Section 2. That there is hereby appropriated from unanticipated grant revenue in the
General Fund the sum of TWENTY THOUSAND DOLLARS ($20,000) for expenditure in the
General Fund for the Gardens on Spring Creek to fund the Fund-raising Coordinator position.
